Driscoll, Town Manager Date: September 5, 2013 RE: Agenda Item—Informational Presentation As you are aware, the Honorable Town Council's Fiscal Year 2014 Budget Policy Guideline II A is to "proceed with the review of recommendations in the Staffing and Operational Assessment of the Public Works Department and implement changes to improve the ability to perform routine maintenance, complete work order requests in a timely manner, and strengthen the capacity to supervise contractors." As a follow up to the above mentioned budget policy guideline, a conversation with the Honorable Town Council President Mark S. Sideris and the attached August 8th email, I respectfully request an Informational Presentation be placed on the September 10, 2013 Town Council Agenda. The Informational Presentation will be on the Staffing and Organizational Assessment of the Public Works Department and will be given by Robin Haley and Monica Lamboy, Edward J. This document represents the Center's recommendations on improvements and enhancements that could be made to the department, based upon our extensive research. You will notice that in addition to the body of the report,this document includes several extensive appendices containing a descriptive profile of the department, a comparison to best practices, and original survey research that compares the Watertown department with departments in a few other MA communities, among other documents.
