November 25, 1967
The Council of Bel Harbour Village met Saturday, November 25, 1967 at
9:30 A. M. in the Village Hall.
Present were: Messrs. Beatty, Hart, Printup and White
and Taplin
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Herbert Nadeau, repreeihting the Village Attorney.
The meeting was conducted by Mr, printup.
On motion of Mr. Hart, seconded by Mr. Beatty, the minutes of the
previous meeting of October 28, 1967 were approved as submitted.
The Village Clerk read
RESOLUTION NO. 161
in memory of Mr. Robert C. Graham, Sr. and on motion of Mr. Hart, seconded
by Mr. Beatty, and the unanimously voted the Resolution was adopted.
The Village Clerk read
ORDINANCE NO. 130
setting up a fee for furnishing "Notice of Commencement" under 'Chapter 67-185,
Laws of Florida, 1967. On motion of Mr. Hart, seconded by Mr. Taplin, and
unanimously voted, Ordinance No. 130 was adopted.
The Village Clerk presented the Application for a Liquor License to
sell gourmet wines for Benson and Ames, Ltd. in the Bel Harbour Shops. On
motion of Mr. Hart, seconded by Mr. Taplin and unanimously voted the application
was approved.
The Village Manager reported that he was going to attend a Pre -construc-
tion conference with the State Road Department on the Collins Avenue drainage
project on November 28th and that he presumed that tha construction work would
start shortly thereafter.
Messrs. Eagan and Eicher of the Americana Hotel appeared before the
Council to request that for the National Automobile Dealer's Truck Conference
in May 1968 that they be allowed to park certain trucks and campers which are
too high to get through their doors to the regular exhibition area in the north
parking area of the hotel and also the south end of the Balmoral lot. He said
that their area is ecreended by a pine hedge and that the Balmoral area could
be screended by canvas. Mr. Webb said we have granted similar permission in
the past, but that we should know exactly how much of the Balmoral lot will be
used, and get a sketch showing the proposed screening. On motion of Mr.
Hart, seconded by Mr. Taplin, it was unanimously voted that the Americana be
granted a special permit during May 17 thru 22, 1968 to park trucks as stated
above on condition that the screening of the Balmoral lot is acceptable.
Mr. Webb said that as the Council knew Mr. Turner Wallis had a stroke

and it was doubtful if he would ever be active again. He asked the Council
to make a decision on whether the Village would pay off the amount we still
owe him on his contract or let the matter ride. After consideration mr.
Taplin moved that we pay the amount still due him with the understanding
that mr. Wallis' firm would be available to us to the extent of the balance
due on the contract. The motion was seconded by mr. Beatty and unanimously
voted.
In regard to the election to amend the Village Charter in regard to levy-
ing up to a 2% Resort Tax, mr. Printup suggested that the Councilmen con-
tact as many of the registered voters as they can to advise them about this
election and suggest they vote for the amendment. Mr. Taplin said his
office would call both Harbour Houses and the Camelot Hall. The other
councilmen said they would contact people in their districts.
The Village manager explained that the majority of Fire Departments in
Dade County had banded together in a mutual Aid Plan and that we would
have to join in order to receive help from the City of Miami Beach if we
needed it. He said the way the plan was set up each city assumes its own
liability regardless of the location in which they are working. He asked
the council to pass Resolution No. 160 to join the plan. On motion of
mr. Hart, seconded by mr. Taplin and unanimously voted

was adopted.
The Village Clerk announced that the December Council meeting would be
held on December gth to canvas the election results of December 5th and also
not to conflict with the Christmas holidays.
Mr. Beatty said he would like to read to the Council a letter from mr.
William F. Whitman to which he had attached a petition from some of the
residents asking that the Council permit members' children to surf in front
of the Beach Club property. It was the Council's opinion that inasmuch as
the Bel Harbour Club management had originally agreed to the passage of the
No Surfing Ordinance that the Village Manager forward the letter and
petition to the Board of Governors at the Bel Harbour Club and if they wished
to reconsider their action they should bring it before the Council.
Mr. Taplin said he thought that the Christmas Tree erected at the Bal
Harbour Shops was a great asset to the community and moved that the Village
Manager send Mr. Stanley Whitman a letter commending him on this Christmas
decoration. The motion was seconded by Mr. Hart and unanimously voted.
On motion of Mr. Hart, seconded by Mr. Taplin, the meeting was adjourned
at 10:10 A. M.
