MEDINA CITY COUNCIL MEETING MINUTES OF OCTOBER 7, 2008
The City Council of Medina, Minnesota met in special session on October 7, 2008 at 5:30
p.m. in the Medina City Hall.
I. Call to Order
Members present: Cavanaugh, Crosby, Smith, Johnson (arrived at 5:35 p.m.), Weir
(arrived at 5:37 p.m.)
Members absent: None
Also present: City Administrator Chad Adams, Planning Director Tim Benetti,
Public Works Superintendent Steve Scherer, Assistant to City Administrator Jodi Gallup,
Finance Director Jeanne Day, and City Engineers Tom Kellogg and Kevin Hoglund
II. TH 55/CR 116 Intersection Project
Hoglund provided an overview of the TH55/CR 116 intersection project. He also
presented the comments he had received back from MnDOT and Hennepin County.
Discussion was held on the recommended intersection design changes from MnDOT and
Hennepin County. MnDOT and Hennepin County had some concerns with the left turn
lanes on CR 116 South not being long enough. The County has not completely agreed to
a signal at the Clydesdale Trail intersection.
Staff was directed to bring the plans back to MnDOT and Hennepin County one more
time requesting phased access closures at Mayer Mobil gas station, Countryside Cafe,
and possibly the east access of the Adams Pest Control building if the agreement allows
it. There was a general consensus from the Council that the stop light at Clydesdale Trail
is crucial in this project going forward.
Staff was also directed to meet with the affected business owners in the next coming
weeks to present the layout and possible changes.
Discussion occurred about the two businesses/parcels South of Highway 55 that will be
affected by a new median that will cause right -in right -out access. There was a general
consensus to show a frontage road on the plans to allow additional access for these
properties.
III. Street Assessment Policy
Staff had been directed to prepare a draft policy for Council consideration. Staff
prepared a rough draft form of the policy and requested that Council provide only a
substantive review. Day provided an overview of the street assessment policy
information in the packet.

Staff had also attached a new spreadsheet that demonstrates the theoretical model
discussed by Council on August 19th.
Discussion evolved around the special assessment policy which is intended to be a
working document designed to guide the actions of the City Council and program
activities of City staff as well as its integration with the Pavement Management Plan and
the 5-Year Capital Improvement Plan.
Staff continued to seek Council policy direction on assessment rates and methods for the
various types of street improvements. Staff will be bringing a draft policy back to
Council at a future meeting for additional discussion and/or approval.

The meeting was adjourned at 6:55 p.m.
