Koch Other Present: Bill Gwynn, Town Manager Joel Hunter Gene Caputo, Assn't Town Mgr. Alan Armour Barbara Gwynn, Town Clerk Robert Dixson Jim Greys, Police Chief Brian Pfeifler John Randolph, Town Atty. Bill Mayer, Chairman, Planning Brd. 2. Approval of Minutes: January 27, 1984 Commission Meeting (Special) February 10, 1984 Regular Commission Meeting Approval of the January 27, 1984 minutes was postponed until summary minutes are prepared. The minutes of the February 10, 1984 meeting were approved as submitted. 3. Financial Reports, February, 1984. Mr. Gwynn presented the Financial Report for the month of February, 1984 and reported that 90% of the tax bills have been collected to date, which has been invested in short term money market accounts. Upon motion being made and seconded, the Commission approved the Financial Report, which is made a part of the minutes. 4. Presentation of Police Report. Chief Greer presented the Police report for the month of February, 1984. This report is made a part of the minutes. 5. Presentation of Town Planning Board Report. A. B.O.A. #1 - 84 A request by Digby Bridges, agent for Gordon Ripma, for a variance to Section VII, K.I. of the zoning ordinance reducing side yard setbacks from 15 ft. to 10 ft. on property described by metes and bounds and located at 4225 County Road. Minutes, Town Commission Meeting March 9, 1984 Page 2 After a brief presentation and discussion by Mr. Mayer, a motion was made by Mr. Pfeifler to deny the variance request. Seconded by Mr. Armour, and unanimously passed by the Commission. B. P.B. #84 -3 A request by Barry Eavenson for review of landscape plans and discussion of certificate of occupancy issuance for property described as lot 64 Place Au Soleil. C. P.B. #84 -6 A request by Tom Brandt, agent for George Von Esson for review of landscape plans on property described as the N. 100 Ft. of S.E. of Section 4 TWP 465. R 43 E and generally located to and north of Place Au Soleil. Following a discussion of the two items listed above, the Commission voted unan:Lmusly to approve both requests as submitted. 6. Report on Canal Dredging. After a brief discussion, the Commission voted to select Murphy Construction Co. for the dredging project and to continue to move ahead subject to the approval of the bond issue, the passage of the resolution, and the approval of the property owners. Mr. Randolph submitted a tentative timetable of events. He also reconnended the first reading of Ordinance 84 -1 regarding methods of assessment and specifically dealing with the canal dredging project. The Commission unanimously approved Ordinance 84 -1 on first reading and set a workshop on March 29, 1984 for general discussion of the dredging project. 7. Comrents and Recommendations from Commission Members. Mr. Hunter commented on the upcoming ballot and stated that the bonds, if approved, should be made available to Town residents. 8. Public Requests or Comments from the floor. Mr. Randolph presented Ordinance 84 -2 for first reading. This ordinance deals with dogs on the beach, and after discussion, the Commission approved the first reading. 9. Adjournment. There being no er business the meeting was adjourned at 9:53 A.M. e A. Palm Plaza • Deerfield Beach, Florida 33441 IS Telephone (305) 421 -6484 March 8, 1984 Mr. William Gwynn, Town Manager Town of Gulfstream 246 Sea Road Gulfstream, Florida 33444 RE: Town of Gulfstream Canal Dredging Project - Revised Bid By Murphy Construction Company Dear Mr. Gwynn: We have met with John Murphy of the Murphy Construction Company and our discussions have resulted in the submittal of a revised bid by the Murphy Construction Company. (See attached.) We recommend that the Town of Gulfstream select the Murphy Construction Company as the contractor for this project for a total cost of $294,570.00. Murphy Construction Company has made this lump sum proposal to do what- ever is required to complete the job. Murphy Construction Company's proposal is within 17 percent of our estimate, for the work. We consider Murphy Construction Company's proposal to be fair and reasonable for the performance of the work. We recommend that the Town select Murphy Construction Company as the contractor for this project for a total contract amount of $294,570.00. Should you have any questions, please contact me.
