No. #05-155 Date of Adoptio" May 5. 2005 REQUESTING THAT THE NEW JERSEY COUNCIL ON AFFORDABLE HOUSING GRANT A WAIVER FROM ITS REGULATIONS TO ALLOW THE ROOSEVELT COMMONS/HILL BOWL IV AFFORDABLE HOUSING PROJECT TO BE DEVELOPED AS AN AGE-RESTRICTED PROJECT WHEREAS, Frank Raia and Anthony Sirignano have proposed to construct a sixteen (16) unit age-restricted, affordable rental housing project on Block 144, Lots 19 and 17 within the Borough of Carteret ("Borough") to be known as Roosevelt Commons/Hill Bowl IV ("Hill Bowl IV"); and WHEREAS, the Borough is contributing $320,000.00 toward the development costs for this needed project; and WHEREAS, if the proposed development is not dedicated as an age-restricted project, a fixed percentage of said units would be required to have multiple bedrooms pursuant to the New Jersey Council on Affordable Housing's ("COAH's") regulations; and WHEREAS, an analysis of data from the 2000 Census demonstrates that the Borough, by comparison with the County of Middlesex and the State of New Jersey as a whole, has a substantial senior citizen population (householders aged 55 and older and householders aged 64 and older) that tend to require one bedroom units; and WHEREAS, these groups also have significantly lower median incomes, suggesting that some form of housing subsidy is needed to provide more affordable housing for these groups; and WHEREAS, while the information indicates that the Borough has 36% -43% less of a supply of one bedroom units than either Middlesex County or the State, the Borough appears to have the highest demand for such smaller, less expensive rental housing units based upon both demographics and median income; and WHEREAS, the Carteret Housing Authority has an extended waiting list for subsidized senior rental housing; and WHEREAS, this situation is further exasperated by the fact that when senior units become available the potential elderly beneficiaries thereof feel compelled to decline to accept said units because the units are located in a high crime area and individuals express fear for their safety given their physical limitations; and .10 #05-155 PAGE 2 of 2 WHEREAS, dedicating the Hill Bowl IV project as an age-restricted, affordable rental housing project will serve a tremendous need for senior affordable housing within the Borough; and WHEREAS, the Borough's Community Development Director and the Executive Director of the Calieret Housing Authority have advised the Governing Body that the Hill Bowl IV project will help meet the goal of increasing the availability of affordable senior housing within the Borough; and WHEREAS, COAH will need to grant a waiver from its regulations otherwise requiring a fixed percentage of multiple bedroom units unless the Hill Bowl IV is allowed to be developed as an age-restricted, rental project. NOW THEREFORE BE IT RESOLVED, by the Mayor and Council of the Borough of Carteret as follows: I. That the Borough hereby formally requests COAH to grant a waiver to the Roosevelt Commons/Hill Bowl IV project to allow the same to dedicated as an age-restricted, single bedroom rental housing project to increase the number of senior affordable housing units within the Borough. 2. That a certified copy of this Resolution requesting the above described waiver be forward to the New Jersey Council on Affordable Housing Adopted this 5'" day of May, 2005 and certified as a true copy of the original on May 6,2005.
