Services SUBJECT: PUBLIC HEARING -HUD FISCAL YEAR 2006-07 CAPER Attached are the City of Lynwood's Draft Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2006-07. HUD requires Cities that receive CDBG and HOME funds to submit a CAPER that reports on annual performance and expenditures for the City's Community Development Block Grant (CDBG) and HOME activities and programs. The CAPER identifies the level of progress and accomplishments in meeting the priorities (goals) and objectives of the City's Five-year Consolidated Plan (ConPlan). To the degree feasible, the data collection efforts required by the CAPER reflects information on housing and community development activities and programs that occurred in the City's jurisdiction even if the City was not the lead agency (or other funds were used), for the period of July 1, 2006 through .June 30, 2007. Community Development Block Grant (CDBG) The primary objective of this program is to develop viable urban communities by providing decent housing, a suitable living environment, and economic opportunities, principally for persons of low and moderate income. HOME Investment Partnership (HOME) The HOME program provides federal funds for the development and rehabilitation of affordable housing for low-income households. The program gives the City the flexibility to fund a wide range of affordable housing activities through housing partnerships with private industry and non-profit organizations. Recommendation: Staff recommends that the CDBG Commission open the public hearing for review and discussion of the City's draft CAPER. Upon completion of the hearing, it is requested that the CDBG Commission approve the draft CAPER (with amendments) for submittal to HUD before the September 2007 deadline.
