Jul. 2 3 20 PM '03 Whereas: In May of 2001, the Town of Watertown joined the Cities for Climate Protection Campaign organized by the Internal Council for Local Environmental Initiatives, an association of municipal governments dedicated to the prevention and solution of global environmental problems through local initiative; and, Whereas: A scientific consensus has arisen that Carbon Dioxide (CO2) and other greenhouse gases released into the atmosphere will have a profound effect on the earth's climate; and, Whereas: In August 2001 the New England Governors/Eastern Canada Premiers released their "Climate Change Action Plan, 2001", which recognized the serious problems created by increasing emission of greenhouse gases, and called for immediate action to decrease the emission of such gases; and, Whereas: Reduction of greenhouse gas emissions will benefit Watertown and its citizens by saving moneyand improving air quality and the quality of life; and, Whereas: The Cities for Climate Protection Campaign involves a five -milestone process to achieve greenhouse gas emissions reduction; and, Whereas: Milestone One, conducting a baseline emissions inventory for the entire community and municipal operations is complete; and, Whereas: Milestones two through five of the process are: • 2. Set an emissions reduction target; 3. Develop a local action plan; 4. Implement the actions; 5. Monitor emissions reduction. Now Therefore Be It Resolved: That to help the Town achieve these milestones, the Town Council wishes to establish a town Environment and Energy Efficient Committee. to advise the Town on energy use and emissions matters; Be.It•Further Resolved: That the membership of this Committee consists of no more than nine members to be appointed by the Town Manager and confirmed by the Town Council; that one member be from the Town's department of Public Works, another member have expertisein energy conservation, and other members have a commitment to energy conservation; that the terms of the membership shall be for one, two or three years and so arranged that the terms of approximately one third of the members will expire each year, and.their successors shall be appointed for terms of three years; that a report be made to the Town Council on an annual ba . is alo g with a mid -year progress report.
