HomeMy Public PortalAbout2021-05-031 REGULAR COUNCIL MEETING, MAY 3, 2021 CALL TO ORDER Mayor Carrie Tergin called the May 3, 2021 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Vogt to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Kristi Campbell, Director of Cole County Health Department was in attendance with pandemic updates. • A Cole County Central Vaccination Site has been set up in the Capital Mall (in the old Party City location). All local hospitals, Cole County Health Department, and the Community Health Center are partnering to provide vaccines at the location. The site will be open Monday thru Thursday, 9:00 A.M. – 3:00 P.M. Citizens can register for the vaccine through the Vaccine Navigator website: https://covidvaccine.mo.gov/events/#region_f or by calling the COVID-19 Hotline: 877-435-8411. Walk-ins are welcome. b. Gary Plummer, the new President/CEO of Jefferson City Area Chamber of Commerce was scheduled to attend the City Council meeting for an introduction. Due to a scheduling conflict, Mr. Plummer will attend the May 17th meeting instead. c. Former Mayor, John Landwehr announced the “Mayor’s Cup Golf Tournament” scheduled for June 4th. PUBLIC HEARINGS There were no public hearings at this time. Councilmember Vogt seconded the motion. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF a. City Council Committee announcements: • Councilmember Wiseman announced the Administration Committee meeting scheduled for Wednesday, May 5th at 7:30 A.M. The meeting will be virtual. • Councilmember Fitzwater announced the Public Works & Planning Committee meeting scheduled for Thursday, May 13th at 7:30 a.m. The meeting will be in- person with a virtual option. b. Mayor Tergin attended the Law Enforcement Ceremony which was held at the Capitol grounds on Saturday, May 1st. c. Mayor Tergin presented the “Local Government Week” Proclamation to Steve Crowell, City Administrator, recognizing the City’s public service workers. 3 REGULAR COUNCIL MEETING, MAY 3, 2021 LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, announced that it was finals week for seniors this week, and next week or remaining students. Students will be moving out May 11th through the 14th, with graduation scheduled for May 15th. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Jack Deeken, 236 S. Bluff signed up to speak on bill 2021-003 related to a supplemental appropriation to the Parking Fund for the purpose of purchasing property for a new parking garage. Mr. Deeken heard in the pre-meeting that the bill will likely be placed on the informal calendar; therefore, he said he would hold off on making any comments until the bill comes back for a vote. He indicated he would like to speak before a vote is taken. Mayor Tergin informed him that a work session to discuss the item is scheduled for Monday, May 24th at 5:30 P.M. in Council Chambers. Councilmember Schreiber seconded the motion. The motion passed unanimously. Councilmember Spicer seconded the motion. The motion passed unanimously. Councilmember Schreiber requested to suspend the rules and take up bill 2021 -012 with an amended contract for third reading and passage. With no objection, Councilmember Fitzwater placed the bill on the informal calendar. A work session has been scheduled to discuss the item and the potential parking garage for Monday, May 24th at 5:30 P.M. in the Council Chambers. INFORMAL CALENDAR There were no bills on the informal calendar. 6 REGULAR COUNCIL MEETING, MAY 3, 2021 RESOLUTIONS RS2021-1 sponsored by Councilmember Kemna A RESOLUTION EXTENDING AN EMERGENCY DECLARATION AND FURTHER PROCLAMATIONS THEREUNDER UNTIL JUNE 7, 2021 Ryan Moehlman, City Attorney presented the resolution. Councilmember Lester motioned to amend RS2021-1 by striking EX. C related to the mask requirements at City meetings. Councilmember Hensley seconded the motion. Councilmember Fitzwater spoke against the resolution as a whole. After some discussion, the motion to amend the resolution passed by the following roll- call vote: Aye: Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: Fitzwater Councilmember Lester motioned to adopt RS2021-1 as amended. Councilmember Hensley seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: Fitzwater PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS There was no new business at this time. CLOSED SESSION Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] 7 REGULAR COUNCIL MEETING, MAY 3, 2021 2) Real Estate [Sec. 610.021(2)] A motion was made by Councilmember Wiseman to go into Closed Session for the above-stated reason, seconded by Councilmember Schreiber, and approved by the following roll-call vote at 6:57 P.M.: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 8:14 P.M. with the following Councilmembers present: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time.
