The Special Meeting to consider the purchase of the Phipps
property was called to order at 9:00 A.M., and Roll Call was
taken.
Town Manager Gwynn read into the record the following letter
"Bessemer Trust Company
245 Royal Palm Way
Palm Beach, Florida
Mr. William F. Koqh, Jr.
900 East Atlantic Avenue
Delray Beach, F1. 33444
Re: Harriet P. Phipps Estate Property
4000 County Road
Gulfstream, Florida
Dear Mr. Koch:
This will confirm our conversation with Fred J. Schwind
of our Bessemer Trust Company office in Palm Beach.
We have conferred with the beneficiaries of the Estate
of Harriet Phipps regarding the sale of the above property
to the Town of Gulfstream and offer the following:
1. Sale price of $265,000 - all cash.
2. 60 day closing.
3. No commissions on brokerage to be incurred by the
estate, this would be a net cash transaction of
$265,000.
4. Sale does not include any personal property located
in either the'chauffeur cottage or garage /office.
5. No additional expenses will be incurred by the

"estate for items such as a survey, should one be
desired.
Written acceptance of the above term's of sale must
be received on or before 12 noon March 25, 1983'at the
offices of Bessemer Trust Company of Florida -'249 Royal
Palm Way, Palm Beach, Florida 33480 to the attention of
Fred J. Schwind.

Town Manager Gwynn also read a letter received from Commissioner
Dixson (who was absent from the Special Meeting):
"Dear Mayor Koch:
It is my understanding that the owners of the
Phipps property located across Sea Road from Town
Hall, have agreed to sell to the Town for the sum
'of $265,000, no commission involved, subject to
contract. Inasmuch as I will be in New Jersey at
the time of the meeting, I wish to express my affirm-
ative vote in favor of the purchase.

In, answer to question, Town Manager Gwynn stated that the property
is 400 ft. long x 121 ft. wide, approximately, --(l acreO.
There was discussion regarding the use of the property, and Police
Chief Greer explained how the garage could be used for the road
patrol and equipment.
Commissioner Armour questioned how the property would be paid for.
Town Manager Gwynn stated that there is not a firm commitment at
this time, but both Barnett and Sun Banks have indicated that they
would be willing to loan the money on a short term arrangement.
Mayor Koch instructed Town Manager Gwynn to proceed in this matter
to have the commitment for 60 days, and also Town Attorney John
Randolph is to be contacted for the necessary legal work.

Town Manager Gwynn stated that it would be a bond anticipation
loan and the proceeds would be forthcoming from the +bond issue.
He stated that he had conferred with Ernst & Whihney, who had
suggested that the Town take formal action in the way of a motion
and then the documents prepared by Town Attorney Randolph would
be the legal process. Then, when it came time to proceed either
by down payment or providing for the loan, they would amend the
budget to show loan proceeds as a source of revenue, and also
amend the expenditures to show the purchase price of tpe Joan.
Commissioner Armour stated that it should be understood that,at
this time they do not plan to spend much money on the property,
because it is not possible.
In answer to Mayor Koch's question, Chief Greer stated that there
is approximately $26,000 in the Forfeiture Fund.
In reviewing ways that the property could be used, it was stated
that they know that they have funds that could be used to-turn-
it into usable Police Headquarters. The building is there to
keep their equipment in. There is area to place the container
for disposing of trash„ to transfer it to the dump. There is
parking area for people going to the beach. There is place to
store items that are seized and vehicles that are towed. At the
present time, it costs tow bills and storage bills. This is the
only property available.
A recess was called at 9:15 A.M., so that the Commissioners, press,
etc. could walk over to the property and examine it.
The meeting was resumed at 9:30 A.M.
There was discussion regarding the taxes and further discussion as
to how the property could be used.
Motion was made and seconded that the Town of Gulfstream purchase
the Phipps property for $265,000 net, as the letter received from
Austin J. Power, Jr., Seniop Vice President, Bessemer Trust Company,
Palm Beach, Florida, states, and follow the normal procedure of
the Town when they are prepared to buy it. Motion passed.
Commissioner Hunter stated that he seconded it with the proviso
that it does not permit them to go beyond this point.
Commissioner Armour stated that he thought that they should proceed

cautiously in the utilization of this property in spending money
on it and trying to improve it, to an extent that they cannot
afford. '
Commissioner Hunter offered a resolution commending Mayor Koch
for his efforts on behalf of the Town in this instance, and his
giving of his personal skill, time, and energy'without compensation,
which was concurred by all.
There being no further business to come before the Commission,
the meeting adjourned at 9:40 A.M.
