HomeMy Public PortalAboutCity Council - Resolutions - 1159-22 - 11/29/20221 T-OCA-220097/64890_2 Agenda Date:11/29/22 Item No.5 RESOLUTION NO. 1159-22 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE ESTABLISHING THE HUMAN RELATIONS COMMISSION TO ACT IN AN ADVISORY CAPACITY TO COUNCIL ON MATTERS PERTAINING TO DIVERSITY, EQUITY, ACCESS, INCLUSION, JUSTICE AND BELONGING WHEREAS, the City Council creates boards and commissions to recommend to City Council specific policy-related issues for possible Council study and action within the board or commission’s scope; to advise the City Council on specific policy-related issues Council has chosen to study; and to provide a forum and opportunity for broad community participation and input regarding such issues; and WHEREAS, the City Council has decided to create a commission that will advise the City Council in matters pertaining to diversity, equity, access, inclusion, justice and belonging in the City of Sunnyvale; WHEREAS, the community benefits from events and forums which bring issues of diversity, equity, access, inclusion, justice and belonging to the forefront of public discussion and participation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Sunnyvale directs that a Human Relations Commission be established to act in an advisory capacity to Council on matters pertaining to diversity, equity, access, inclusion, justice and belonging in the City and that the Commission should have the following characteristics: 1. The City of Sunnyvale Human Relations Commission (“Commission”) shall be comprised of five (5) members appointed by the City Council. 2. The Commission may include one representative of a nonprofit service agency that serves Sunnyvale residents. This representative does not need to be a Sunnyvale resident. 3. The chair of the Commission shall be selected by its members after all five members have been appointed. 4. The Commission shall have the following duties: • Study, evaluate and advise the City Council on policies and programs related to diversity, equity, access, inclusion, justice and belonging. • Celebrate and encourage intergroup understanding of Sunnyvale’s rich cultural diversity. • Promote regular, civil, and authentic engagement with diverse groups of residents. • Advise on increasing accessibility and transparency of local government policies, programs and services. The Commission has authority to review and make recommendations on only those matters and issues pertaining to diversity, equity, access, inclusion, justice and belonging, which have been selected by the Council. 6. The Commission should give highest priority to any matter or issue pertaining to diversity, equity, access, inclusion, justice and belonging, which has been identified by the Council. 7. The Commission shall be guided by Policy 7.2.19 of the City of Sunnyvale’s Council Policy Manual, entitled “Boards and Commissions,” or as amended. 8. The Council has authority to establish other guidelines for Commission operations and guidelines for the Commission procedures. 9. The Commission shall provide public notice of its meetings, and provide the community the opportunity to attend and be heard.
