NOVEMBER 29, 1982
PRESENT: WILLIAM KOCH, JR. MAYOR
JOEL HUNTER VICE MAYOR
ROBERT DIXSON COMMISSIONER
ALAN J. ARMOUR COMMISSIONER
ABSENT: BRIAN PFEIFLER COMMISSIONER
Also attending: Town Manager William Gwynn; Town Clerk Barbara Gwynn;
Cynthia Harms. Visitors: Donald C. Dayton, Franklin O'Brien,
Richard A. Malmstron, and J. B. Hancock, Place Au Soleil.
This Special Workshop Meeting was called to order by Mayor Koch at 9:00 A.M.
He announced the purpose of the meeting to be as follows:
a. To announce the desire of the Town Commission to generate various
ideas and proposals for the upgrading of the Town's facilities, such as roads,
drainage, and many projects which have been submitted by the several members
of the Town Commission.
b. To suggest that a Committee be established at the community or
citizen level for the purpose of providing reconmendations to the Town
Commission.
C. To provide a means or method of establishing such a committee.
Several specific items were discussed by several of the Commissioners,
including representatives of the public which, by way of illustration, were
those that would be considered by the committee above mentioned.
After considerable discussion, the project, in all of its aspects
including costs and financing, was referred to Thomas 0. Boucher, Esq.,
who is President of the Town of Gulf Stream Civic Association. Such action
by Mr. Boucher would contemplate the inclusion of such individuals as
representative of the community:
a. A member of the Town Commission.
b. A member of the Town Planning Board.
c. A member of the Town of Gulf Stream Civic Association.
d. A representative of the property owners from the west side of the
Intracoastal Waterway.
e. A representative of the property owners from the east side of the
Intracoastal Waterway.
It was understood that the Committee would function independently of
and not be subject to the Town Commission, and would elect its own Chairman.

Following organization of the Committee, it was further understood the
Chairman of the Committee, with the authority of the Committee members,
would keep the Town Commission informed regularly as to the progress and
activities of the Committee.
There being no further business to be transacted at this preliminary
discussion meeting, it was on motion duly made and seconded and unanimously
carried that the neeting adjourned at 9:50 A.M.
