MEETING MINUTES FOR JUNE 20, 2007
OPENING CEREMONIES
A. CALL TO ORDER -The meeting was called to order at 5:08 p.m.
B. PLEDGE OFALLEGIANCE -The Pledge of Allegiance was led by Vice Chairperson D. Joyce Edner.

D. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the June 20, 2007 meeting
as prescribed by the Brown Act.
E. APPROVAL OF PAST MINUTES -Chairperson Garcia called for a motion to approve the minutes for May
2007. Commissioner Harper motioned that the minutes be approved with one correction to her orals.
Vice Chairperson Edner seconded the motion with one correction to her orals and the motion was
carried. Ayes:3 Noes: 0
Correction to Commissioner Harper's orals: The minutes should have stated that she "is affiliated with"
(not "the founder of") the National Alliance for Mental Illness (NAMI).
Correction to Vice Chairperson Edner's orals: Instead of "Donations are accepted but seats are free",
this should have read: "Tickets are available for sale but if you don't have one see Ms. Edner".
II. INFORMATION ITEMS
A. City Council Items: Rozie Carrillo, Recreation Superintendent II reported that two proclamations were
presented; one for Juneteenth and one for the Fourth of July. "Uncle Sam" appeared in a skit. The
Citywide budget is scheduled to be approved at the 7/16/07 Council meeting.
B. General City Program Report:
• Juneteenth Celebration on 6/23/07 beginning at 11 a.m. in Lynwood City Park
• Summer Day Camp Session I begins on 6/24/07 at the Youth Center.
• Senior Aerobics and Open Swim are in full swing at the Natatorium.
• Fourth of July Celebration on 7/4/07 beginning at 1:00 p.m. in Lynwood City Park -
Commissioner Harper thanks Ms. Carrillo for the parking pass for the Fourth of July event. The
Commissioners discussed the fact that the flier and proclamation advertised the concert at two
different locations. The Commissioners also discussed crowd control and parking for these
holiday events.
C. Senior Citizens Program Report: The Seniors love the new Center. For those who don't know Mr.
Kenneth Khan, former Senior and Social Services Manager recently resigned. Mr. Jose Trejo, Deputy
Director is currently overseeing the Senior Center. Vice Chairperson Edner, formerly working at the Youth
Center, has been transferred to the Senior Center. She enjoys working with her peers and seeing their
enjoyment. The morning exercise class is full and the seniors are also enjoying the exercise room. Cards
and chess are being played in the game room. The lunch program is going strong. Alta Med hosted a
barbeque on 6/19/07. She is enjoying all the Senior Center has to offer; the pool table, art class, low
fees and no fees. She is looking forward to the L.A. County Fair in September. Chairperson Garcia
stated that her Dad and Uncle want to visit the Center. There are new members; some come to read,
some to visit with one another.

INFORMATION ITEMS: Continued
E. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: Ms. Carrillo passed out an
invitation flier from the H.R.M.A.C. Foothills Cluster to a meeting to be held in Pasadena on 6/27/07
from 1 p.m. to 5 p.m. at the Jackie Robinson Center. The name of this free training workshop is
"Understanding Immigrants and Those Who Are U.S. Born, and the Challenges We All Face". This is a
great opportunity for the Commission to interact with another H.R.M.A.C. Cluster. No one is sure they will
be able to attend due to the time of the event and distance involved.
III. SCHEDULED MATTERS
A. Invitation to Workshop on 6/27/07 -See E. above - H.R.M.A.C. Report
B. Commission Duties and Responsibilities -The Commissioners discussed the brief outline of Commission
duties and responsibilities. Ms. Carrillo stated that the City Clerk is currently working on updating the
Commissioner's Handbook. Vice Chairperson Edner stated that the Commission hasn't been very active
in making recommendations. She stated that one thing she does is to call in any incidents she sees to
the proper authorities. She mentioned that former Commissioner Mr. Adolph Lopez was trying to
implement International Day of the Child.
IV. PUBLIC ORALS -Please adhere to the three-minute time limit. None
V. COMMISSION ORALS -Please adhere to the three-minute time limit.
• Chairperson Garcia -She thanked the Recreation Department for the invitations to the Juneteenth
and Fourth of July Celebrations. She hopes to attend both, although she may be in Texas for the 4~h.
Chairperson Garcia announced that the Lynwood Adult School is over on 6/21/07. She stated that
Recreation staff is doing a greatjob with the Commission.
• Vice Chairperson Edner -She stated it was good to be here this evening. She also has received
several invitations to the same event. She is excited about and looking forward to the upcoming
Juneteenth and Fourth of July celebrations.
• Commissioner Harper -Wishes the Commissioners a belated Happy Mother's Day. Commented that
Paris Hilton. is incarcerated at the Century Regional Detention Facility in Lynwood. Commissioner
Harper voiced her concern about receiving multiple invitations to the same event and the impact that
has on postage. She will not be able to attend the immigration workshop on 6/27/07.
VI. ADJOURNMENT-
The meeting was adjourned at 6:00 p.m. to the next regularly scheduled meeting to be held at 5:00 p.m. on
July 18, 2007 in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, CA 90262.
