HomeMy Public PortalAbout2021-04-051 REGULAR COUNCIL MEETING, APRIL 5, 2021 CALL TO ORDER Mayor Carrie Tergin called the April 5, 2021 City Council meeting to order at 6:03 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Wiseman to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Kristi Campbell, Director of Cole County Health Department joined the meeting via Webex with the following pandemic updates: • A Cole County Central Vaccination Site is being set up in the Capital Mall (in the old Party City location). All local hospitals, Cole County Health Department, and the Community Health Center are partnering to provide vaccines at the location beginning Monday, April 12th. The site will be open Monday thru Thursday, 9:00 A.M. – 3:00 P.M. Citizens can register for the vaccine through the Vaccine Navigator website: https://covidvaccine.mo.gov/events/#region_f or by calling the COVID-19 Hotline: 877-435-8411. • Positive COVID-19 cases continue to decline in Cole County. • Those who received their first dose of the vaccine at the LINC on March 19th are scheduled to receive their second dose on Friday, April 9th at the LINC. b. Mayor Tergin presented the “April is Fair Housing Month” Proclamation to Denise McCorkle, President of the Jefferson City area Board of Realtors. c. Ms. McCorkle and Mayor Tergin then presented certificates to the “Fair Housing Poster Contest” winners. All contestants’ artwork will be on display at the Capital Mall. PUBLIC HEARINGS There were no public hearings at this time. 2 REGULAR COUNCIL MEETING, APRIL 5, 2021 APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS a. Republic Services Driver, James Ousley was to be recognized for his Lifesaving Efforts. There was a miscommunication in scheduling. Mr. Ousley will be at the next City Council meeting along with Lillian Kinard of Republic Services. b. Detective Jason Bowman, President of the Fraternal Order of the Police (FOP), Detective Jason Ambler, Executive Vice President of the FOP, and Fire man James Noah representing Fire Fighters Local Union 671 each made presentations in favor of bill 2020-062 on the informal calendar. The bill authorizes submittal of a quarter -cent public safety tax to the voters. Cole County Prosecuting Attorney Locke Thompson and Christina Reed also spoke in favor of the bill. c. Roger Schwartze, Chair of the City’s Transportation and Traffic Commission presented the commission’s sidewalk improvements recommendations. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF a. There were no City Council Committee announcements at this time. b. Sonny Sanders, Director of Planning and Protective Services announced the City’s Spring Bulky Item Pick-up scheduled for April 12th for west of Hwy. 54 addresses, and April 19th for east of Hwy. 54 addresses. Todd Spalding, Director of the Parks and Recreation Department, announced the Team Up Clean Up April Challenge. Every Thursday in April, from 4:00 P.M. – 7:00 P.M., JC Parks and Central Missouri Community Action invite citizens to come help clean up the community. More information can be found at https://www.facebook.com/JeffCityParks. d. Councilmember Ward announced a Neighborhood Clean-up Day on April 25th. The event is organized by Old Munichburg Association, two Southside Neighborhood Watch groups, and Building Community Bridges. e. Mayor Tergin made the following announcements: • Construction has begun on the Bicentennial Bridge. • The April 3rd spaghetti dinner fundraiser was a success, raising $6,000 for the Jefferson City Fire Museum. Former fireman, Darren “Bear” Reuter coordinated the event to celebrate his retirement in 2020. His goal was to raise $5,000. They are continuing to accept donations. 3 REGULAR COUNCIL MEETING, APRIL 5, 2021 • Mayor Tergin was recognized by the Missouri Art Education Association as the recipient of the Otto Bean Arts Advocacy Award. • She visited Blacksmith Artisanal Spirits in Lohman, Missouri. The company is the maker of the Missouri Bicentennial Bourbon. They are hosting a product launch at Prison Brews this Friday night. • Election day is tomorrow, April 6th. Mayor Tergin reminded everyone to vote. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was unable to attend. Councilmember Graham announced the track team’s scheduled MIAA meet at Lincoln University this Saturday. Everyone is invited to come support the team. After discussion between the Mayor, City Council and Staff, Councilmember Hensley motioned and Councilmember Graham seconded the motion to amend bill 2020 -062 by 1) striking all references to “August 3, 2021” and replacing all instances with “November 2, 2021”; 2) in Section 2, replacing “third day in August” with “second day in November”; and 3) in Section 4, replacing “January 1, 2022” with “April 1, 2022”. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Mr. Moehlman presented a memo addressed and presented to the Public Works & Planning Committee meeting in March. The memo indicated that Bird Scooters had contacted the City inquiring as to the requirement to start their scooter ridesharing business in Jefferson City. Staff was looking to the City Council to determine if the City would 1) only allow for a single scooter ridesharing business to operate in the City’s rights-of-way with an Exclusive Agreement or 2) allow all interested businesses to operate within the rights-of- way upon execution of a simple license agreement (“Open Use”). Councilmember Hussey motioned to allow all interested business to operate within the rights-of-way upon execution of a simple license agreement and regulate by ordinance. Councilmember Ward seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None 10 REGULAR COUNCIL MEETING, APRIL 5, 2021 CLOSED SESSION Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] 2) Real Estate [Sec. 610.021(2)] A motion was made by Councilmember Graham to go into Closed Session for the above- stated reason, seconded by Councilmember Wiseman, and approved by the following roll-call vote at 8:51 P.M.: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 9:40 P.M. with the following Councilmembers present: Present: Fitzwater, Graham, Hussey, Hensley, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time.
