ON JUNE 20, 2007 IN THE CITY OF LYNWOOD COUNCIL CHAMBERS. COMMUNITY AFFAIRS COMMISSION MEETING MINUTES FOR APRIL 18, 2007 OPENING CEREMONIES A. CALL TOORDER -The meeting was called to order at 5:08 p.m. B. PLEDGE OF ALLEGIANCE -The Pledge of Allegiance was led by Commissioner Margie Harper. C. ROLL CALL Chairperson Gloria Garcia -Present Vice Chairperson Joyce Edner -Present Commissioner Margie Harper -Present The Minutes Clerk announced that the City Clerk informed her before the meeting that Dr. Carlos Manlapaz would no longer be a Commissioner on the Community Affairs Commission. D. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the April 18, 2007 meeting as prescribed by the Brown Act. E. APPROVAL OF PAST MINUTES -Vice Chairperson Garcia called for a motion to approve the minutes for March 2007. Vice Chairperson Edner motioned that the minutes be approved. Commissioner Harper seconded the motion and the motion was carried. Ayes: 3 Noes: 0 Vice Chairperson Edner complimented Ms. Rozie Carrillo, Recreation Superintendent II and Ann Llanas, Minutes Clerk for the good job they are doing. She stated that the minutes were very good and thorough. II. INFORMATION ITEMS A. City Council Items: Rozie Carrillo, Superintendent II reported that the City Council meeting was quiet. B. General City Program Report: • There will be a Senior Center Preview for the City Council at 5:30 p.m. on 4/19/07. • The Senior Center will host its grand opening at 10:00 a.m. on 4/28/07. • Also on 4/28/07, Drive-by Agony will host a peace march for National Victims of Crime Week beginning at 11:00 a.m. The march commemorates loved ones lost to gang violence. After a march through Lynwood City Park, all will gather in front of Lynwood City Hall. The Department is providing in-kind services. Sheriff Lee Baca will be a guest speaker along with the Lynwood City Council and family members. There will be an open mike available for those who would like to say a few words. • Cinco de Mayo activities on 5/5/07 include a parade, carnival, health festival and Soccer tournament. The Recreation Department is helping with Sheriff costs for the parade only. C. Senior Citizens Program Report: Vice Chairperson Edner stated that Recreation staff is working to obtain Instructors for new classes to be held at the Senior Center. Ms. Carrillo stated that the Dial-a-Taxi, Food Distribution and Meals Program will all operate out of the new center. Vice Chairperson Edner stated that everyone is very excited about move-in day on 4/30/07. She stated that the pavement around the senior center was just completed and hopes it is o.k. to park and walk on it. It should set so it won't groove. Ms. Carrillo stated that parking was allowed for Council meeting the previous evening. D. Library Report: None -There never seems to be a quorum when the Librarian attends meetings. Ms. Carrillo did leave a message reminding her of tonight's meeting. Commissioner Harper stated that the Library held a bake sale on 4/14/07 to raise funds. It went well. INFORMATION ITEMS-Continued Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: Chairperson Garcia was unable to attend the last HRMAC meeting. Ms. Carrillo was attending mandatory Emergency Training and was unable to attend. Ms. Carrillo will provide information as soon as she learns anything about the meeting. There will be a Youth Forum on 5/3/07 from 11:00 a.m. to 4:00 p.m. at Bateman Hall. III. SCHEDULED MATTERS A. Diversity Training Discussion -Chairperson Garcia stated that she's read pages 4 through 31. She found it very interesting. She has questions she would like to ask Ms. McKinney. Commissioner Harper stated that the material is well written and well-defined. Cultural differences were explained well. Chairperson Garcia stated that it would be a good idea to present this to Council. In 2002, there was a mandatory Commissioner's workshop that explained their duties as Commissioners, discussed the Brown Act, etc. She thinks that a mandatory Diversity Training Workshop for Commissioners would be a good idea at this time in light of the Virginia Tech shootings. Vice Chairperson Edner stated that she went over the workbook and found the topics very good and well-defined. She completed the exercises about self and made notes that she can't remember at the moment. This plan should be put into action and not be put aside. Keep it on the agenda. Ms. McKinney should be invited back as she went through the training. Commissioner Harper stated that the exercise on page 10 about one's origin is very helpful because it's good to know where everyone comes from. Everyone brings different values to the unit. Some may have experienced suppression or prejudice. If you can embrace and understand one another's goals you are more sympathetic to their culture. Seeing problems in other cultures helps you to understand yourself. Ms. Carrillo stated that the diversity training she had was based on understanding individuals and their backgrounds as well as gender and generational differences and on many other levels not only race-based differences. Vice Chairperson Edner stated that we must unlearn prejudices in relation to characteristics and stereotypes. Chairperson Garcia stated that when the Commission is ready we can present this issue to Council. Ms. Carrillo stated that she would get in contact with Ms. McKinney regarding vendor and cost. IV. PUBLIC ORALS -Please adhere to the three-minute time limit. None V. COMMISSION ORALS -Please adhere to the three-minute time limit. • Chairperson Garcia -She's looking forward to having the two Commission vacancies filled. She's glad to be back after a great Easter and Spring break. She celebrated her 30L" birthday with a party. She sung Happy Birthday to herself and was joined by all 12 of her dogs. She stated that after Virginia Tech, parents are more worried than ever about the safety of their children. It's really important to try to get along with everyone and to understand where we come from. She asked Vice Chairperson to lead the Commissioners in prayer for the victims of Virginia Tech and their families. • Vice Chairperson Edner -First, she's sorry that we've lost Dr. Manlapaz as a Commissioner. He would have been an asset to the Commission. He wasn't happy with his placement. She attended the Women's Commission Luncheon. It was very well attended compared to last year. It was well structured and had good speakers. • Commissioner Harper -She's glad to be here on this Commission. She agrees that it would be good to continue with diversity training. It will be a great asset to the Commission. VI. ADJOURNMENT The meeting was adjourned at 6:00 p.m. to the next regularly scheduled meeting to be held at 5:00 p.m. on May 16, 2007 in the City Hall Council Chamber, 11330 Bullis Road, Lynwood, CA 90262.
