Both sets of minutes were unanimously approved by the Commission unonl a motion
by 'Hr. Hunter and second by ISr. Pfeifler-
3. Financial Reports, April 1984.
Mr. Gwynn presented the financial report for the month of April,1984 and
reported that based on a report from the County Property Appraiser, there
would be an approximate $3700 short fall in estimated tax revenues.
Upon a motion by Mr. Armour and second by Mr. IIunter the Commission unanimously
approved the April financial report, which is made a part of these minutes.
4. Presentation of Police Reports
Chief Greer presented the Police Report for the month of April, 1984, which is
a part of these minutes. He also reported on the Sea Road resurface agreement
and the domestic animal signs along the beach. He asked about the operation
of equipment and machinery after hours. The Commission advised him to consis-
tently enforce the requirements of the Ordinance and to report back if any
problems arise.
5. Presentation of Town Planning Board Report.

A request by the Gulf Stream School for site plan review on property
located at 3600 Gulf Stream Road.
Discussion was held regarding the first floor flood elevations and paving
the access to the supplemental parking area.

Upon a motion by Mr. Armour and a second by Mr. Dixson, the Commission
unanimously granted preliminary approval subject to the resolution of
any flood insurance questions and the revisions to the site plan regard-
ing the paving of the parking lot access drive.

After a brief presentation of each of these items by Mr. Mayer, Planning
Board Chairman, and upon proper motions and seconds, the Commission unani-
mously approved each of the above listed requests.
6. Report from Mayor Koch, Re: Water line purchase from the Gulf Stream Golf Club.
Mayor Koch discussed the current status of the water line purchase and indicated
that, based on the engineer's recommendations and discussions with the Golf Club,
the Town will move ahead with the purchase.
7. Report from Commissioner Armour Re: Dredging Project.
Mr. Armour reported to the Commission the current status of the dredging project.
He indicated that meetings have been and are yet to be held with the engineers
and the contractor. He also presented a contract for additional services from
Strock and Associates for on site and survey work necessary during the construc-
tion phase. Upon a motion by Mr. Armour and second by Mr. Dixson the contract
was approved by the Commission on a four to one vote with Mr. Koch dissenting.
8. Set up a Special Commission meeting date to interview Architects for the
Municipal Complex.
Following a brief discussion, a meeting was set for May 30, 1984 at 9:00 A.M.
in Town Hall. Mrs. Gwynn was instructed to place the proper legal notice as
well as notify the area architects.

9. Comments and Recommendations from Commission Members.
Mr. Dixson suggested that the Commission reconsider the sending of a letter
to residents regarding the sale of the bonds. Discussion followed with respect
to the method of sale for the entire issue. It was determined that Mrs. Gwynn
should contact Mr. Tony Soviero of William R. Hough & Co. and ask him to be
present at the special meeting of May 30, 1984, to discuss this matter.
Mr. Armour asked if the budget preparation schedule would be the same as
previous years. Mr. Gwynn indicated that it would.
10. Public requests or comments from the floor.
Mr. Gwynn read a letter from Kelton Associates regarding road and bridge taxes.
The letter was received and filed.
The President of Place Au Soleil Property Owners Associated was present to
discuss the traffic signal at the intersection of U.S. I and Ave. Au Soleil.
He was advised to contact the Palm Beach County Traffic Department if the
signal is not working properly.
11. Adjournment.
There being no further business, the meeting was adjourned at 10:35 A.M.

The Town of Gulf Stream, Florida, proposes to construct a new Town JAMES GREER
Hall comprised of approximately 2000 square feet, remodel the existing
Town Hall into a new police station, and expand the existing public works
garage. The Town is therefore seeking statements of interest from area
architects.
This notice is being furnished pursuant to Chapter 287, Florida Statutes
amended.

The deadline for submissions of letters of interest is May 25, 1984
Statements of interest should be sent to:

As a minimum, statements must include:
1. Town Hall, Police Station, Public Works design experience, including
the client's identity.
2. Photographs of completed projects would be helpful.

4. Office locations and professional registrations.
The Town proposes to interview a select number of those interested and may
request preliminary sketches for evaluation.

Mr. Tony Soviero from William R. Hough & Co. was present to explain the
various costs and alternatives with respect to the sale of the bonds.
He presented a current profile of the bond market and recommended a nego-
tiated sale with a short term availability of the bonds to Town residents.
After further discussion, the Commission asked Mr. Soviero to return for the
June 8, 1984 regular Commission Meeting with specific proposals and costs.
4. Interview Architects
The Commission interviewed twelve architectural firms with reference to the
new municipal complex.

RE: ENGINEERING SERVICES FOR MONITORING THE DREDGING OF CANALS WITHIN
THE TOWN OF GULFSTREAM
Dear Mr. Gwynn:
This is an addendum to our original agreement of February 22, 1983, for
parts E and F of the referenced Engineering Services. This addendum
shall void our original agreement except for the terms of Attachment A,
which remain a part of this addendum. We offer to perform services at
our hourly rates, for a total estimated cost of $17,500 for the scope
of work described below. A cost breakdown is attached.
PART T: PRFCONSTRUCTION INVESTIGATION AND MEETINGS
(See Section 2.1 of Attachment A of original agreement)
Prior to construction, the Engineer will meet with the Town to present
the details of the proposed construction (meeting is planned for
3/29/84). Palm Beach County agencies affected by this project will be
contacted to advise them of the upcoming construction. The Engineer
will contact the Gulfstream Golf Club to obtain approval for access to
the temporary spoil site. The Engineer will meet with the Contractor
and Town in a preconstruction meeting to review the Contractor's
schedule and water quality control plan. Concerns of the Contractor
and Engineer will be addressed at this preconstruction meeting.
Field observations will be conducted by the Engineer over the estimated
120 day construction period. Intense observations during the initial
three weeks of construction are planned to insure that the Contractor
is conforming to the requirements of these specifications and the
Department of Environmental Regulation permit. During the last 14
weeks of construction, regular field inspections will be conducted to
observe progress, monitor water quality, assess adequate performance,
and to limit contractual problems. Reports will be prepared for each
field observation, noting progress and quality control obse.rations. A

letter report will be generated weekly to the Town delineating
progress, problems and projections. Pay requests will be reviewed and
recommendations will be made to the Town. (See construction phase,
section 1.6 of Attachment A of original agreement)
A bathymetric survey will be conducted after project completion to
verify that contracted depths have been achieved. The survey will be
evaluated and a set of record drawings will be drafted (See Section 2.1
of Attachment A of original agreement).
The total cost of the above - described work is estimated at $17,500.
The Engineer agrees to do the above work at hourly rates. The fees
estimated for field observations of construction are based on a 17 -week
construction period. Should construction extend beyond 17 weeks,
additional fees would be required. Additional fees for each week of
construction beyond the stated 17 weeks are estimated at $600 per
