Also attending: Town Manager William Gwynn, Town Clerk Barbara Gwynn,
Gene Caputo, Executive Management.
The Special Meeting was called to order by Mayor Koch at 10:00 A.M., to consider
the proposed zoning ordinance, and they reviewed what had transpired at the previous
meeting.
Discussion was held by Commissioner Armour and other hers regarding the height
of buildings.
A lengthy discussion was held regarding the development and improvements to be
located on the property immediately south of the Somerset multi - family buildings.
The discussion included a request of one of the Commissioners for specific
information involving three aspects of the sale. It was concluded by four
members of the Commission that such information was of no concern to the
Commission at this time. Because of the length of the discussion and the
fact that it is recorded on the tape of the meeting, the details thereof are
omitted.
The following were also discussed:
Site plan review.
Septic tanks.
Sanitary sewers and storm drains.
Off street parking.
Requirements of time for residence as member of Board.
Zoning change notice.
Fees.
Definitions.
landscaping.
Certificates of Occupancy.

The question of the validity of the Licensing Ordinance was raised. It was decided
that each member would review the Ordinance, and the matter would be discussed again.
There being no further business to cone before the Commission, the meeting
adjourned at 11:20 A.M.

I would like to request, at this time, your
cooperation in the promotion of Lt. James Mahoney
to the position of Captain. The reason for this
decision is based on past performance.
This promotion will also be invaluable in the
representation of the Town of Gulf Stream Police
Department to other Police Departments' organizations,
conferences, and meetings.
A salary increase should be commensurate with
this position, of 10% to 15 %.
I would like to hear your response before or
during the regular commission meeting, scheduled for
Friday, December 14, 1983. This is to take effect on
February 1, 1983.

The promotion to rank of Captain for Lt. Mahoney is not
based solely on performance, but is necessitated because
of his contacts with other professionals within the
law enforcement community. These contacts are generally
above the rank of Lieutenant, thus, when he is in atten-
dance, this creates the atmosphere of inferiority.
Also, the rank of Captain establishes, beyond any doubt,
that he is second in command of the Gulf Stream Police'
Department. If Any misfortune should happen to me, as
Chief, this promotion to Captain would allow Lt. Mahoney
to assume the command of this Police Department, imm-
ediately, without question.
