SPECIAL COMMISSION MEETING
MARCH 31, 1983

The Special Commission Meeting was called to order by Mayor
Koch at 9:00 A.M., and Roll Call was taken.
Mayor Koch explained that this meeting was basically to review
proposals to improve the Town, i.e. resurfacing of roads, drainage,
another water line, water tank, etc. It is the Commission's
desire that the proposals be reviewed, judged to see if they are
needed, or if there is an alternative way to handle any of the
proposals, and if they are financially feasible. The Mayor stated
that the firm that does the feasibility study is not necessarily
the firm who will do the work.
Arthur Strock and Associates was the first firm to appear before
the Commission, and Mr. Strock gave a lengthy talk. He gave a
summary of the work of the firm, and advised that they have a
broad range of experience, that they are local and readily
accessible, and have the technical capability and manpower that
can provide the service that will be needed. Commissioner Armour
questioned how the firm would charge, and Mr. Strock stated that
generally it was based on man hours. Mayor Koch explained that
they have to budget the money for the project, and it was, therefore,
necessary to have a figure, and Mr. Strock advised that the feasibility
study figure would be in the area from $9,000 to $14,000.
The second firm to appear before the Commission was Post, Buckley,
Schuh and Jernigan (Mr. James Butkus, Representative) a regional
southeast United States firm. Mr. Alex Jernigan, one of the
principals of the firm, gave a summary of the firm's background,
stating that they started in 1960 in Miami, doing the engineering
and planning for the Town of Miami Lakes. They are a firm of
approximately 600 - 700 members, depending upon the workload, and
are a planning, engineering and architectural firm, 18 offices
throughout four states, 15 of which are in Florida. One of the

offices is in Atianta,Georgia, which is important to them,
because that is where the Regional Office of the Department
of Environmental Regulation is located. They have been
involved in numerous water and sewer projects. He listed the
cities for which the firm does work. They have done consider-
able work for the Department of Transportation and have done
design on the Florida Turnpike and 2 -95, so that they have a
substantial background on roads and highway design.
Mr. Jernigan stated that they have full capability to provide
a financial feasibility analysis as well as recommendations
regarding the phasing of improvements -- an analysis of whether
they would be able financially without excessive taxes to build
the projects being discussed. He stated that he was sure they
would receive some portion of the new gas tax that could be used
for the roadway improvements, and probably could be used for the
drainage improvements as they are associated with the roadway.
He went into detail as to a program being designed around the
receipt of these funds to finance the construction of roadway
and drainage improvements.
In regard tothe water system, it was his recommendation that an
analysis be made of the hydraulics of that system. He explained
the procedure.
Commissioner Armour asked who would be working with the Town of
Gulfstream. Mr. Jernigan gave some explanation as to how the firm
functions, and stated that the Hallandale office would be working
with them, and Mr. Jim Butkus is the Manager of that office. On
this project he would be the Project Manager and Mr. JernigaryWould
be the Supervisor. Mr. Butkus would be the technical man who will
be directing the draftsmen, technicians, people doing the testing,
and doing the numerical analysis on the water system. Mr. Butkus
will be the direct contact with the City, and he is a registered
civil engineer in the State, and has been with the firm since 1969.
Mr. Jernigan stated that the first phase analysis of the feasibility
would be approximately $15,000.
Commissioner Dixson questioned having completed the feasibility
study and the identification of the various elements of the total
program, if they would also be prepared to undertake all of the
actual work and the implementation of the final program. Mr.
Jernigan stated that they would be prepared to, if they so desired,

but it is not a requirement.
There was discussion about the financing.
Commissioner Dixson stated that he assumes that the firm maintains
a continuing liaison with Tallahassee and Washington, and Mr.
Jernigan agreed.
John Grant was the third firm to appear before the Commission,
and by way of background stated that his firm has been in Boca
Raton since 1961, and has done some work for the Town of Gulfstream.
He stated that he had not come prepared to give any proposal as to
performing any services, but more in the form of an interview to
acquaint the Commission with their firm. They have a staff in
excess of 20 people, and have prepared feasibility studies for
the type of work proposed. Mr. Grant stated that he was not
prepared at this time to give a cost of the feasibility study,
but that he could have a figure prepared by the first of the week.
Discussion was held by the Commission regarding the three firms.
City Manager Gwynn distributed ballots to the Commissioners with
the names listed of Arthur Strock and Associates, Post, Buckley,
Schuh & Jernigan, and John Grant, for them to vote on same. It
was unanimously voted by the Commissioners to choose Post, Buckley,
Schuh & Jernigan.
Mayor Koch and Town Manager Gwynn wil]/hegotiate with said firm.
There being no further business to come before the Commission,
the meeting was adjourned at 10:15 A.M.

for the Town of Gulfstream to purchase the above property.
Proposal: The Town of Gulfstream will purchase above property for cash
at the of the estate appraisal of $250,000.00.
The estate administration has informed me that they would be
willing to submit a cost offer of $265,000.00 net to the beneficiaries
of the estate. However, the timing of the anticipated closing should
be specified. As you know, the property is on the market for
$315,000.00. For your information, I received another inquiry on the
property from an interested individial.

In reference to our telephone conversations regarding the
property in the Town of Gulfstream, located on County Road and
owned by the Estate of Harriett Phipps, I have submitted the
following general proposals from you to the estate administration
for their consideration.
Proposal #1: Donation of the property to the Town of Gulfstream.
Proposal #2: Town of Gulfstream to purchase one half of the
property With one year option to purchase the remaining half of
the property. Would make a down payment of 20% with mortgage
balance payable in one to four years.
I regret to inform you that the estate administration has
rejected both proposals. In my conversation with them they said
they would like to close out this estate as soon as they could and
did not want to acquire a mortgage note. Also, they are looking
for a positive cash flow.
