ADJOURNMENT Special Meeting -June 21, 2007 Motion Second Vote Time: CITY OF LYNWOOD REGULAR MEETING OF THE PERSONNEL BOARD April 19, 2007 The regular meeting of the of the Personnel Board of the City of Lynwood was held on Thursday, April 19, 2007 at 5:00 p.m. in the Council Chambers of City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER The meeting was called to order at 5:08 p.m. by Chairperson Quinonez. Roll call was taken by Mr. Alfredo J. Lopez III, Human Resources Director. Commissioner Attendance Present -Quinonez, Robinson, Battle, Bradley. Commissioner Villanueva arrived at 5:12 p.m. Absent -Bradley Staff Attendance: Present -Alfredo J. Lopez II I Absent -Yolanda Delgadillo PLEDGE OF ALLEGIANCE Led by Commissioner Battle. APPROVAL OF MINUTES The motion was made by Commissioner Bradley and seconded by Vice- Chairperson Robinson to approve the minutes of April 19, 2007 with a correction. The correction was noted by Commissioner Battle. Under Commissioner Orals the minutes should reflect that the previous Human Resources Director had a rubber stamp expectation of the Board. PUBLIC ORALS -None STUDIES AND REPORTS Mr. Lopez appraised the Board about the special meeting which will be taking place on Thursday, April 26, 2007 at 5:00 pm in the City Council Chambers where the Acting City Manager, Bruce Arnoldussen will be providing an update of the upcoming new fiscal year budget. He also informed the Board that due to the revenue problems some positions have been selective to fill and some have been deleted. Mr. Lopez will provide a list to the Board at the next meeting. Mr. Lopez is happy to introduce the new exploratory visit to interact with other cities. The Board will be visiting the City of Los Angeles Civil Service Commission on Thursday, April 26, 2007. The City will provide transportation to and from the City of Los Angeles. They have also agreed to allow the Personnel Board to use their conference room to conduct a debriefing. Unfortunately, this will not be a special meeting due to the fact that it will not be open to the public. Therefore this will be a training workshop/network event. Commissioner Villanueva will not be able to attend. Mr. Lopez thanked the Interim Sr Human Resources Analyst for her great effort in putting together the road on the show. He will also be providing a copy of the City of Los Angeles and the City of Lynwood Personnel Rules for the Board to review and compare. The motion was made by Commissioner Battle and seconded by Vice-Chairperson Robinson to approve the Eligibility List for the position of Information System Technician. All in favor. Motion carried. COMMISSIONER & STAFF ORALS -None ADJOURNMENT Vice-Chairperson Robinson made the motion to adjourn and Commissioner Battle seconded. All in favor. Motion carried. The Position Under direction, this position will plan, organize and coordinate the City's recreation, community and social services and activity programs, supervise professional recreation staff members, and do related work as required. The current vacancy for this position exists in the Sports Division. Qrralifzccrtions Knowledge of the objectives, methods and techniques of planned recreation, community and social services activities; community organizations and resources available; budget preparation and control; program development and management; grant preparation, application and administration practices, and principles of supervision and training. Ability to plan, organize, coordinate and direct recreation, community and social services programs; prepare and administer the departmental budget; direct grant application and administration activities; address public and civic groups; prepare reports and correspondence; and deal a courteously and effectively with the general public. Rec~uirernents Four years professional experience in organized recreation or community services work, including two years experience in a supervisory capacity. Possession of a valid California Driver's License. Bachelor's Degree in Recreation, Social Services, Physical Education or a closely related field is desirable. Previous experience administering sports programs is highly desirable. Compensation and Berzefzts The salary for the position will be up to $60,423 annually. The City currently has a 4-10 work schedule and offers a generous benefit package, which includes: Retirement- The City offers a 3% @ 60 CalPers retirement benefit, fully paid by the City. o Deferred Compensation- The City offers CaIPERS 457 plan. Medical Insurance- PERS Health Benefits Program (medical) paid 100% for employee. Dependents may also be covered with the City contributing up to the Family coverage rate of the Kaiser HMO plan towards any medical plan selected by the employee. e Dental and Vision- For employee and family paid in full by the City. Retiree Health Insurance- Paid medical, dental and vision upon service retirement and five years of service with the City of Lynwood. Life Insurance- Life, AD&D covered at 100% by the City. Qualifications Lifeguards must be knowledgeable regarding lifesaving methods and the application of first aid; policies, rules and regulations governing the conduct and safety of persons using pools; and methods and practices of pool cleaning and maintenance. In addition, they must have the ability to rescue drowning swimmers and administer artificial respiration and first aid; supervise the conduct of pool patrons and maintain order in a tactful manner; use life lines, rings and other safety equipment; perform routine cleaning and maintenance of pool area; follow written and oral directions; and read and write at the level required for successful job performance. Requirements Possession of Lifeguard Certification, CPR for the Professional Rescuer and First Aid certificates are required. Prior experience as a lifeguard is highly desirable. Compensation and Benefits The salary for the position will be $7.50 to $10.21 per hour.
