Deputy Town Clerk. There will be a Meeting of the Town Commission of THE TOWN OF GULF STREAM, FLORIDA AT THE TOWN HALL Friday, Sept 9th 1983 , at 9 A.M. Deputy Town Clerk. u,. SPECIAL COMMISSION MEETING September 8, 1983 Present: William F. Koch, Jr. Mayor Brian Pfeifler Commissioner Robert J. Dixson Commissioner Alan I. Armour Commissioner Absent: Joel Hunter Vice Mayor Also Present: Town Manager William F. Gwynn, Police Chief James Greer, Town Attorney John Randolph, Town Clerk Barbara Gwynn Secretary Cynthia Harms. The meeting was called to order at 5:01 P.M., and Mayor Koch stated that this was a Special Meeting on the proposed Budget for the coming year, and that he would like to review what had been done at the previous meeting, which ended with a budget of $733,310. He wished to suggest further cuts from the different departments, which would mean a reduction of $77,000, and listed the following items where reductions could be made. Discount on taxes Salaries - Police Department Fire Protection - Maintenance repair Streets and easements - capital expenditures Proposed New Items: Dredging project Assistant to Town Manager Phipps property renovation and paving Trash compacter. The figure would then be 9.4% instead of 25.9 %. There was discussion regarding the franchise agreements with Florida Power & Light Company and Southern Bell, and suggestion was made to review the franchise agreement with Cable T.V. Commissioner Dixson disagreed with the suggestion of reduction of personnel in the Police Department, and described the work of the Police Department in the previous year. He asked for Chief Greer's opinion, who explained the work of the Department, and that they have a full service Police Department. There were comments from the audience, and the Police Depart- ment was commnded for their excellent work. There was a lengthy discussion about the salaries of the Police Department with the members of the audience giving their opinions, and Commissioner Dixson reviewed the matter and stated that in his opinion the salaries were inadequate. It was decided not to decrease the manpower. Special Co=ssion Meeting September 8, 1983 Page 2 Ccnnissioner Artrour suggested that the Police Department prepare a Long Range Plan for five years and there should be discussion on it at some time in the future. Also, he spoke about merit raises being given instead of the current trend of over -all raises. Town Manager Gwynn reviewed, and stated that if the changes are made as suggested, leaving the salary of the one man in the Police Depart- ment and reducing the capital expenditure of the Police car, instead of 9.4% the roll back will be approximately 9.9 %. Mayor Koch announced that there will be another meeting on the budget on Thursday, September 15, 1983 at 5:00 P.M., at which tine a final decision will be made on the budget and the millage.
