Police Personnel Board
Minutes – April 1, 2021

The meeting was called to order at 12:00 PM.

Approval of the February 4, 2021 minutes
Moved by DuPuis and seconded by Backues with correction that Board Member
Dan Klindt had not been present at the February 4, 2021 meeting; motion carried.
New Business
1. Chairman Kemp Shoun, who had reviewed the establishment and
responsibilities of the Police Personnel Board and the Rules and Regulations
of the Board during the February 4, 2021 Board meeting, proposed changes
to Rule 5 of the Rules and Regulations. He suggested that Rule 5 be
rewritten to read:
“Examinations for establishment of employment eligibility shall consist of
open, competitive examination and may include skills tests. Such
examinations shall be designed to objectively determine the relative
qualifications of the applicants for employment. Promotional registers will
be established for internal applicants only unless the Board, in its discretion,
deems the process necessary to be open to the public. The Board is
authorized to delegate testing for applicant and promotional processes to
public or private testing agencies.”
There was a motion by Backues and a second by DuPuis to approve the
proposed changes. Motion carried.
2. Lt. Stiefermann provided a hiring update. He stated from the last testing 3
Communications Officer candidates had been interviewed and 2 were being
scheduled for polygraph examinations. 12 Police Officer candidates had
been interviewed and 5 were being scheduled for polygraph examinations.
Three Police Officer candidates had dropped out of the process and 2 were
given conditional offers. Three interviews were conducted for a Part -time
Police Information Clerk position and from that group one has been hired
and started work. A contract is being set up with an outside firm for a Part-
time Building Service Worker. The one applicant for the City Veterinarian
position was interviewed, hired and will start work on April 26, 2021.
3. Lt. Williams provided updated information on the current hiring process.
Applications for Police Officer and Communications Officer positions are
open from January 18, 2021 to May 3, 2021. Testing for Communications
Officers will be Thursday, May 13, 2021 at 6 PM and Friday, May 14, 2021
at 9 AM. Testing for Police Officers will be Friday, May 14, 2021 at 1 PM,
Saturday, May 15, 2021 at 9 AM and Monday, May 17, 2021 at 1 PM.
Board members volunteered as proctors for these testing sessions as follows:
Backues with proctor Thursday, May 13, 2021 at 6 PM; DuPuis will proctor
Friday, May 14, 2021 at 9 AM; Fleischmann will proctor Friday, May 14,
2021 at 1 PM; Burton will proctor Saturday, May 15, 2021 at 9 AM and
DuPuis will proctor Monday, May 17, 2021 at 1 PM.
There is a Sergeant Promotional test scheduled for Tuesday, April 13, 2021
at 1 PM to be proctored by Shoun.
Lt. Williams requested a Board meeting be scheduled for Thursday, May 20,
2021 at 12:00 PM to review and consider the test results.
Lt. Williams furnished the Board with information regarding upgrades to
audio and visual equipment in the training room.

carried. Meeting adjourned at 12:25 PM
