ARMOUR ROBERT DIXSON BRIAN PFEIFLER MAYOR VICE MAYOR COMIISSIONER Also Attending: Town Manager William E. Gwynn; Town Clerk Barbara Gwynn; Chief Greer; Lieutenant James Mahoney; Assistant Town Clerk Nancy Adams. The meeting was called to order by Mayor Koch at 5:00 p.m. Mayor Koch announced that this was the first of two meetings. This meet- ing is to tentatively approve the budget and the second is for final app- roval and will be held on September 16, 1982 at 5:00 p.m. Town Manager Gwynn presented the Budget Summary to the Commission and ex- plained the millage. He said the total expenditures for the fiscal year October 1, 1982 through September 30, 1983 is anticipated at $586,295.00. Receipts other than property taxes is $136,934.00 which brings the Town down to still needing $449,361.00, anticipating a net revenue transfer from the water fund $19,855.00 leaving a need of $429,506.00 to be raised by property tax. The Town properties assessed valuation as presented by the State and County Property Appraiser total taxable assessed value is $101,124,057.00, plugging in a millage of 4.2473 will produce the needed property tax of $429,506.00. This levy represents 17 3/4% increase over the rollback rate. However, it represents a millage reduction from 5.7123 to 4.2473 and will bring in approximately 18% more tax revenue than last year. The tax roll was raised 59% from $63,581,541.00 to $101,124,057.00. The budget reflects a 7'% salary increase for all Departments. It also rep- resents no anticipated revenue from the County Road and Bridge Fund and no participation in the 5 cent sale tax allocation. Mayor Koch announced that the Town of Gulf Stream does not assessthe prop- erty owners and the property is assessed by the arm of the Government -- the County Appraisers office. Mr. Gwynn noted that Gulf Stream assess - ment rose 60% and the Town of Highland Beach 90 %. Commissioner Armour asked a question regarding the revenues other than from property taxes, specifically the trash collection increase and franchise taxes. Mr. Gwynn said they were realalistic figures. Commissioner Dixson read a prepared statement with regard to the 7'h% salary increase. This statement is attached to the minutes and incor- porated herein. There followed a discussion by the Commissioners re- garding a 7� X9'10% increase with input from Mr. W. F. Souder of the Civic Association, Mr. Franklin O'Brien, Mr. L. F. Preiditsch, Mr. & Mrs. William Mayer and other residents of the Ton of Gulf Stream. C BUDGLT M• •' E• i I. 71• 10, PAGE It was decided by the Commission that there will be a 108 salary increase for all employees and this will be reflected in the September 16, 1982 budget. Commissioner Armour moved to adopt the tentative budget as proposed and mlillage as shown. Commissioners Pfeifler, Hunter, Armour and Mayor Koch voted "yes ". Commissioner Dixson voted "no ". Mr. Dixson wanted it noted in the minutes that he would be perfectly willing to vote "aye" on the motion provided that it is understood that adjustments will be made by the Town Manager in the figures that go to make up the budget as submitted today in order to enable the payment of the 108 increase to all salaried personnel. Mr. Preiditsch asked about the roads in Place Au Soleil and Mayor Koch explained that there is consideration for a proposed Bond Issue which would include the improvement of the roads and Town Hall along with other needs of the Town. Commissioner Armour said at present they have an estimate on all the roads of Gulf Stream. There being no further business the meeting was adjourned at 6:15 p.m. I
