REGULAR COUNCIL MEETING, MAY 17, 2021
CALL TO ORDER
Mayor Carrie Tergin called the May 17, 2021 City Council meeting to order at 6:01 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
A motion was made by Councilmember Schreiber and seconded by Councilmember
Kemna to adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Kristi Campbell, Director of Cole County Health Department was in attendance with
pandemic updates.
• There were nine positive cases in the last seven days. That is a 2% positivity rate
for Cole County.
• Vaccination rates are increasing with 37% of Cole County residents vaccinated,
and 51.2% of Missouri residents.
• People can still get vaccinated at the mall location on Mondays from 9 :00 A.M. –
3:30 P.M. and Thursdays 9:00 A.M. – 6:00 P.M.
• More vaccine information can be found at covidvaccine.mo.gov.
• Councilmember Spencer asked if there would be a pandemic after-action report.
Ms. Campbell indicated that they are currently workin g on such report, and will be
on-going as COVID-19 is an endemic.
• Ms. Campbell also informed City Council that the County will include a pediatrician
and OBGYN in future press briefings to address vaccine concerns related to
fertility and children.
b. Due to illness, Staff will be recognized at the next City Council meeting for the ACFR
and PAFR Awards.
c. Gary Plummer, the new President/CEO of Jefferson City Area Chamber of
Commerce was introduced to the City Council.

PUBLIC HEARINGS
a. Rezoning of 14.32 Acres Located in the 3700 Block of West Edgewood Dr. from C-O,
C-2, RA-1 and RU to PUD Planned Unit Development, Approval of Preliminary PUD
Plan and Approval of Final Subdivision Plat of Americare Subdivision
i. Associated Pending Bill 2021-008.
A Staff presentation was made by Sonny Sanders, Director of Planning and
Protective Services.
Bob Cook with Americare Senior Living spoke in favor of the bill.
There being no one else to speak on the bill, Mayor Tergin declared the
evidentiary portion of the public hearing concluded .

AND RU TO PUD PLANNED UNIT DEVELOPMENT, APPROVING A

Property owners Deb Sacilowski and Wendy Gladbach, owner of Ana Marie’s
bridal boutique spoke in favor of the bill.
There being no one else to speak on the bill, Mayor Tergin declared the

OF THE CITY OF JEFFERSON, BY REZONING 0.22 ACRES LOCATED AT
500 E CAPITOL AVENUE FROM MU-1 MIXED USE TO PUD PLANNED UNIT
DEVELOPMENT AND APPROVING A PRELIMINARY PUD PLAN FOR THE
PROPERTY.
There being no objection, bill 2021-010 was read third time by title, placed on

Councilmember Wiseman motioned to approve the recommended appointments to the

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
a. City Council Committee announcements:
• Councilmember Hensley announced the Finance Committee meeting scheduled
for Thursday, May 20th at 7:30 A.M. The meeting will be in person in Council
Chambers.
b. Mayor Tergin made the following announcements:
• A Community Bike Ride was held on Saturday, May 15th.
• An Elks USA Youth Week proclamation was presented on May 6th.
• A Family Self Sufficiency Program Day proclamation was presented on May 11th.

• The Historic City of Jefferson presented the Landmark Awards on Saturday, May
15th. Councilmember Ward was in attendance.
• National Police Week was May 9th – 15th.
• A Road to Recovery event is scheduled for this Friday, May 21st at 9:30 A.M. to
commemorate the two-year anniversary of the tornado. The event will be at 415
Ashley St. and livestreamed on Facebook.
c. Councilmember Kemna announced the “Trails Less Traveled Challenge” hosted by
the Jefferson City Trail Users and JC Parks. The challenge lasts from May 1st to July
31st. Miles can be tracked on the LINC app. Sign up is on the JC Parks website.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance. Lincoln University held
graduation ceremonies last weekend.

CONSENT AGENDA
a. Minutes of City Council Meetings: May 3
b. Declare Certain City-Owned Personal Property Surplus and Authorize the Disposition
through Sale via On-line Auction – Police Vehicles
c. Declare Certain City-Owned Real Estate as Surplus Property and Authorize the
Disposition through Sale to Cole County
With no objection, Councilmember Fitzwater requested to take up item c. separately.
Councilmember Kemna motioned to approve items a. and b. on the Consent Agenda.
Councilmember Wiseman seconded the motion. The motion passed unanimously.
Item c. was then taken up for discussion. Councilmembers Fitzwater and Hensley
questioned how the item was placed on the consent agenda. Public Works Director Matt
Morasch and City Attorney Ryan Moehlman indicated that the item on the consent
agenda was to approve the surplus and disposal of the property, not the sale of the
property itself. The sale would come to City Council as a resolution at a later time. City
Administrator Steve Crowell mentioned that the item could be taken back to a committee.
There was no motion to approve item c.

INFORMAL CALENDAR

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE FISCAL
YEAR 2020-2021 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY
APPROPRIATING ADDITIONAL FUNDS WITHIN THE PARKING FUND.
The bill will expire after the June 21st City Council meeting if no action is taken. A work
session has been scheduled to discuss the item and the potential parking garage for
Monday, May 24th at 5:30 P.M. in the Council Chambers.

Steve Crowell, City Administrator, presented the resolution.
Councilmember Spencer motioned to amend the resolution, moving $1 million from the
Parks & Recreation allocation to Public W orks, dedicating the money to the Ohio Street
Bridge and Overlay Projects. Councilmember Spicer seconded the motion.
The motion to amend the resolution failed by the following roll call vote:

NEW BUSINESS
In light of the recent hack to the pipeline in the south eastern portion of the country,
Councilmember Spencer asked City Staff if there is a plan in place if ever there is a gas
shortage locally.
APPROVAL OF 5/3/2021 CLOSED SESSION MINUTES
Councilmember Wiseman motioned and Councilmember Lester seconded the motion to
approve the May 5, 2021 Closed Session Minutes. The motion passed by the following
roll-call vote:

CLOSED SESSION
