Subject: Relocation of the Recycling Center
As you are aware, several years ago the Honorable Town Council requested the former
Community Development & Planning Director and Superintendent of Public Works explore
potential sites for relocation of the Recycling Center, which is currently located on the
basketball courts of Filippello Park.
The Conservation Commission has also consistently requested that a more appropriate
location be found, so that the remainder of Filippello Park can be completed as originally
envisioned.
Many sites have been considered over the years including vacant parcels, Town-owned
property and parcels that may be opportunities for acquisition. For a variety of reasons,
none of the sites have been acceptable.
In November 2011, an evaluation of the former Schick Property located on Grove Street
was considered and the site was found to be inadequate in size or configuration to allow for
a safe and efficient operation.
In the last several months, a parcel of land located at 76 Stanley Avenue has been under
consideration as a site for a new Recycling Center. The property is 60 feet by 237 feet, or
14,220 square feet between Stanley Avenue and Green River Way. We have attached a map
and an illustration of the new location for the Center. It is large enough and arranged for an
efficient operation. The site will allow residents to enter via Green River Way from
Waltham Street, move into the Recycling Center, unload their recyclable materials at the
appropriate bin and proceed out via Stanley Avenue without the need to back up, which is
both an efficiency and safety issue.
As you are also aware, discussions have been held with the property owners of 76 Stanley
Avenue regarding the value and acquisition of the above mentioned parcel.
The proposed new Recycling Center will be secure, monitored,gated, fenced,and screened
with vegetative plantings to minimize impacts to adjoining properties. The Recycling
Center will be operated by the Town's Solid Waste contractor under the new Single Stream
Recycling Contract and the hours of operation will continue to be Fridays and Saturdays
from 9:00 AM to 4:00 PM.
The relocation of the Recycling Center represents an exciting opportunity to resolve a long
standing problem and create a new vastly improved recycling operation to serve all
residents of the Town of Watertown.
Given all of the above, an Informational Presentation at the June 26, 2012 Town Council
Meeting is hereby requested. The Informational Presentation will be on the proposed
relocation of the Recycling Center to a 14,220 square foot parcel located at 76 Stanley
Avenue.
Superintendent Mee and I will be available at the June 26, 2012 Town Council Meeting to
fully describe the proposed plans for this project
