COMMUNITY AFFAIRS COMMISSION MEETING MINUTES FOR MARCH 21, 2007 OPENING CEREMONIES A. CALL TO ORDER -The meeting was called to order at 5:07 p.m. B. PLEDGE OFALLEGIANCE -The Pledge of Allegiance was led by Commissioner D. Joyce Edner. By general consent the order of the meeting is rearranged in order to swear in the new commissioners. C. ROLL CALL Vice Chairperson Gloria Garcia -Present Commissioner Joyce Edner -Present Margie Harper was also present D. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the March 21, 2007Meeting as prescribed by the Brown Act. E. APPROVAL OF PAST MINUTES -Vice Chairperson Garcia called for a motion to approve the minutes for February 2007. Commissioner Edner motioned that the minutes be approved. By general consent the minutes were unanimously approved with one correction. The last paragraph on page two of the February 21, 2007 minutes, reads "Vice Chairperson McKinney'; it should say Commissioner McKinney. II. INFORMATION ITEMS A. City Council Items: Rozie Carrillo, Superintendent II reported that two Recreation class instructors were recognized for their long-time, valuable service to the Lynwood community, they are: John Soltis, Shorei- Ryu Karate Instructor and Pauline Galbraith, Senior Aerobics Instructor. Tony Bautista, Instructor of Kenjutsuryu Karate requested monetary support from Council for tournaments to North Carolina and Las Vegas. B. General City Program Report: • Women's History Month -The Women's Commission will host a luncheon at Bateman Hall on 3/22/07 from 11:00 a.m. to 3:00 p.m. • Baseball Opening Day - 3/31/07 - 9:00 a.m. in Lynwood City Park, Diamond #1 • Transit Teen Center Square Ribbon-Cutting - 3/31/07 - 10:30 a.m. at Birch and Mulford • Annual Citywide Easter Egg Hunt - 3/31/07 - 11:00 a.m. in Lynwood City Park, Diamond #3 • National Victims' Week (3/22 to 3/28) -Peace March in Lynwood on 4/28/07. Several cities will march and meet in front of Lynwood City Hall at 11:30 a.m. There will be guest speakers and live entertainment. • The Sally Hansen concert held last Saturday, 3/17/07 at Lynwood High School Performing Arts Center was very successful. It was well-attended and the music was great. C. Senior Citizens Program Report: • Senior Easter Program -Thursday, 4/5/07 - 1:00 p.m. in the CTC Senior's Lounge • Senior Center Grand Opening -Saturday, 4/28/07 - 10:00 a.m. at 11329 Ernestine Avenue D. Library Report: None - Ms. Carrillo will invite the Librarian to attend our meetings. E. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: Ms. Carrillo reported that Cluster IV is going to host a youth forum on Thursday, 5/3/07 from 12:00 noon to 4:00 p.m. at Bateman Hall. Youth from surrounding city schools are going to be involved. Hot dogs, pizza, chips, cookies and drinks will be served. The next regular meetings will be held on 4/3 and 4/17 at 9:00 a.m. at Bateman Hall. III. SCHEDULED MATTERS A. INTRODUCTION & SWEARING IN OF NEW COMMISSIONERS -The City Clerk, Andrea Hooper was present to swear-in Ms. Margie Harper and Dr. Carlos Manlapaz as the newest members of the Community Affairs Commission. Ms. Carrillo opened the floorfor nominations for Chairperson. Commissioner Edner nominated Commissioner Garcia as Chairperson. Commissioner Manlapaz closed the nominations. All voted in favor of the motion and Commissioner Garcia is the new Chairperson. Chairperson Garcia nominated Commissioner Edner for Vice Chairperson. Commissioner Manlapaz closed the nominations. All voted in favor of the motion and Commissioner Edner is the new Vice Chairperson. The City Clerk, Andrea Hooper informed Commissioner Harper that she has until January 2008 to take an Ethics Training course from the Secretary of State. She can call Ms. Hooper for the website and she can take the class at home. The City may offer it again in the future as they did twice last year. Commissioner Manlapaz took the course while a member of the Planning Commission. Ms. Hooper announced that all Commissioners will receive updated copies of the Brown Act and Commissioner Hand Book once they are completed. B. DIVERSITY & UNLEARNING PREJUDICE TRAINING INFORMATION -DISCUSSION -The Diversity package of information was provided by former Commissioner McKinney and one handout was provided by Ms. Carrillo from a workshop that she attended. Chairperson Garcia requests that this item be carried over to the next meeting. Vice Chairperson motioned that the item be carried over and Commissioner Manlapaz seconds the motion. All vote in favor and the motion is carried. IV. PUBLIC ORALS -Please adhere to the three-minute time limit. Former Community Affairs Commissioner Georgette McKinney welcomes the new Commissioners and wishes them well on the Commission. She stated that even if she is not back on the Commission she hopes to see the diversity training plan inaction. V. COMMISSION ORALS -Please adhere to the three-minute time limit. • Chairperson Garcia -She thanks everyone for the honor of serving as Chairperson. She welcomes Margie Harper and Dr. Carlos Manlapaz as new commissioners. She will give them her phone number. She wants to make sure that Ms. McKinney receives credit for bringing the Diversity Training information to the attention of the Commission. Ms. McKinney will be missed by all. Chairperson Garcia informed the Commissioners that she will be attending H.R.M.A.C. meetings. • Vice Chairperson Edner -Welcomes Commissioners Harper and Manlapaz to the Commission. Her hope is that all can be united as one and work for the good of the community and bring about camaraderie. She enjoys being on the Commission and hopes that they both will enjoy it as well. She is looking forward to their input and new ideas. Vice Chairperson Edner congratulated Chairperson Garcia on her position as Chairperson. She is sure that she will do a wonderful job. She is here to back her up if necessary. She will miss Ms. McKinney very much. Vice Chairperson Edner is going out for a big dinner to celebrate her birthday on Saturday, 3/24. The Commissioners sang "Happy Birthday' to Vice Chairperson Edner. She informed Commissioner Manlapaz that he was their family's dentist many years ago. • Commissioner Harper -She thanks everyone for their accolades and for the nomination to the Commission. It's great to see Georgette McKinney in the audience. She likes to work as a group, set goals and achieve them. Commissioner Harper stated that she was a patient of Dr. Manlapaz many years ago also. Commissioner Manlapaz - He is glad to meet everyone on the Commission. He was previously on the Planning Commission and doesn't know the duties of this commission. However from what he has seen at this first meeting they are very different. VI. ADJOURNMENT The meeting was adjourned at 5:48 p.m. to the next regularly scheduled meeting to be held at 5 p.m. on April 18, 2007 in the City Hall Council Chamber, 11330 Bullis Road, Lynwood, CA 90262.
