Town of Leesburg Hosts HUBZone Business Meeting at Mason
Enterprise Center on October 27, 2016
Small businesses interested in federal contracting or HUBZone
certification are invited to attend this no-cost informational meeting.
Leesburg, VA (October 18, 2016) – The Town of Leesburg’s Economic Development Office will
hold its next quarterly HUBZone Business Meeting on Thursday, October 27, 2016, from 6:00pm
to 8:00pm, at the Mason Enterprise Center in downtown Leesburg (202 Church Street SE ). The
meeting is no-cost and open to all small businesses.
The guest speaker for this quarter’s meeting will be Shirley Bailey. Mrs. Bailey is the co-owner
and Vice President of Operations for GCC Technologies, LLC. GCC Technologies is a service-
disabled veteran-owned and Small Business Association (SBA) certified HUBZone small
business. In 2000, GCC Technologies became the first company in Allegany County, Maryland,
to become an SBA-certified HUBZone contractor. As a very strong advocate for the HUBZone
program, Bailey and her team have taken a very active role in promoting the benefits and
contributions of the HUBZone program to the economic development of communities
throughout our nation and to the small business companies it supports. Bailey currently serves
as the Chair & President of the HUBZone Contractor's National Council, a national non -profit,
non-partisan trade association supporting the HUBZone program established to strengthen,
improve and promote the HUBZone program. Since 2007, Bailey has functioned as the Program
Manager for a major contract with the SBA to provide help desk and program management
support services to the HUBZone Program Office. She has participated as a key advisor to the
HUBZone Program Office management team as they have reengineered the processes and
procedures necessary to implement and enforce this important federal contracting program.
A program of the U.S. Small Business Administration, the HUBZone program helps small
businesses gain preferential access to federal procurement opportunities while increasing
employment opportunities in economically distressed areas. In an effort to assist local
businesses with navigating the HUBZone certification process, the Leesburg Economic
Development Office partners with local business owners who have completed the process
successfully to present quarterly information sharing meetings.
