COMMUNITY AFFAIRS COMMISSION MEETING MINUTES FOR JANUARY 17, 2007 OPENING CEREMONIES A. CALL TOORDER -The meeting was called to order at 5:15 p.m. B. PLEDGE OF ALLEGIANCE -The Pledge of Allegiance was led by Vice Chairperson Gloria Garcia. C. ROLL CALL Chairperson Adolph Lopez -Present Vice Chairperson Gloria Garcia -Present Commissioner Katherine Amey -Absent Commissioner Joyce Edner -Present Commissioner Georgette McKinney -Present D. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the January 17, 2007meeting as prescribed by the Brown Act. E. APPROVAL OF PAST MINUTES -Chairperson Lopez called for a motion to approve the minutes for October and November 2006. Vice Chairperson Gloria Garcia motioned that the minutes be approved. Commissioner Edner seconded the motion; the minutes were unanimously approved and the motion was carried. II. INFORMATION ITEMS A. City Council Items - Rozie Carrillo, Superintendent II wished everyone a Happy New Year and reported the following: • Thank you plaques were awarded to vendors, organizations, individuals and volunteers that made donations of toys, money and/or volunteered their time to the Community Services Day program. B. General City Program Report: • Community Services Day - Ms. Carrillo stated that solicitation letters for Community Services Day went out late this year (mid-November) due to a pending Citywide donation policy. Ms. Carrillo received $3,950.00 in donations. The L.S.A. Baseball program donated approximately 250 toys. 175 families were assisted with toys and food for the holidays. Ms. Carrillo stated that soliciting donations for Community Services Day would be a great project for this Commission as she can always use the help. • Christmas Parade - Ms. Carrillo stated that there were 260 entries in the Parade making it very long. The Parade didn't end until 10:30 p.m. It was great to have Weird AI Yankovic as the Grand Marshall. He was very nice and very humble. There was only one fight in the crowd. Commissioner McKinney said she rode alone in a car and was very cold. • Winter Wonderland -The nine-day program was very successful with all children in attendance receiving toys on 12/21. The program also included atree-lighting ceremony, live entertainment, refreshments and photos with Santa. • Concert Series -Poncho Sanchez will perform at the Lynwood Performing Arts Center on 1/27. Tickets are complimentary and are available from Jackie in the City Manager's office or staff in the Recreation Department. C. Senior Citizens Program Report: • The senior citizens division has a new meals provider, Human Services Association. The donation price remains $1.75 per meal but seniors that are not able to pay may still eat. Commissioner Edner stated that the food is very tasty and not overly seasoned. Ms. Carrillo stated that the whole building smells better. The Human Services Association also provides "Meals on Wheels" to homebound seniors. • The Senior Division is participating in the Food Bank that supplies free food to qualifying seniors on the 4t^ Thursday of every month. • Dial-A-Taxi -Tickets go on sale the first Monday of every month at 9 a.m. in the CTC. A book of six tickets may be purchased for $1.50. • Valentine's Day - A Sweetheart's Dance will be held in the Senior Lounge on 2/14 from 2 p.m. to 5 p.m. • Senior Center -The Grand Opening will be scheduled for March 2007. The Senior Center Sculpture was not approved at the January 2~d Council meeting. D. Library Report -None E. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: There will be a Cluster IV meeting in Lynwood on 2/13. Lynwood will host a meeting on 4/5 on Non-Violence and the influences of Dr. Martin Luther King and Mahatma Gandhi, etc. Ms. Carrillo received an email on this today; the email didn't include many details. She will keep the Commissioners posted with information on the 2/13 meeting. Ms. Carrillo hopes the Commissioners will be able to attend the meeting; she knows they have been waitingfora longtime. III. SCHEDULED MATTERS A. 2007 IMMIGRANT DAY -Saturday, 10/27/07 -Chairperson Lopez stated that he was recently in Nicaragua enjoying the beaches. Immigrant Day is set for 10/27, International Day of the Child is on Friday, 6/1. The City should celebrate it on Saturday, 6/2/07 for more participation. Chairperson Lopez suggests acook-off and bake-off for July 4~h with carne asada, bar-b-que and cake on the menu. He can supply large trophies for the winners. Small local markets could supply the meats. Restaurant owners could serve as judges for the cook-off and bake-off. LULAC plans to buy 50 or so watermelons and give away slices. The Commissioners collectively decide to hold an additional meeting on 1/29/07 at 5:30 p.m. to discuss these ideas further. The meeting will be held in room #1 in the CTC. Commissioner McKinney asks if there would be an entry fee and whether there are bar-b-q pit requirements for Lynwood City Park. B. ALL AMERICA CITY AWARD -Chairperson Lopez stated that he met with Laura Alderete, Marketing & Grants Manager and she offered to help with the All America City application process. The Commission must accomplish a goal or work on community activities to qualify for this program which takes place in March on an annual basis. IV. PUBLIC ORALS -Please adhere to the three-minute time limit. Ms. Lynda Briggs, 10952 Cornish Avenue wanted to share a handout on some issues of concern to her, with the Commissioners. The Minutes Clerk informed Ms. Briggs that she would make copies for the Commissioners and mail the original back to her. V. COMMISSION ORALS -Please adhere to the three-minute time limit. • Chairperson Amey -Absent • Commissioner McKinney -Commissioner McKinney apologized for being late; she was stuck in traffic. She wishes everyone a Happy New Year. She is glad to be back. She was sick for part of the Christmas holidays. Chairperson Lopez -Commissioner Lopez commented that he saw Ms. Amey at church on Sunday with lots of her relatives; she is looking well. Commissioner Lopez talked about his trip to Nicaragua. He stated that he didn't encounter any discrimination or hatred while there. It reminds him of Hawaii and Cancun with some poverty thrown in. The community he was in was very poor but the people were warm and friendly. He had to drag his wife away from the beach she enjoyed it so much. He commented that the fruits and vegetables are very, very fresh as they are eaten not far from where they are grown. Commissioner Lopez stated that an apartment building near Carlin and Atlantic burned down and that the people that lived there are in desperate need of help; they lost everything. He commented that the schools and churches have not helped yet. The Red Cross has offered some assistance. Commissioner Edner wants their information so she can assist them. Vice Chairperson Garcia -She is disappointed the Cowboys didn't win. She is looking forward to working on projects and getting some work done. Commissioner Edner -She wishes everyone a Happy New Year. She thinks the Commission is getting off to a good start this year with all Commissioners present and many plans to be an active Commission. Commissioner Edner asked if anyone has seen Ms. Amey lately. Rozie Carrillo -She stated that she spent the Christmas holidays in Big Bear with her son Christopher. F. ADJOURNMENT The meeting was adjourned at 6:09 p.m. to the next regularly scheduled meeting to be held at 5 p.m. on February 21, 2007 in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, CA 90262.
