The meeting was called to order at 9:00 A.M. by Mayor Koch, and Roll Call
was taken. Since there was not a quorum present, they did not have the
power to vote on any matters or take any action, and therefore, there would
just be discussion.
The Financial Report was presented and Mayor Koch questioned certain items
relating to the Police Department, which were explained.
Mr. Mayer, Chairman, Planning Board presented the variance request from the
Gulf Stream Bath and Tennis Club, 925 North Ocean Boulevard, for a shed. The
letters from the neighbors, which had been requested, have been received, and
other requirements have been ret. Approval will be deferred until Special
Meeting to be held.
Also, he presented variance request of Anthony Pugliese, 1511 North Ocean
Boulevard, and explained that the Attorney has requested a letter of approval
from the mortgage holders. Therefore, the Planning Board has not approved
the variance pending receipt of said letter. However, it was felt that this
should not be the basis for any decision. Mr. Marvin Sanders, Architect,
appeared and explained improvements to be made. The matter was deferred until
Comrnission has a quorum.
Mr. Mayer informed the Commission regarding filling the two vacancies now
existing on the Planning Board. No action could be taken at this time.
Chief Greer presented the Police Report for the month of July, 1983. Approval
was deferred.
Mayor Koch then spoke about the budget, and stated that the Conmission has
approved a tentative budget, and a letter will be sent out shortly summarizing
the two budget meetings and giving the proposed budget to the citizens of the
Town. September 8, 1983, at 5:01 P.M. will be the final meeting to approve
the budget, and requested that all interested persons be present at said
meeting.

Mayor Koch spoke about the proposed bond issue and items that would be
included in same, i.e. Phipps property, paving of roads, and water main
connections.
Commissioner Armour reported regarding the dredging project and stated that
he had talked with Arthur Strock, Engineer, and the permitting should be
completed in approximately six weeks. He explained about Department of
Environmental Regulations procedures. He explained about the ten canals,
seven of which are owned by the Town. He went into detail about the
charge for the entire dredging project and assessing the cost of each
canal.
There was discussion about Ordinance 83 -2, Emergency Medical Service
charge.
It was decided that August 24, 1983 at 9:00 A.M. will be the next meeting
of the Commission, when action will be taken on the two matters for the
Planning Board that had previously been advertised, and Planning Board's
request for approval of appointments.
There being no further business to come before the Commission, the meeting
was adjourned at 9:50 A.M.

It has conic to my attention that there may be
some questions as to a possible conflict of interest
regarding my request to be considered for the Planning
and Zoning Board by reason of the fact that I am
currently serving as President of the Place Au Soleil
Homeowners' Association which must grant plan approval
for any construction in the Place Au Soleil area. As
President, however, I do not participate in either the
preliminary discussions with the owners or architects
or in the final approval or disapproval of the plans.
All preliminary discusssions or meetings are conducted
by our director of Plan Approval who is currently Ruth
Clements. She assists the owners and architects in
meeting the requirements of our restrictive covenants
and presents to our Board of Directors the final
proposed plans for a vote by the Board as to approval
or disapproval. Although I conduct the meetings of the
Board of Directors, I do not participate in any voting
by the Directors.
I hope that this explanation is sufficient for you
to find that no conflict of interest would result if I
were to be appointed to serve on the Planning and
Zoning Board. Again, I appreciate you considering me
for this position and hope that you will provide me
with the opportunity to serve on the Board.

Dear Mrs. Gwynn:
As a follow up to our conversation on July 18, 1983, I am formally
requesting a side easement variance for a construction project at the
Gulf Stream Bath and Tennis Club.
Additional space is needed in the pantry area to increase kitchen
efficiency. In order to facilitate this, the two hot water heaters
are to be moved to a structure on the exterior of the current building.
In addition, the boiler for the base board heating requires replacment.
The new unit will be more energy efficient. To accomplish this it will
be necessary to erect an ancillary structure extending four feet, four
inches into the easement for a distance of ten feet, eight inches.
Every effort will be made to blend this new work into the existing
exterior wall.
At your request, I have shown the plans to Mike Clark of the Delray
' Planning Department and he sees no code problems from the Delray
side of the line.
Thank you for giving this matter your consideration and adding it to
the next town council meeting agenda.

after 30 years as a career naval officer.
- Sept 76 - Oct 81, employed by St. Andrews Corporation as General

various governmental agencies. Supervised construction of Ballantrae
throughout the building period.
- Nov 81 to present, employed by the First National Bank in Palm
Beach as Construction Project Manager. As the Owner's Representative
on all bank construction work and as the point -of- contact within the
bank for such work, supervised over $1,000,000 of renovation work at
the main office in Palm Beach during 1982. Also, during the last two
years, have completed and opened two branch banks.

Dear Mayor Koch:
The purpose of this letter is to formally submit
my application as a candidate for appointment to the
Planning and Zoning Board of the Town of Gulfstream.
My family and I live at 520 Middle Road and have been
residents of the town since June of last year. My aunt,
Nancy Mudge, has lived in Gulfstream for the last
twenty five years.
I would like the opportunity to serve on the Planning
and Zoning Board because I am interested in helping
monitor the development of the town and specifically, I
l am concerned with the preservation of the quality of life
in the town.
I am, by occupation, an attorney, however, my
practice is confined to matters of taxation. I there-
fore, do not represent clients in real estate matters
unless it is with respect to a tax issue. However, I
do have general legal training in that area of the law.
I would be most happy to make myself available at
any time (within the limits of the Government in the
Sunshine statute) to speak with any of the members of the
Town Council or Planning and Zoning Board if an interview
is appropriate.

I. Engineer's Report
A. Estimated Cost of Dredging (10 canals)

These costs are estimated on a charge of $8.50 per cubic yard
plus $25000 set up fee for mobilization, demobilization, site
preparation & restoration (per report A.V. Strock, Engineer)
Note: 2 of the 10 canals are private & cannot be included in
assessment nor bond issue, nor contract the Town will award.
B. Estimated Time
Once dredging contract has been awarded it will take approx
ten(10) weeks to complete project.
II. Method of Assessing Cost
A. Common cost of set up fee ($25000) to be equally divided be-
tween each canal to be dredged. If eight canals are dredged
cost per canal would be $3125 /canal. The per canal cost would
then be equally divided by the number of lots which have seawalls
abutting the canal. This cost would be added to the dredging
cost.
B. Dredging Cost
Each canal has a different amount of silt to be removed. The
volume can be measured. Cost of dredging a canal can be assessed
in any method the commission prescribes.
(1) Method A
Cost to be assessed on a front foot basis of property
bounding or abutting upon the improvement (See Schedule 1)
(2) Method B
Cost be assessed as follows
30% of cost of each canal be equally divided between
each lot owner on canal, 70% of cost of each canal be
assessed on a front foot basis as described in #1 above.

(3) Method C
Any other method the commission prescribes.

be paid for by Town. Approx cost $25,000.

A. The Town owns approx. 845 running feet of seawall on Canal

Based on AVS (Strock) 6000 cubic feet of silt are to be removed.
The Town's share of this would be approx $29500(Method A)
6000 X $8.50 = $31.00 X 845 = $26197.57

The Town Commission of Gulf Stream has requested that a report be
written concerning the 1983 -84 Budget and the action taken at the
Budget Meetings of July 18th and 21st, 1983, respectively.
The Department Heads, along with recommendations from several
Commissioners, presented a proposed budget of $1,121,000.00, which
would have required an increase in Town taxes of approximately 127% over
the 1982 taxes. The majority of the Commission felt this was excessive,
therefore, during the July 18th hearing, the Commissioners reduced the
proposed budget by $284,400.00. This was achieved by reducing some of the
proposed capital improvements expenditures, such as reworking the water
main connections on A -1 -A at the north end of the system with Boynton
Beach, and on the south end with Delray Beach. Also, we deleted from the
capital projects section several improvements to the "Phipps" property,
recently purchased by the Town. We vetoed the proposal to purchase a
police boat and to add an extra policeman to patrol the waterway on the
weekends. The Commission also denied a motion to include a 20% pay in-
crease for the Police Department. Some of these worthwhile capital im-
provements will be included in the bond issue which will be voted on this
winter.
On July 21, 1983, we held our second meeting, and further reduced the
proposed budget by an additional $103,000.00. This was partially achieved
by reducing capital expenditures for consulting engineering fees and re-
ducing all employee salary increases from a proposed 10% to 8 %. Even with
the 8% increase, our patrolman's starting salary will be above the present
county mean average of $19,651 per police salary survey 1983, ( see en-
closed fact sheet ).
The tentative budget now stands at $733,310.00, which would require a tax
millage of 5.4076. This would be an increase of 25.9% over last year's
millage.

For your information, please note the comparison of our present administrative
salaries with Manalapan and Ocean Ridge, communities that I feel are similar
to Gulf Stream in area and population.

Both of these meetings were well attended by the public and their comments and
suggestions were a big help to the Commission in dealing with this issue.
By now, you should have received a notice from the Palm Beach County Property
Appraiser's office advising you of the tentative millage rate and the dates and
place of the first public hearing on this budget. This meeting will be held
Thursday, September 8, 1983, at 5:01 P.M., at the Town Hall, 246 Sea Road, Gulf
Stream, Florida. We urge you to attend.
I personally feel that we can further cut the budget at that time and still
maintain the high quality of service that we have had in the past.
Enclosed is a copy of the proposed budget for the year 1983 -84, as compared with
the 1982 -83 budget. Also enclosed is a fact sheet that relates to certain items
for the budget.
