Dlason Brian Pfeiffer TOWN OF GULF STREAM PALM BEACH COUNTY, FLORIDA MINUTES COMMISSION MEETING JANUARY 13, 1984 The meeting was called to order at 9:00 A.M. and roll call was taken. 1. Roll Call Present: William F. Koch, Mayor Joel Hunter, Vice Mayor Brian Pfeifler, Commissioner Alan I. Armour, Commissioner Robert J. Approval of Minutes: Commission Meeting December 9, 1983• Upon unanimous vote of the Commission, the minutes of the December 9, 1983 meeting were approved as submitted. 3. Financial Report: Mr. Hunter stated that through an oversight there was no representative of the auditing firm present. However, Mr. Gwynn stated that there will be a special meeting on January 27, 1984, when they have arranged to be present to answer any questions. Mr. Gwynn presented the Financial Report f;r the month of December, 1983, and reported that 84% of the tax biJ_is have been collected to date, which has been invested in short term money market accounts. Upon motion being made and seconded, the Commission approved the Financial Report, which is made a part of the minutes. Minutes Commission Meeting January 13, 1984 page 2 4. Chief Greer presented the Police Report for the month of December, 1983. This report is made a part of the minutes. Mayor Koch stated that they are changing the Agenda, and will now go to Item #7. 7. Bond Issue - Mayor Koch explained that the election for the bond issue will be held on March 13, 1984. He presented a report which is attached hereto and made a part of the minutes, and went into detail regarding the items to be voted or: 1. Phipps property purchase - converting present. Town Hall to Police Department, also proposed structure to be built on property, furnishing of building, landscaping, painting, fencing, and Public Works facility where Town equipment vrill be kept. Mr. Dixson stated that the current parking problems are temporary, and will be resolved when the new construction is completed. He also suggested that the property no longer be referred to as "the Phipps property ", but henceforth be called "the Town property ". 2. Water System - The main improvement is the proposed connection between Boynton Beach and Delray Beach where the water flow would be increased. 3. Road System and Improvements - Includes resurfacing roads and reworking some drainage. 4. Dredging Improvements - Mr. Armour gave a report and stated that all permits have been granted. It is proposed that the Town will assume 30' of the entire cost, which will be approximately ;97,500, plus the amount of approximately $25,000 engineering costs from the 1983 budget. He explained the payment formula, which had been the property assessment by canal decided by the Commission at a previous meeting. He went into.detail in explaining going to the depth of five feet instead of six feet in the canals and the reasons therefor as presented by the Department of Environmental Regulation, which would have been very costly and have delayed the project for at least another year. There was discussion about the method of assessment from members of the audience. Town Attorney Randolph stated it is important to note that the method of assessment previously stated has not been decided at this time, and tbr-- oe hearings on this matter. Mr. Tony Soviero.o,f William R. Hough and Co.., Investment Bankers, reported on the cost estimates. ,also, he stated that money is set aside for municipal bond insurance, printing of bonds, preparation of official statement, and trustee fees. Minutes Commission Meeting January 13, 1984 page 3 Mayor Koch discussed the millage in the event all items were to pass. Motion was made and seconded for adoption of the aforementioned four projects at a cost not to exceed 1.6 million dollars. Motion passed unanimously. Town Attorney Randolph was instructed to prepare a Resolution incorporating the costs of these projects, and consideration will have to be given to same prior to the next regular meeting. Motion was made and seconded for said meeting to be held January 27, 1984 at 9:00 A.M. Motion passed unanimously. 5. Planning Board: Chairman William Mayer reported that Mr. Martin O'Boyle's request for approval of final site plan to build a home on Lot 6, Hidden Harbour Estates was approved by the Planning Board. Motion was made and seconded to accept said plans. Motion passed unanimously. 6. F.I.N.D. Contract - After discussion, motion was made and seconded to accept said contract. Motion passed unanimously. 8. Election Announcement. Town Manager Gwynn read the Mayor's Proclamation for Election of Five Town Commissioners, to be held March 13, 1984, copy of which is attached hereto and made a part of said minutes. 9. Correspondence. Letter from Gulf Stream Golf Club indicating their wish to discuss lease of certain water mains and pipes and the possibility of the Town acquiring them at a fair price, which would be determined by appraisals and negotiations. 10. GWYNN Deputy Town Clerk BARBARA GWYNN MARCH 13, 1984 Chief of Police JAMES GREER WHEREAS, THE Town Charter of the Town of Gulf Stream adopted 3/11/80, requires a Town Election to be held on the Second Tuesday in March, 1984, which is March 13, 1984. 1. An election is hereby called to be held on Tuesday, March 13, 1984 for the purpose of electing five (5) Town Comnissioners who shall hold office for a term of three (3) years beginning on the 2nd Tuesday of said month of March, 1984. 2. The Election shall be held in the Town Hall of the Town of Gulf Stream, Florida, located at 246 Sea Road in Gulf Stream and the polling place shall be open between the hours of 7:00 o'clock A.M. and 7:00 o'clock P.M., Easter Standard Time. 3. Only qualified, registered voters of the Town of Gulf Stream shall be allowed to vote in this election. 4. Any person who desires to have his or her name placed upon the official ballot shall file with the Town Clerk, no later than February /Y, 1984, a petition signed by at least (4) qualified electors of the Town of Gulf Stream requesting such person to become a candidate for such office. 5. A copy of this Proclamation shall be posted on the Town Bulletin Board at least ten (10) days before the election.
