Senior Citizen Advisory Board Meeting Minutes February 7, 2007 The meeting was called to order at 12:30 p.m. by Vice President Lorene Reed. The agenda was duly posted as prescribed by the Brown Act. Pierce Frank Calderon Pcarline Calderon Corrections: Member Frank Calderon -Page 1 needs correction on who has questions and answers. Member Frank Calderon - No one notified us about the presentation by Mr. Wayne Mack. Vice President Lorene Reed -Before you go any further Mr. Calderon, from time to time we will bring in guest speakers. We are not able to call and notify everyone of who is coming. You have the agenda. Mr. Wayne Mack can cover us on a number of subjects and we were not aware of which subject he was going to cover today. So we didn't show the subject he was going to cover on the agenda. I worked with staff to choose the speaker. I met with him and he has valuable information. 1 didn't know I had to seek the approval of everyone. Are their any corrections to the minutes? Secretary Pearline Calderon - I want to speak on what Mr. Calderon said. Vice President Lorene Reed - Is it a correction to the minutes? Let's correct the minutes not the agenda. What correction do you have to the minutes? Secretary Pearline Calderon - It is the names of the people who asked the questions and answers. Vice President Lorene Reed -That was explained, we did not know who it was. Are there any other corrections? I need a motion to approve the minutes. Member Margaret Araujo -Page 5 Secretary Pcarline Calderon I want the record to show that I was attacked. I take offense to that because I don't remember anyone attacking her. Vice President Lorene Reed - I understand exactly what you mean but that is the verbiage that she used and we have to record the verbiage that she used, in her opinion she was attacked. We have different ways of expressing what happened in that meeting. We can not reword it because that's what she said. Member Margaret Araujo - I Margaret Araujo took offense to that verbiage that she used. Member Lien Stringfield -There are other ways of using that word attacked. [think that wording has to be changed. Vice President Lorene Reed - We will let the record reflect that several members were in disagreement with her wording. Julio Mendoza Motioned, 2°a Margaret Araujo 2 Opposed Pearline Calderon and Frank Calderon Senior Building Fund Report: Vice President Lorene Reed - We all have the bank statement that was handed out to us. I see we earned a little more interest $110.99. We also have $1,000.00 going into the account. Kenneth can you tell us more about that? Kenneth Kahn - We have $1,000.00 proceeds from the Hawaii trip that should be posted by the next meeting. 2"a Reading Amendment of Article 18: Vice President Lorene Reed -Article 18 is the amendment that we did to the attendance policy. This meeting is the second reading of Article 18 when you amend you must do 3 readings before it is approved Mazgazet Araujo Motioned, 2°a Irene Garcia, by unanimous consent motion passed. Vice President Lorene Reed -Please do not pass notes to the guest; that is rude. Member Mazgaret Araujo - We are not an executive board. I think if you are out there acting as the chair and you find a program or something that is going to benefit us then I don't have a problem if you bring it to the board. Now ifthe speaker does not provide us with the information to put on the agenda because he was not sure which subject he was going to tap into then that is not your fault. Mr. Wayne Mack -The Brown Act only applies to Elected Officials and I don't believe that this board has Elected Officials. Vice President Lorene Reed - I am going to stop you right there. It is my fault because I lmow that he has so much information that he can cover that I didn't particularly request a specific subject. So I just put his name on the agenda because there are so many things that are affecting our seniors. What I try to keep in mind is that it's not about me or the people in this room it's about the people in our community. I am not here seeking recognition. I don't have the need to know everything that goes on. I am not constantly hounding staff about what they are doing and why aze they doing it. I am out there trying to find what's best for the seniors in this community. I felt that Mr. Wayne Mack has something to offer the seniors in this community. The Brown Act Violation is specifically for Elected Officials. But because we arc adults and we try to be courteous to one another we try to show respect even though there is none given. We try to overlook it. No one here is an elected official and we aze not even appointed. The Brown Act does not 2 apply to this group so 1 am so glad you are here Mr. Mack. Ok you can challenge Mr. Calderon but I believe your wife is next to you. Secretary Pearline Calderon -Starts reading the Brown Act. Vice President Lorene Reed -Mrs. Calderon you aze out of order. It is not on the agenda. We aze not going to discuss that today, it's not on the agenda (Mrs. Calderon proceeds reading the Brown Act). You are out of order Mrs. Calderon. I do apologize about this meeting Mr. Mack. Bureau of Crime Prevention & Youth Services: Wayne E. Mack, Field Deputy Basically I want to thank you for having me. I know Phyllis through H.R.M.A.C. We have a unit that handles elder abuse. One of the topics we cover is on identity theft and 1 passed out brochures. It tells you about identity theft and what type of preventive measures to take. We also cover mail fraud; it's something that has been merging its way through. 60% of the crimes that aze committed against seniors are by their family members or caze providers. We just warrt people to be aware so they won't become victimized as a result of family or providers caring for them. We also know out of 50% of the cases that we have, 10% of the cases are solved. In most cases a lot of the perpetrators aze based out of the County or State. A lot of fraud is now committed through the Internet because companies are making it easier for you to pay bills online and there is a lot of potential for fraud. For example L.A. County has over 60,000 cases of fraud every yeaz. There is a web site (donotcall.com) where you can request for solicitation for telemarketers to be minimized or stopped. Member Irene Garcia - I saw it on television and they still call. There is a tremendous amount of people signed up and it does not work. Mr. Wayne Mack -Once you have registered you report them to the consumers protection agency. They will beheld accountable for calling people. Nine times out often, people that aze soliciting are just trying to get your money. Mrs. Bradley -There has been information on in house employees in connection with senior deeds. You can go to the County, change their deeds and take over their property. You have to be careful with what you are signing. They have the opportunity to steal from you. Mr. Wayne Mack -Make sure that if you get a notice from the County Recorder's Office in the mail that you open and look at it. You want to limit their opportunity. Make sure you review everything. Member Mazie Lindsey -What about phone conversations from health insurance companies that want you to verify your information. Mr. Wayne Mack -Always ask for their phone number and return the phone call just to make sure it's legit. Athens Park Celebration: Vice President Lorene Reed - We have a flier out and it was also in the newspaper. We aze going to honor Willie McGill this year. We aze honoring someone that has contributed to this community for a long time. Willie received the proclamation at last Council meeting. Kenneth Kahn - We will have a bus for Febmary 15 that will depart at 10:00a.m. from the community center. We will have asign-in sheet for those that would like to attend. Public Orals: Minister Maggie Dow - I have a flier I would like to hand out. Board Orals: Member Lien Stringfield - No comment. Member Irene Gazcia -Mrs. Gonzalez, Rita's mother underwent surgery. Member Julio Mendoza -Nothing. Member Margaret Araujo -Can we send flowers and a card from the advisory boazd? Since 1 was appointed to chair the Senior Pageant I have been gathering seniors to participate in the pageant. I have contacted two judges which are male. One is an Assemblyman and the other is a Director of a senior center. I have already gone to look at crowns for the pageant. I am also getting robes made at no cost to the advisory board; I am looking into them being donated. Vice President Lorene Reed - We aze going to have to put the senior pageant on the agenda. Because we had a guest today we were not able to put it on the agenda but tentatively we are scheduling our retreat for the 22"d of February. It's going to be a team building retreat. This is where we will come together or we will fall apart. We need to know our purpose and we need to schedule a meeting with Phyllis. Member Alfred Kilts -Nothing. Member Willie McGill -Nothing. Secretary Pearline Calderon - I have two comments. I heard that Phyllis and Laura will be hosting the Senior Pageant I spoke to Mrs. Alderete and I was informed that she will not be involved in this pageant. I want this to go on record. After the meeting it was discussed that $1,000 dollars were given for a piano. I called Mrs. Fields to confirm so they can not use the $1,000 for anything else but the piano. Vice President Lorene Reed -Mrs. Calderon you aze out of line by doing this. You aze creating problems for this board. You aze the one that made Mrs. Fields upset and now Mrs. Fields is writing letters. Everyone knows that Mrs. Fields donated $1,000 dollars for a piano through the Guys and Dolls. Everyone knows this was for a piano. The problem is that everyone knows that if we have a piano being donated, why would we buy another piano if we got one for free? The Guys and Dolls came back to me and said now that you guys have a piano being donated, can we buy something else with the money? Please stop calling people and asking them regazding something you are not assigned to. You can do it as a resident but not as a boazd member. Member Frank Calderon - I want to thank you.
