HomeMy Public PortalAbout10/26/93 Special CCM174 MINUTES The City Council of Medina, Minnesota held a special meeting on October 26, 1993 at 7:30 p.m. in the City Hall Council Chambers. Present: Councilmembers John Ferris, James Johnson, Ann Thies, Philip Zietlow and Mayor Anne Theis. Absent: None. Also Present: Public Works Director Jim Dillman, Police Chief Richard Rabenort and Clerk -Treasurer Jeff Karlson. 1. BFI REQUEST FOR EXEMPTION OF WOODLAKE LANDFILL SURCHARGE FEES Clerk -Treasurer Karlson said BFI submitted a request for exemption status of the residual waste taken to the Woodlake Landfill which came from their recycling plant in Minneapolis. In a letter to Zoning Administrator Loren Kohnen, District Manager Mark Elsbernd said a new state law allowed qualified recycling centers to be granted an exemption of landfill abatement fees on residual waste if the recycling plant recovered in excess of 850 of incoming solid waste. Elsbernd said BFI received exemption status from the state which allowed them to receive a refund on abatement fees paid since October 1, 1992. Karlson said the refund would amount to approximately $1,400 which accounted for 415.76 tons of residual waste taken to Woodlake. Moved by Zietlow, seconded by Mayor Theis, to grant BFI an exemption from the surcharge fees imposed at the Woodlake Sanitary Landfill for residual waste collected from its recycling plant and to refund any abatement fees assessed for the residual waste. Motion carried unanimously. 2. REVIEW OF 1993 BUDGET The council reviewed a preliminary draft of the 1994 budget, which showed the following: Expenditures General Government $367,044 Public Safety 639,301 Public Works 389,641 Parks 33,610 Recycling 27,188 Total Expenditures: $1,456,784 Less: Anticipated Revenues Miscellaneous Taxes $ 20,500 Licenses and Permits 106,056 State Aids and Grants 288,962 Charges for Services 126,475 Fines 55,100 Special Assessments 14,500 Interest Earnings 99,000 175 Miscellaneous 25,000 Total Revenues: $ 735,593 Net Amount to be Raised by Ad Valorem Taxes: $ 721,191 Add: Special Levies 1985 G.O. Improvement 1987 G.O. Improvement 1992 G.O. Refunding Total Special Levies: $ 10,500 23,900 141,600 $ 175,800 TOTAL TAX LEVY: $ 986,991 Clerk -Treasurer Karlson provided a summary of the each bond fund which projected the revenues and expenditures for the life of the bonds. Councilmember Ferris pointed out that the city had enough reserves to cover the tax levies on the bond issues for several years. Ferris said if the city reserved $350,000 in the general fund, the city would not have to levy for any of the existing bonds in the future to pay the debt on the outstanding bonds. The council agreed not to levy for the outstanding bonds due in 1994 and that the bonds would be paid with excess bond fund reserves. The council reviewed each line item in the budget. Several revisions were made and Clerk -Treasurer Karlson was asked to enter the revisions and to provide a revised copy of the budget for the November 2, 1993 council meeting. The council discussed the salary ranges and pay steps recommended by the League of Minnesota Cities. The council agreed to consider the adoption of the job descriptions and a salary range at the November 2 meeting. The council directed the department heads to bring back salary proposals to the next council meeting using the salary range of "5% above median" which was one of the three ranges presented by the League. 3.
