Koch, Mayor Joel Hunter, Vice Mayor Brian Pfeifler, Commissioner Alan I. Armour, Commissioner Robert J. Dixson, Comnissioner Also Present: Town Manager William Gwynn, Planning Board Members William F. Mayer, and Charles Eaton, Town Clerk Barbara Gwynn, Secretary Cynthia Harms. Mayor Koch called the meeting to order at 4:00 P.M., and stated that Tony Soviero, Vice President of William R. Hough & Co., bonding company, was present and could discuss the proposed Town Improvement Program, which now consists of paying off the Phipps property, resurfacing the roads, the water connection under the Intracoastal Waterway, and possibly the dredging. He reviewed the ways of paying for the various items. It was figured that it would be approximately a $2,000,000 bond issue. Mr. Soviero explained that the marketing and some of the expenses can be merged if the general obligation issue and the special assessment were put together at the same time. There are two different legal procedures as the general obligation requires a referendum, whereas the special assessment does not. He went into detail as to the procedure and stated that he would confer with Mr. Butkus, of Post, Buckley, Schuh & Jernigan. He advised that it was more cost effective to do one large issue than several small issues. Commissioner Hunter questioned regarding insurance. Commissioner Dixson questioned regarding any alternatives to a bond issue. Questioning continued of Mr. Soviero, and he went into detail as to handling any general obligation bonds or special assessment, or establishing a special tax district. There was discussion regarding the dredging of the canals, since some of them are private property. There was discussion about the contract with William R. Hough & Co., and Mr. Soviero stated that they would act first as an underwriter, and explained their fees. He stated that the Town would have to have a bond counsel who would give them the tax opinion on the bonds, and there are several firms that would serve in that capacity. Also, the regular Town Attorney would be needed in this matter. There was continued discussion about the common expense of the whole town and for the items of drainage and dredging. Mayor Koch asked if there was anyone in the audience who would like to express opinions, and there was discussion about the portion that owners would pay. Mayor Koch called the Budget Hearing for 1983 -84 to order at 4:35 P.M. Commissioner Hunter stated that he feels that those people who receive benefits should pay the costs. He stated that he did not feel that the Town should pay any part of the dredging, and thought that in looking at the budget, that everything connected with the bond issue should be taken out as regards the dredging. There was much discussion about the items, Commissioner Dixson stating that the water line is not a supplemental line but is one that will act with the line that now exists. Discussion continued as to who should pay for the controversial items. Mayor Koch reviewed the portions that each Commission thinks should be paid. Commissioner Pfeifler stated that he feels the Town should pay the engineering costs and the direct costs should be borne by the property owners, and that this will set a precedent for any future matters. Motion was made and seconded that the Town pay the engineering fees, and the balance be determined and charged to the people who use it, and that figure be used for the budget. Motion passed. Motion was made and seconded that for the purposes of discussion that the Town assume a maximum cost of $50,000 for the dredging project, paid for by the Town, and it will be reimbursed when the bonds are sold. This does not include the wildlife sanctuary, which is $10,000. Motion passed, Mayor Koch, Commissioner Armour and Commissioner Pfeifler - Yes; Commissioner Dixson - No; Commissioner Hunter - Abstain. Commissioner Dixson stated that he wished to state that his acquiescence and approval of the action proposed is only to satisfy a cash flow situation. Town Manager Gwynn explained that Gene Caputo will be available to work for the Town on a part time arrangement, and would attend the Planning Board and Commission meetings, all new projects, plus a liaison with other County offices. There will be a contract, and they would retain his company. There was discussion on this matter. All Commissioners were in accord with the Town Manager's suggestion to consider as a budget item. on Phipps property -- all in agreement that loan is to be paid. Commission Meeting Budget Hearing July 18, 1983 Page 2 Charter and Ordinance Revision - Commissioner Dixson stated that a total overhaul is necessary for the Charter. Discussion followed. Notion was made and seconded to delete Charter and Ordinance revision. Notion passed. Mayor Koch, Commissioner Hunter, Commissioner Pfeifler and Commissioner Armour - Yes; Commissioner Dixson - No. Phipps property renovation and paving - It was agreed that it would cost $10,000 for the roof and flooring, and the other improvements would be in the bond issue. Commissioner Dixson stated that he would like it clearly understood that this does not preclude the constructive study of the long term use of the property which has just been acquired. This was agreed by all Commissioners. Town Hall painting - $1,500. Agreed by all Commissioners. Emergency Medical Services - $2,400. Mayor Koch stated that they have been meeting with Delray Beach and have a contract with them to provide service by their paramedics for $175 per call. After a general discussion, Mayor Koch was instructed to execute the contract. Trash Compacter - $20, 000. Town Manager Gwynn explained the charges, and stated that if an agreement can be made with the clubs, they will pay a portion of the charges. This includes pouring the slab and the services for the year. Agreed by all Commissioners. Engineering - Post, Buckley, Schuh & Jernigan - $15,000. This is a firm amount. Town Manager Gwynn explained that when this firm was retained, they agreed to defer their payment. Water connection with Delray Beach and Boynton Beach - $50,000. Mayor Koch stated that this is very important in case of an emergency. This would open automatically, and is a recommendation by Post, Buckley, Schuh & Jernigan. Agreed by all Conmissioners. Pump Work with Little Club - $5,000. Engineers have advised that this will help with the drainage and Mr. Charles Eaton, who has been conferring with the Little Club, stated that the Club agreed. Planning & Zoning Board expenses - $1,000. Since they have not previously had a budget, this amount is to be allotted to them. Other Unspecified Items - $10,000 - Deleted. Police Boat Patrol. There was much discussion regarding the speed of the boats on the Intracoastal Waterway. Suggestion was made for a patrol boat with extra manpower, especially on the weekends. Commissioner Hunter suggested that it be a joint operation with other comnunities.Comnissioner Armour stated that the big problem in enforcing the regulations is in proving the violation. Mayor Koch, CommissiOner Hunter, Commissioner Pfeifler and Commissioner Armour - Yes; Commissioner Dixson - No. Revenues - Town Manager Gwynn stated that the Town is staying very close to prior years except for taxes, and includes the new construction. Discussion of increase in salaries and various viewpoints were given. There was discussion of Police Department salaries and Chief Greer exhibited chart showing comparative salaries of surrounding communities. After much discussion, Comnissioner Pfeifler suggested that they try to have sore kind of determination for a preliminary budget, subject to revision. Notion was made and seconded to use the figure of 8% for Town employees salaries and 10% for Police Department salaries for the purposes of the preliminary budget, subject to revision. Motion passed. Commissioner Dixson stated that his 'yes' vote is only for the single purpose of including a figure in the budget, and assumed that they reserve on that to decide later as to what the final adjustment will be. Fire contract - Mayor Koch stated that they are negotiating with Delray Beach. Street and easements - Town Manager Gwynn explained the amount listed for capital expenditures. Sanitation Departmnt - the amount provided for disposal fees would be $2,500. Water Fund - Town Manager Gwynn stated the amount would be the same, with no markup. Since the Town Manager must notify the Property Appraiser before July 30, 1983, it was decided the next meeting to adopt said changes in the budget would be Thursday, July 21, 1983 at 5:00 P.M.
