COUNCIL MINUTES
NOVEMBER 2, 1971
INITIATION:
1. Mayor Pro Tem Briggs called the regular meeting of the City
Council to order at 7:35 p.m.
2. The invocation was given by Mayor Pro Tem Briggs, at which
time tribute was given to T. Donald Buchan, City Treasurer
for 8 years, and former member and Mayor Pro Tem of the City
Council, who passed away on October 28, 1971.
3. The Pledge of Allegiance to the Flag was led by, Mayor Pro
Tem Briggs.
Appreciation for the fine dedication and many hours of service
provided by. Don Buchan in behalf of the City and the community was
expressed by all members of the Council present; and the sympathy of
the Council extended to the Buchan family in their bereavement.
Councilman Tyrell moved, in behalf of the chair, that a plaque be
prepared by staff, to be sent to the family, expressing appreciation
for the service that had been received. The motion was seconded by
Councilman Merritt and carried.
4. ROLL CALL:
PRESENT: Councilmen- Briggs, Merritt, Tyrell
ABSENT: Councilmen- Gilbertson, Harker
ALSO PRESENT: City Manager Koski, City Attorney Martin,
Parks & Recreation Director Kobett,
Administrative Assistant Biel
Councilman Tyrell moved to excuse Mayor Gilbertson and Councilman
Harker for cause, seconded by Councilman Merritt, and carried.
5 APPROVAL OF MINUTES:
Councilman Merritt moved to approve the minutes of the regular
meeting held on October 19, 1971, as written, seconded by
Councilman Tyrell and carried.

NEW BUSINESS:
6. RECOMMENDATIONS FROM PARKS & RECREATION COMMISSION -
Meeti ng of October 20, 1971:
A. Recosponsorship of Temple City Lacrosse Club for 1971 -72
season.
Councilman Merritt moved to approve recosponsorship of Temple
City Lacrosse Club for 1971 -72 season, as outlined in
memorandum dated October 21, 1971, seconded by Councilman
Tyrell and carried.
B. Donation from Temple City Kiwanis Club for Halloween
Carnival.
Councilman Tyrell moved to accept donation of $100 from
Kiwanis Club of Temple City, to be used for annual Halloween
Carnical held on Sunday, October 31, 1971, at Live Oak Park,
and that appropriate letter of appreciation be sent, seconded
by Councilman Merritt and carried.

7. RECOMMENDATIONS FROM PLANNING COMMISSION - Meeting of October 26,
1971.
Designation of Survey Area - Community Redevelopment Project.
City Manager Koski advised that pursuant to City Council Resol-
ution No. 71 -1144, the Planning Commission had studied the
geographic boundaries of a survey area for redevelopment purposes,
pursuant to Section 33310 of the Health and Safety Code, and that
the Commission had adopted Resolution No. 71 -435PC designating the
boundaries thereof. Councilman Merritt moved to approve the
boundaries of the survey area for redevelopment project along
Rosemead Boulevard, as described in Resolution No. 71- 435PC, and
further described by Exhibit A, on file in the office of the City
Clerk, seconded by Councilman Tyrell and carried.
8. RESOLUTION No. 71 -1146: Employment of Temporary Personnel.
Councilman Tyrell moved to adopt Resolution No. 71 -1146 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
APPOINTING TEMPORARY PERSONNEL, seconded by Councilman Merritt
and carried.
9. RESOLUTION No. 71 -1147: WARRANTS & DEMANDS, Demand Nos. 4882
thru 4950, in the amount of $23,784.77.
City Manager Koski presented Resolution No. 71 -1147 covering
warrants and demands in the amount of $23,895.02, however he
stated that it appeared that warrant number 4888 for automobile
lease should be voided pending audit that it may be one payment
too many. Councilman Merritt moved to adopt Resolution No.
71 -1147 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$23,784.77, DEMAND NOS. 4882 THRU 4950, subject to verification
for voiding warrant number 4888. The motion was seconded by
Councilman Tyrell and carried.
Councilman Tyrell moved that Joan Downey, Finance Clerk, be
appointed as Acting City Treasurer, seconded by Councilman
Merritt and carried.
10. COMMUNICATIONS:
A. A request from the Junior Woman's Club to place an "Angel
Christmas Tree" in the foyer of the City Hall from
December 1 until December 20, 1971, to receive donations
for deserving children, was approved subject to necessary
insurance, and concurred in by Council as a most worthy
project.
B. On motion of Councilman Merritt, seconded by Councilman
Tyrell and carried, a request from the Temple City High
School to provide fireworks display at half -time activities
for homecoming game on Friday, November 5, 1971, was
approved by the Council, following verification as to
the permit from the Fire Department and valid insurance
by the City Attorney.
C. A letter of appreciation for use of meeting room at City
Hall for business meetings of the San Gabriel Valley
Secretaries Association, NSA, was received and filed.
11. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK:
Gardner McFarland, 6202 N. Sultana, inquired as to the action
taken on a communication he had sent to the Council relative to
considering rescinding ordinance requiring posting of phosphate
content of detergents. He was advised that it had been
referred to the Environmental Studies Committee who is now
reviewing matters such as these for recommendation to Council.

12. MATTERS FROM CITY OFFICIALS:
A. Vacation of Future Street Easement - Tract No. i1699.
City Manager Koski advised that additional research relating to
proposed vacation of future street easement, westerly of Arden
Drive and between Arden Drive and Halifax Road (south of Olive
Street), had disclosed that the City's option to open "future
streets has expired because of the passage of 25 years, and that
a resolution had been prepared by the City Attorney to
abandon the street by summary proceedings, deleting the
necessity of holding public hearing scheduled for November 16,
1971. Councilman Tyrell moved to adopt Resolution No. 71 -1148
entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY ABANDONING AN EASEMENT, seconded by Councilman Merritt,
and carried.
B. Recommendation from Parking Commission - Meeting of November 1,
1971, re. Proposed Ordinance concerning Municipal Parking Lots.
City Manager Koski advised that the Parking Commission had been
seeking a means of restricting all -day parking in the public
parking lots, and that a voluntary cooperative effort during
the month of August for merchants and employees to refrain
from parking in public parking lots posted with two hour
restrictions had not met with success. At a regular meeting
of the Parking Commission held on October 20, 1971, the City
Attorney had been requested to prepare a tentative ordinance
prohibiting employees and employeers of business establishments
within the districts from parking in public parking lots,
which ordinance had been reviewed by the Parking Commission at
an adjourned meeting on November 1, 1971, and recommended to the
City Council for adoption. The proposed ordinance would add
new Section 3336 to the Municipal Code, reading as follow:
"When appropriate signs are posted, it shall be unlawful for an
employer or employee of a business establishment within the
Parking Districts to park a vehicle within a municipally owned
or operated parking lot, except for the purpose of loading and
unloading of materials, wares or merchandise." Councilman Merritt
noted that temporary parking by a merchant for business reasons,
other than loading or unloading, would also be prohibited by the
proposed ordinance and may be most unsatisfactory. Councilman
Tyrell also noted problems that could be foreseen, and moved that
the matter be deferred until it could be reviewed by a full
Council. The motion was seconded by Councilman Merritt and
carried.
13. ADJOURNMENT:
Councilman Tyrell moved to adjourn to a Study Session at 7 :55 p.m.
seconded by Councilman Merritt and carried. Next regular
meeting of the City Council will be held on Tuesday, November 16,
1971, at 7:30 p.m. in the Council Chambers of the City Hall.
