The meeting was called to order at 1234 p.m. by Vice President Lorene Reed. The agenda was duly
posted as prescribed by the Brown Act.

Corrections:
• Member Pearline Calderon - I want the record to reflect that the minutes are not accurate with
importarrt information that was discussed in our October meeting.
• Member Frank Calderon -For the record, in regard to the 2°d sentence on page 3, "lengthy
discussion member Calderon read section of Roberts Hiles appealed to decision of the chair,
following lengthy procedures" is a democracy to explain that if you disagree with the decision of
the chairman; you must appeal at the time of occurrence.
• Member Mazgret Araujo motioned to approve the minutes, Irene Garcia 2°d
2 opposed.
Senior Building Fund Report:
Vice Presidcm Lorene Reed -According to the bank statement $116.93 was interest earned. We have
$25,603.48 that is still in question We aze still trying to find out where the four or five thousand dollars
went. We're trying to find the money and it all has to do with receipts and tracking numbers, I should
have some answers by the next meeting in January. I have someone working on it.
Vitas Hospice Care Presentation -Delores Mathews, MSW, ACSW
Our main goal is to educate the community and increase awareness and understanding about Hospice
Care, not just my company, but Hospice Care as a whole. To let the community know it's a State funded
program. If you receive Medicare and are dI and you wish to stay in your home, the service you receive
through hospice care is free of charge. Some of the symptoms we deal with arc Instate Demerrtia, Lung
Cancer, Brain Cancer, Breast Cancer, Stroke, Aids (last stages) and Parkinsons Disease. The majority of
patients in our program are lung cancer and dementia patients.
We do the team approach, provide attending physician, RN, LVN, Social worker, Chaplain of non-
denomination, and volunteer to provide in-home service. Vitas accepts Medicare and Medicaid.
Medicaid -There are no out-of-pocket expenses - It covers equipment, medication, supplies and
hygiene.
Medicare - Pa~~s for medical expenses but not room and board if in a skilled nursing facility. Room and
board could be covered by SSI if you aze a low-income patient. You may apply with a medical waiver,
which goes back to the importance of having a social worker.
NHPCO'S 20(14 Facts & Figures Percentage Chart -The first bar column represents the number of
patents serviced for the year 2003. The second bar wlumn represents the number of patients serviced for
the yeaz 2004. It does not matter if you are rich or poor it all depends if you have Medicare. The
percentages represent the number of people aware of the program. A program lets you know there arc
options out there.
NEIPCO'S Level of Care -This chart show the percentage of patients being served, 94% receive
Routine Care (in-home service); 3%use Inpatient Care (general skilled nursing facility or boarding care),
2% Continuous Caze (24-hour basis home care any time the patient has symptom out of control such as
pain, vomiting or agitation then an in-home nurse is sent to the family to care for the patient). One percent
use Respite Care (any type of program pays 100% for five consecutive days in a skilled nursing home
facility with 1-day rest period and can rctum for another five consecutive days so on and so forth.
NHPCO'S Age Chart - As the ages go up so do the number of patients served increase.
Questions & Answers:

Question: How does it work with HMO's?
Answer: Most HMO'S do cover hospice care but HMO's have Co-payments.
Member Margret Araujo
Question: Do you have a program in New Mexico?
Answer: We do not have a program in New Mexico but we do try to find alternative solutions to provide
service where the patient is located.
Vice President Lorene Reed
Question: I had a friend in hospice care for 6 months, they took him off hospice and now he is not on
anything.
Answer: It is not a contract; you can come on today and come off tomorrow.
Member Frank Calderon
Question: I'm a Kaiser member, would Medicare affect Kaiser Membership in any way and is it any use
to join now? Do you accept Medicare if you're with Kaiser?
Answer. No, because we have a contract with Kaiser in Bellflower and Kaiser Harbor City. They as well
have their own hospice care program.

Question: What is Medi-med?
Answer: Medical, you can apply for medical if you aze ill, disabled or have a terminal illness.
Vice President Lorene Rced
Question: Many people do not take advantage of services. They think because they own homes they do
not qualify.
Answer: Owning a home has nothing to do with it, it does not affect the service you get.
Member Irene Garcia
Question: One of my neighbors had brain surgery ten years ago there was a lean on her house for
$5,000.00.

Answer: She could have bcen going through a home help aide. She could have been on Medicare; they
can put a lien on the house. In home support services hospice care does not put a lean on your house.
Member Marie Lindsey
Question: Where is your hospice?
Answer: We're located in Torrance but we service Lynwood, South Gate, Watts, Compton, Paramount,
Culver City, and Beach City. The company is located in 17 states throughout the United States. It was
originated in London by a nurse and chaplain who started out caring for their own loved ones and came to
the United States in 1974.

Question: I want to know if we can get a $60 stipend for the piano player
Answer: This is not the time for this matter but we will look into it.
Member Pearline Calderon
Question: I would like to thank Dolores Mathews for her presentation. Madame Chair I think a report
should be made and put a news release in a local newspaper because this is vital information.
Answer: We will consider that however we're not going to discuss it at this point. I have staffhere that
will make that decision. I have minutes and notes that will be considered and taken care of because it is
valuable information.

Question: I was going to suggest that we give the information to Laura from the Mazketing Department
so she can put it in the newsletter.
Answer: We have a new marketing person in the room, which is Phyllis; she will gather the information.
Senior Empowerment Luncheon:
Vice president Lorene Recd - It is the neat evem coming up; last year Linda Sanchez came out and spoke
to the seniors it was a very good event. We will not plan it until after the elections, at the time that we do
plan the event it will be held by our Marketing Department.
Senior Center:
Member Mazgret Aurajo -The senior advisory committee had a meeting and we took a tour of the center.
It is awesome! We have a wnference room to the left of the reception area, staff room, exercise room,
crafts room, billiards room, library, kitchen, bingo room and we have a partition that comes down for a
movie room. The courtyazd is in the center of the building some sort of fixture will go in that azea so we
can sit. There will be a retractable ceiling so on nice days it can be opened. The senior center advisory or
senior advisory Hrill be part of the planning for the grand opening. The ribbon cutting, grand opening and
walk through will be done when the facility is completed. If you have any friends that would like to
donate an easy chair, sewing machines, books or materials now is the time to ask for donations. We have
a big scrcen TV that was donated by Paul's TV, and an organ that was donated by Martina Rodriguez. We
might have a piano, I am working on that.
Vice President Lorene Reed - We have money designated for a piano however, we also have a piano
being donated.
Secretary Peazline Calderon -Mrs. Fields called me and wanted me to remind the boazd, she will donate
two large plants for the new senior center.
Vice President Lorene Reed - We have donors and a building fund we are going to utilize the best we can
to make the center nice.
Amend Article 18:
Vice President Lorene Reed - To amend article 18, it is a bit too stringent for us as seniors. It does not say
anything about extenuating circumstances. Open for discussion.
Member Irene Gazcia - I would like to recommend that a subpoena, a death in the family, or illness, be
excused or waived providing that it is the truth.
Member Mane Lindsey -Now that we aze in wirner season doctors recommend that if you get sick or get
the flu your should stay home; that would be an extenuating circumstance.
Member Margret Araujo -1 think Mrs. Garcia and Mrs. Lindsey said it all.
Vice President Lorene Reed - Tn extenuating circumstances the chair and liaison will determine if the
excuse is valid. Member Mendoza I am going to ask you to type articlel R and in the next meeting, which
will be in January, we will hold the first reading of the amended bylaws. Where the asterisk is, it is going
to say extenuating circumstances will be excused.
Members Marie Lindsey - It should read excused absence for extenuating circumstances.
Public Orals:
Manny Perez -The seniors would like to know if the meeting can be after lunch when the bingo is over.
Can you make extra copies for visitors so we can have an agenda?
Jan Robinson - We arc asking to have a Christmas boutique and we will donate 10% of our profit to the
senior Christmas program. I will not donate something for the senior building fund until it is up and
running.
Vice President Lorene Reed - We will not be able to address it because it's not on the agenda, next
meeting will be until January. I recommend that you speak to Kenneth Khan and meet with him regazding
your Christmas boutique.
Dolores Mathews -Can someone contact me? I would like to donate something for the new senior
building.
Kenneth Khan - A reminder that the commissioners need to attend the Ethics training, mandatory meeting
Wednesday, November 8, 2006 5:00 p.m. - 7;00 p.m.
Alfred Kilts - I am taking care of my wife at that time. When the building is finished, I will resign from
the board so I can probably skip that meeting.
Board Orals:
Member Lien Stringfield - I want to know about the flu shot this year for the seniors. (Phypis Lyons,
stated that the flu shot was offered at Dollarhide, Savon and City of South Gate).
Member Irene Garcia - I want us to meet without any disniption, it's not that a person can or cannot
question but with the attitude of challenging with much aggravation is uncalled for. Today was good and I
would like it to be like this. I went to see one of my neighbors and a pit bull almost attacked me. The dog
was removed. It will not be released and the owner is going to be fined for the dog. The mailman would
not deliver on that block because of the dog. It was a public hazazd.

Member Marie Lindsey - I want to thank Dolores Mathews for a great presentation
Member Cecelia Dove - It was a beautiful meeting, we need to get a real American flag in the room for
the meetings. How can we get it? (Vice President Lorene Recd will talk to Mr. Khan).
Member Alfred Kilts -When the building is finished, I have a bunch of items I will donate along with
books, 3 pairs of crutches and several items.
Secretary Pearline Calderon - I want to thank Dolores Mathews and her company for the wonderful
service she brought to our community, not only Lynwood but also all seniors. I have information to help
you promote your business.
Member Frank Calderon - I want to thank Dolores Mathews for her time and presentation It helped me
out with some of my questions. Where is the sign-in sheet? (Vice President Lorene Reed, we do not need
a sign-in sheet; we do roll call.
Member Julio Mendoza - I need to Comment on the sculpture and fountain. What is it? (Vice President
Lorene Reed - it is being handled by a separate senior center committee).
Member Willie McGill -Nothing
Member Mazgret Araujo -Thanks for the wonderful presentation. I warmed to say on behalf of the
seniors, we had a very good food give-away on Monday. I received a pallet of food and I needed help to
distribute it, I called Lorene and she called Mrs. Gazcia and I called Mr. Mendoza; we prepared about 50
bags or more and in doing so we also found out that a Emily from Lindbergh Elementary had their house
burned down on Sunday leaving them with nothing. Lindbergh Elementary School is going to give us the
information so we can donate items to the family. I do not appreciate correspondence being sent to me
regazding issues that occurred in the meeting. If there is a problem with people on this committee they
need to handle it. We are here to conduct business. Today I was here for the taxi coupons at 6:00 a.m. or
earlier. All they had was orange juice and patrons have not eaten anything. (Vice president Lorene Reed-
we are not budgeted to provide breakfast for the seniors. We aze having problems with the taxi company.
We keep changing the coupon pick up time but people still arrive early because they think we are going to
sell out).
Member Irene Garcia - T was coming five minutes to 6:00 a.m. I was always number one or rivo. now I
came in and people aze letting them cut in front ofthem. We need to find a better system for the
distribution of coupons. We need to set up a meeting with the participarrts.
Member Mazgret Araujo - Pcoplc are taking extra numbers for their friends and when you sign-in you're
#22 on the sheet and you get #44. There were complaints about the taxi service something has to be done
regarding the Dial-A-Taxi program.
Vice President Lorene Rced - I am going to ask staffto set up a meeting with the participants and Jorge
Morales and have an educational workshop for the participants. Our input is what is going to make a
difference in the City for the seniors. Mrs. Dolores Mathews you were fantastic. We will make sure that
the word gets to our seniors through the newsletter to make sure all of our seniors in Lynwood will know.
Adjournment: Vice President Lorene Reed made a motion to adjourn, by unanimous reason the meeting
was adjourned at 1:47 p.m.

Meeting Attendance -first Reading
Per Article 14 (Amendments) to the Senior Citizens Advisory Board By-Laws the
following Amendment is being submitted as Article 18:
Article 18
Meeting Attendance
Per the Lynwood Boazds and Commissioners Handbook in relation to Section 2-12.1.a.1
of the Lynwood Municipal Code relating to absences from Commissions, Boazds and
Committees: removal, which reads as follows:
A. Three (3) absences* within a 12 month period shall constitute a vacating of
the position for boards, Commissions or Committees meeting once a month.
B. In order for Boards, Commissions and Committee Chairpersons to
appropriately plan for their meetings, any member who has to be absent
should notify the chairperson of the respective Board, Commission or
Committee or in his/her absence, the staff representative.
