HomeMy Public PortalAbout10/26/76 Special CCMI`1EThe Council of the City of Medina met in special session on Tuesday, October 26, 1976 at 7:40 P.M. Members present: Mayor, Wayne Neddermeyer; Councilmen, Arthur Theis, Donald DesLauriers, William Reiser, Robert Franklin; Clerk, Donna Roehl; Planning and Zoning Administrator, Anne Dorweiler. 1. ROBERT BRADU Y LAND DIVISION Discussion of Engineer's letter regarding work that would need to be done to bring the present driveway to city standards. Also discussion of changing from 2 to 3 the number of houses that may be constructed on the driveway before upgrading becomes necessary. Motion by Robert Franklin, seconded by Arthur Theis to approve variance from platting ordinance to approve division of Robert Bradley property as shown on plans dated September 24, 1976 applying the standard driveway agreement with the exception that 3 houses, one each, on Lots 1, 2, and 3 be permitted access to driveway without upgrading and applicant to pay legal, engineering and zoning administration fees. Motion carried unanimously Motion by Donald DesLauriers, seconded by Arthur Theis to adjourn. Motion carried unanimously. Meeting allourned at 7:55 P.M. 2. VOCATIONAL - TECHNICAL SCHOOL A joint meeting between Medina City Council, Planning Commission and Orono City Council and Planning Commission regarding the Vo:Tech school. Bob Searles, Orono Mayor, presented their concerns which are transportation problems and sewer availability to the area. lie read from letter of John Bohland, Metro Council, regarding the intention of Metro Council to stress the area as remaining rural and thus no need for an increase in public services. Be presented an old State Highway Department plan which cited expansion plans for Highwa; with an interchange for Willow Dr. These plans are no longer being considered. lie also gave traffic flow figures for the area; 7000 autos per day on Hwy. 12 past the Orono High School; 1550 on Co. Rd. 6; 2100 on Hwy 12 and Co. Rd. 6; 4325 on Hwy. 101 interchange west of Co. Rd. 6. Wayne Neddermeyer explained that the Planning Commission has been studying traffic, sewer and related problems. Mr. Searles inquired if Vo Tech could use Medina property for agricultural related classes and conduct other classes elsewhere. Mr. McPhearson, Vo.-Tech Board member, stated that Highschool Juniorsand Seniors need a broad range of classes and would need to use one location. Marjorie Gasch, Vo Tech Board memberz explained the lengthy procedure involved with the Fresh Water Biological Institute in Orono and the concerns in Orono, at that time, with problems such as drainage and traffic. The project has been completed to everyone's satisfaction and is a huge asset to the community. She stressed that Orono and Medina must work together and come up with the answers on the Vo Tech issue. Mr. Searles asked if a problem would develop because of the shape of the property. Mr. McPhearson stated that the other campus' are 100 acres each and this is 170 acres. Mr. Neddermeyer explained that the others are somewhat square and this property is 1320' by one mile. Tom Anderson, Medina Planning Commission member, explained that the Planning Commission has said that Vo Tech may not develop full campus until fully sewered and set -back re- quirements have Tlso been agreed upon. John Lobben of Vo Tech stated that the Architect has been working with set -back plans, the site is very desireable because of the types of soils and terrain, and the environ- mental assessment will be ready for Orono and Medina. Nancy Laurent stated that the EQC will not accept on -site sewer disposals. Mr. McPhearson asked what the problems were with thr, Orono sewer. Mr. Searles stated that the pipes are to small for large usage. Robert Franklin, Medina City Council member, stated that Medina-Mroningside must be served by sewer in some way as soon as possible. Mr. Searles stated that t1-ey are working in 2 area with systems to serve 20 homes, at Stubbs Bay, and 70 homes at Crystal Bay. Worth Bruntzen, Medina Planning Commission member, asked how Medina could be assured that the Vo Tech would pay assessments as they had not in Brooklyn Park. Robert Franklin sta ed that a formula could be worked out with Vo Tech as it had been with Hennepin County park reserve district, whereby payment was made as the work was completed. Mr. McPhearson stated that he could not speak for the Vo Tech board but it would make more sense to him to come to some sort of agreement for charges in order to avoid a Brooklyn Park situation. 75 Mr. Neddermeyer asked if consideration should be given to another location because of some of the problems that have been discussed. Robert Linkenheil, Medina Planning Commission Chairman, read from is letter from Metro stating that they have not reviewed Medina's Comprehensive Plan regarding sewer service plans. This plan would outline services planned for the area. Gloria McDonnel (name,sp.) Orono Planning Commission member explained that their members had reviewed the Vo Tech plans at two meetings and had voted 9 - 0 against the concept. They had used highway and sewer problems as criteria for their decision. Mr. Neddermeyer thanked all of those attending for their in -put and the meeting adjourned. ,,Cao Clerk Mayor October 26, 1976
