necessary. The Council agreed to Mr. Anderson's proposal.
There being no further business before the meeting on
motion of Mr. hart, seconded by Mr. Beatty and voted, the meet-
ing was adjourned at 10:00 A. M.

The Council of Sal Harbour Village met Saturday, January 27, 196S at
9:30 A. M. in the Village Hall.
Present werei Messrs. Beatty, Hart, Printup,
Taplin and White
Also present were: W. H. Webb, Village Manager; Mary T. Wetterer,
Village Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Beatty, seconded by Mr. Hart, the minutes of the
previous meeting of December 9, 1967 ware approved as submitted.
Mayor White announced that the Council would consider the Resort Tax
and asked for any remarks from those present in the audience, Mr. Lawrence
Cliff, speaking for the Sal Harbour Resort Association, asked that the Tax
be deferred until after the special session of the Florida Legislature ends
to see what taxes will be levied for education. After discussion it was
moved by Mr. Hert, seconded by Mr. Beatty, and unanimously voted that the con-
sideratinn of a Resort Tax be deferred until the February meeting at which
time the Council would have a definite plan for spending this money end the
amount needed. It was also the opinion of those present that the estimated
expenditures would include an amount for the beautification of Collins
Avenue, but none for any type edvertisinn es that was provided by the
individeal ore2erties.
The Village Manager advised the hotel owners and managers present that
they should check their outfalls into the nceen end make any necessary repairs
es this now fell under the jurisdiction of the Internal Improvement Board.
rr. Webb told the Council that Mr. C'Coenor of the Kenilworth House had
asked him to accompany him to Tallahassee to see Governor Kirk about the
erosion problem. It was moved by Mr. Hart, secnndad by Mr. Taplin, and unanimously
voted to approve this expenditure.

The Village Clerk read
RESOLUTION NO. 162
confirming the election results of December 5, 1967. en motion of mr. Printup,
seconded by Mr. Beatty, and unanimously voted the Resolution was adopted.
Mr. Charles L. Clements of the Community National Bank appeared before the
Council to ask that the Village lease the land and parking area adjacent to the
Bank to them to relieve the parking situation at the bank. fllr. Anderson advised
the Council that they cannot rent the land to the Bank and divert it from the
original use. It was moved by mr. Beatty, seconded by mr. Printup and unanimously
voted that the Village Manager shoild take whatever steps necessary to increase the
flow of traffic through this parking area.
The Village Clerk read
RESOLUTION NO. 163
asking Dade County to correct the traffic condition at Hardino and Collins Avenue
and
RESOLUTION NO. 164
requesting a traffic signal at 96th Street and Byron Avenue. On motion of mr.
Hart, seconded by Mr. Printup, and unanimously voted the Resolutions were adopted
and copies sent to the Chairman of the Board of County Commissioners.
Mr. Webb said that in the 1967-68 Budget he had provided for a raise in mr.
Anderson's fee from $3,000 to $4,000 a year and that Mr. Anderson thought this
should be approved by separate Council action. On motion of mr. Hart, seconded
by mr. Printup and unanimously voted, the raise was approved.
The Village Manager informed the Council that the State Road Department
Engineers were in his office last Friday and informed him that the Village would
have to hire a contractor to protect our water and sewer mains during the course
of the State drainage work. Mr. Roth, the Village Engineer, said that this was
most unusual sand had written mr. Davidson, the District Engineer, regarding this.
Mr. Anderson said he would like to see a copy of the Resolution with the State
.ender which the storm drainage mains were to be constructed.
Mr. Anderson told the Council he would like to have the minutes in briefer
form. On motion of mr. Hart, seconded by mr. Taplin and unanimously voted, it
wes decided to streamline the minutes.
Mr. Taplin asked if there was some way we could ste a ver
p y p/aedver icing as it is most
annoying to people on the pool decks. Mr. Anderson said there was no way of enforcing
an ordinance against this.
The 0ouncil then considered the three month's audit. en mntion of mr. Hart,
seconded by Mr. Printup, the audit was approved.
Mr. Webb said we were having trouble with our hospitalization plan again and
that our insurance broker had put ❑ut bids to all licensed companies in Florida.
He said that some very good figures had come in from reputable companies and that
the present carrier wanted to meet with us this week. He said he would like to

approve a new contract if there were not too great of an increase in rate.
The Council concurred.
There being no further business before the meeting on motion of Mr. Taplin,
seconded by Mr. Printup, the meeting was adjourned at 1C:45 A. M.

The Council of Bal Harbour Village met Saturday, February 24, 1968 at
9:30 A. M. in the Village Hall.
Present were: Messrs. Beatty, Hart, Printup, Taplin and White
Also present were: W. H. Webb, Village manager; Mary T. Wetterer,
Village Clerk; and Thomas H. Anderson, Village Attorney.
The meeting was conducted by Assistant Mayor Printup.
The Village Manager told the Council that the Taxi Companies operating
in Bal harbour Village had asked for a rate increase to make the rates uniform
for Dade County and recommended the increase be granted. On motion of Mr.
White, seconded by Mr. Taplin and unanimously voted the following rates were
approved: 5O¢ for the first one -fifth of a mile, 100 for each additional one -
fifth of a mile, and $6.00 an hour waiting time.
Mr. Printup opened the meeting for discussion of the proposed Resort Tax.
After discussion with those present in the audience representing hotels and
apartments, both east and west of Collins Avenue, and Bal Harbour Shops on the
projects the money should be spent for, Mr. Anderson advised the Council that
if the tax were applied to all the properties that the monies should be spent
for combatting beach erosion, and some for advertising and beautification. It
was moved by Mr. Beatty, seconded by Mr. Taplin and unanimously voted that a
2% Resort Tax be levied as provided for in the amendment to the Hal Harbour
Charter passed in December 1967, effective as of June 1, 1968.
Mr. Webb explained to the Council that after the State Road Department
contractor had begun the storm drainage work on Collins Avenue we were advised
that we would have to protect our sanitary sewer and water lines by driving
sheet steel while the work is being done. He said this would amount to
approximately a $50,000 expense and we might have to borrow the money and raise
