Gwynn, Town Manager Gene Caputo, Assistant Town Manager Barbara Gwynn, Town Clerk John Randolph, Town Attorney James Greer, Police Chief William Mayer, Chairman, Town Planning Board 2. GWYNN Deputy Town Clerk BARBARA GWYNN Chief of Police JAMES GREER Upon unanimous vote of the Comnission, the minutes of the January 13, 1984 meeting were approved as submitted. 3. Financial Report, January, 1984. Mr. Gwynn presented the Financial Report for the month of January, 1984, and reported that 85% of the tax bills have been collected to date, which has been invested in short term money market accounts. He also stated that the rental for the Golf Club channel crossing has been paid. Upon motion being made and seconded, the Commission approved the Financial Report, which is made a part of the minutes. 4. Police Report, January 1984 Chief Greer presented the Police Report for the month of Janauary,1984. This report is made a part of the minutes. Mayor Koch stated that they are changing the Agenda, and will now go to Item #6. 6. Presentation of Town Planning Board Report. P.B. #84 -1. Minutes January 10, 1984 Page 2 A request by Milord Development Company for final site plan review (Staley Property No.Ocean Blvd.) for construction of a multiple family dwelling, on property described by metes and bounds and located at 2600 No. Ocean Blvd. Mr. Mayer presented the recommendations of approval from the Planning Board. Mr. Tom Milord discussed the proposed site plan indicating the building layout, exterior design, parking, and setbacks. The Commission complimented Mr. Milord for his proposed design and his efforts to meet the requirements of the Zoning Ordinance. Upon a unanimous vote of the Commission, the final site plan was approved as presented. 5. A request by Palm Beach County Planning, Zoning and Building Department for a new interlocal agreement regarding building plans review and inspections. in the absence of the County officials who were to be present, Mr. Caputo and Mr. Randolph presented the proposed agreement. After some discussion regarding the liability clause and the payment of permit fees, and upon unanimous vote of the Commission, the agreement was approved. 7. Announcement of 4:30 P.M. Bond Issue Public Meeting. Mayor Koch announced the 4:30 P.M. meeting and discussed the format to be followed in the presentation. 8. Conments and Reco[mendations from Commission Members. None. 9. Public Requests or Comments from the floor. - Mr. Gwynn read a letter from Joel D. Ware regarding dogs on the beach and the Town's leash law. The Commission took the letter under advise- ment and instructed Mr. Randolph to prepare an amendment to the Town Code of Ordinances prohibiting dogs on the beach. - Mr. Tom Boucher asked if tree trimming along AIA could be included in the roadway improvement project of the bond issue. Mr. Randolph stated that it could not because AIA is not part of the improvement proposed. - Mr. Gwynn read a letter from Jamaica Square commending the service of Officer Herbert Hatton of the Police Department. 10. Approximately a year ago your Town Co mission appointed a Long Range Planning Committee from members of the Gulf Stream Civic Association to study present and future needs of your cmmunity. A very important meeting will be held for the purpose of discussing and seeking public I on their rec=nendations that are contained in the proposed general obligation bond issue, set for Friday, February 10, 1984 at 4:30 P.M. at the Gulf Stream School, 3600 Gulf Stream Road, Gulf Stream, Florida. At this first public meeting formal presentations will be offered to dis- cuss in detail the basis by which each of the individual protects were determined. In addition, the financial aspects, in terms of overall costs, effects upon millage, and ability to provide municipal service will be discussed. These issues are all part of the proposed general obligation bond referrendum to be on the ballot for the election to be voted on by the registered voters of the Town of Gulf Stream on March 13, 1984. The proposed bond issue consists of four separate items to be voted on as follows: 1. Police, Public works, Administration facilities and cost of land acquisition. sition. 2. Road improvements, drainage and paving. 3. Water system improvements. 4. Canal dredging improvements. A further description of these four projects is included as an attachment to this letter. It is vitally important to note at this time that should the bond issue be passed either in full or in part, no monies will be spent without further public meetings to conQletely advise the residents of the costs and the items included in the projects. The cost of these items are at the maximum of what the engineers have estimated and does not necessarily represent what the Commission will finally approve. Police, Public works and Administrative facilities and cost of land acquisition. This project consists of: - The interior and exterior remodeling of the existing Town Hall to adequately house and enhance the level of service of the Police Department. - The improvements, re- roofing, and expansion of the public works facility for the purpose of protecting Town equipment, providing a service area for Town vehicles, and an office and work area for departmental staff. - The construction of a new Town Hall facility to accommodate an operational and accessible Town Library, a Commission roan of adequate size to meet Town needs, functional office space for Town personnel, a multipurpose work area devoted to the munici- pal services such as building plans review and permitting, accounting and payroll, water billing, etc., and finally necessary storage, common, and public areas. - The paving of an off - street parking facility of such a size as to be used by the public, staff, and Town vehicles. 2. Road improvements, drainage and paving This project consists of: - Prevention of continued flooding in various areas of the Town. - A general road re- surfacing program throughout the Town. 3. Water system improvemnts This project consists of: - Purchase of an existing submerged water distribution line under the intra - coastal waterway. - Generally improve the existing system so as to provide for emergency fire flow needs through a connection with another municipality as well as maintain continued domestic use. 4. Canal Dredging improvements This project consists of: - Maintenance dredging of the coves and canals of the intra- coastal waterway to provide for navigable waterways and to reduce an unsightly and odor producing situation.
