Dan Shalloway, Shalloway Engineering & Consulting Co.
The Joint Meeting of the Town Commission and Planning Board was called to order
at 9:00 A.M., and Mayor Koch stated that it was to discuss the ongoing problem
of the filling of the canals or lagoons, and proposed solutions to remove that
fill.
Commissioner Armour gave a review of the procedure and projected cost of same,
stating that letters had gone out to property owners to ascertain their interest
in the project, and they had received a good return. Mr. Dan Shalloway gave an
estimate of the cost of the project, and explained procedure including engaging
an engineering firm and getting necessary permits to dredge, getting bids, and
having public notice to dredgers, etc. Commissioner Armour explained about
having a resolution passed and various ways of assessing property owners.
Mayor Koch stated that it is necessary to consider the payment of the second
phase engineering costs, and Commissioner Armour explained that they have put
out letters to obtain bids which will be opened at the meeting on January 14,
and the engineering costs will be assessed at that time.
There was general discussion about the increased boat traffic on the Intracoastal
Waterway causing problems. Mr. Ted Sorg, a member in the audience, stated that
he had contacted the Marine Control and had been advised that the speed limit
can be enforced through the Town of Gulf Stream by County ordinance. Commissioner
Dixson was anxious to find an answer to providing the surveillance in regard to
the excess speed, and stated that such deportment and behavior should not be
tolerated.
Mayor Koch questioned whether they should go ahead with the project, and it was
the consensus to get the estimates to do the project, and to go ahead with the
next step.
There being no further business to come before the Joint Town Commission and
Planning Board, the meeting adjourned at 10:00 A.M.

ALSO PRESENT: Town Manager William Gwynn, Town Clerk Barbara Gwynn,
Gene Caputo, Executive Management.
The Comprehensive Zoning Meeting was called to order by Mayor Koch at
10:10 A.M.
Mr. Gene Caputo presented the recommended revisions to the draft. Commissioner
Dixson asked that there be a prohibition of T.V. disk receivers.
There was review and discussion of the other revisions submitted by Mr. Caputo.
Commissioner Dixson stated that he would like to review the rezoning of the
multi -story areas, and there was discussion whether it should be 35 or 40 feet.
Commissioner Dixson stated that he would like to have the record indicate that
his acquiescence was with great reluctance, and that he opposed the 40 foot
height.
There was discussion about illuminating signs, and it was decided to prohibit
illuminating signs except for residence street number and name of owner,
and such signs would conform with the sign section.
Discussion continued regarding the recommended revisions to the draft as presented
by Mr. Gene Caputo, and are a part of the minutes.
Mr. Gene Caputo presented the Official Zoning Map of the Town, which will be
adopted by reference under the Ordinance when the Ordinance is adopted.
The meeting was adjourned at 11:00 A.M.
