REGULAR MEETING OF THE PERSONNEL BOARD
DECEMBER 14, 2006
The regular meeting of the of the Personnel Board of the City of Lynwood was
held on Thu�sday, December 14, 2006 at 5:00 p.m. in the Council Chambers of
City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted
as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:03 p.m. by Chairperson Quinonez . Roll call
was taken by Ms. Mary Ellen Schubel, Interim Human Resources Director.
PLEDGE OF ALLEGIANCE
Led by vice-Chairperson Robinson.
APPROVAL OF MINUTES
The motion was made by Vice-Chairperson Robinson and seconded by
Commissioner Battle to approve the minutes of November 16, 2006. All in favor.
Motion carried.
PUBLIC ORALS - None
STUDIES AND REPORTS
The motion was made by Commissioner Bradley and seconded by Commissioner �
Battle to approve the eligibility list for the position of Neighborhood Preservation�
Specialist. All in favor. Motion carried.
The motion was made by Commissioner Battle and seconded by Vice-Chairperson
Robinson to approve the eligibility list for the position of Administrative Analyst I. All
in favor. Motion carried.
The motion was made by Commissioner Bradley and seconded by Commissioner
Battle to approve the eligibility list for the position of Administrative Analyst III. All in
favor. Motion carried.
The cnotion was made by Vice-Chairperson Robinson and seconded by
Commissioner Battle to approve the eligibility list for the position of Parking Control
Officer with a title correction (deletion of Parking Enforcement Officer). All in favor.
Motion carried.
The motion was made by Commissioner Villanueva and seconded by Vice-
Chairperson Robinson to approve the eligibility list for the position of Utility Workec .
' � Commissioner Battle inquired about the performance test. Ms. Schubel responded
that the performance test consisted of identification of equipment. All in favor.
Motion carried.
The motion was made by Commissioner Bradley and seconded by Vice-
Chairperson Robinson to approve the eligibility list for the position of Water Service
Worker II. All in favor. Motion carried.
COMMISSIONER & STAFF ORALS
During the November meeting, the Board inquired as to who the Director of Human
Resources reports to (City Manager or the Personnel Board). Ms. Schubel
informed the Board that the Director of Human Resources reports to the City
Manager which can be found in the City Municipal Code Book section 2.2.6; 18.3
and 18.3.3.
Ms. Schubel briefly updated the Personnel Board on the current recruitments and
provided an update on the classification and compensation study. The study
should be finalized by mid-January.
A brief discussion took place about the duties and responsibilities of the Board.
ADJOURNMENT
Vice-Chairperson Robinson made the motion to adjourn and Commissioner
Bradley seconded. All in favor. Motion carried. The meeting adjourned at'6:06
