The City Council of Medina, Minnesota met in special session on October 28, 2014 at
7:30 a.m. to conduct a business focus group.
I. ROLL CALL
Members present: Martin, Pederson, and Weir
Members absent: Martinson and Anderson
Also present: City Administrator Scott Johnson, Assistant to City Administrator
Jodi Gallup, Public Works Director Steve Scherer, and City Planner Dusty Finke.
II. BUSINESS FOCUS GROUP DISCUSSION
City Council and staff had a discussion with representatives from Farmer's State Bank of
Hamel, J.T. Miller Company, Complete Eye Care of Medina, John Day Company, and
Go2Print Media Group to better understand how the City of Medina can help established
businesses to stay and to expand in Medina and how to attract new businesses to
Medina.
The City received feedback from the businesses on some of the main issues they
experienced with their expansions, renovations, and new constructions. Some of the
main issues include: cost of SAC/WAC charges, Park Dedication fees, time frame to get
through the process, Planning Commission's review/opinion on aesthetics, Fire Code
1306, engineering costs, City contractor's interpretation of the building code, and
education on what the process all involves.
The City received feedback on creating a better economic redevelopment program to
provide real incentives for businesses to locate in Medina, rather than just providing a
SAC fee deferral program.
Discussion took place on why redevelopment was slow on the main street in Uptown
Hamel. It was noted that the costs are too high to renovate the small existing structures
to meet the current building code such as two bathrooms, handicap accessibility, etc. It
was also noted that the City's sign ordinance does not allow off -site signage, which
makes it difficult for a new business in Uptown Hamel to be visible from Highway 55.
III. ADJOURN
Adjourned the Business Focus Group meeting at 9:00 a.m.
