RE: AGENDA ITEM—INFORMATIONAL PRESENTATION
As you are aware, the Honorable Town Council approved a Loan Order in the amount of
$525,000 for Summer 2010 School Building Improvements at the June 8°i Town Council
Meeting in accordance with the Honorable Town Council's conceptual recommendation on the
Fiscal Year 2011-2015 Capital Improvement Program.
As a follow up to the attached request from the Honorable Town Council President Mark
S. Sideris, I respectfully request an Informational Presentation on the School's Summer 2010
Capital Improvement Projects be placed on the October 12, 2010 Town Council Agenda. I have
also enclosed various related e-mails/correspondences beginning on August 24°i through
September 23, 2010.

District D councilor As you know, the Town Council has appropriated ,$525,000 for Capital
Projects for schools this past Summer. I would respectfully request that
the appropriate school official and/or others be prepared to provide a
presentation at the ']'own Council's October 12tt1 meeting in order, to
provide an update on those projects. An updated list of expenditures to
date and any photographs of the projects would be helpful and
appreciated.
I will be inviting Town Auditor, Thomas Tracy to the October 12t11 Town
Council meeting should any questions arise that he can assist with,

Good afternoon Ann;thank you for extending the invitation by the School Committee to participate in the annual
inspection of school buildings on Thursday September 2atl .---I will be away on vacation next week but I will ask the
Town Treasurer/Collector Phyllis Marshall who will be serving as Acting Town Manager to attend on my behalf along
with Town Auditor Tom Tracy . Both the Treasurer/Collector&Town Auditor worked closely with the Council's
Committee on Budget & Fiscal Oversight in the development of the Fiscal Year 2011-2015 Capital Improvement
Program and actually sat with Mr. Francione & Ms.Altman on May 21"when the list of Summer 2010 Improvements
was finalized in advance of forwarding to the Honorable Town Council for their consideration and action at the June 8'"

As stated ill the Fiscal Year 2011 Budget Message, a Proposed Loan Order will be
brought forward in May-Juno 2010 for Summer 2010 Improvements in accordance with the
fTonorable Town Cotincil's conceptual recommendation on the Fiscal Year 2011-2015 Capital
Improvement Program,
Since 1995, the Honorable Town Council has appropriated $47,993,700 in Loan Order
authorizations and additional transfer of funds for the renovating, expanding and equipping of all
the schools.
In an effort to protect that investment,the Fiscal Year2011-2015 CIP includes funding of
various school improvements totaling $4,500,000 over the nest five years including $900,000 in
Fiscal Year 2011, of which $600,000 will be included in a future loan order and $300,000 is
projected to be funded within the School Department's operating budget.
The Council's Committee on Education and School System Matters and the Committee
on Budget and Fiscal Oversight held a joint meeting last eight to discuss Summer 2010 School
Building Improvements.
As a follow up to the discussion .at last night's meeting and further discussion this
morning, enclosed please find additional information on the Summer 2010 School Building
Improvements.
Therefore, I respectfully request tile attached Loan Oder of$525,000 be placed on the
May 25,2010 Town Council Agendn as a First Reading.

please look into the condition of the resurfacing and make any necessary changes. It is clear from the pictures
that the workmanship may not have been as good as we should require.

Prior to the opening of the school session, a number of us were able to go on a tour of the school buildings. We
were not able to see all the work that was in process. Following up on Councilor Donohue's request of a few
days ago, I would like to join him in requesting a full presentation from the School committee on the projects
and construction work completed and in process. This would be very helpful as we move forward this fall into
the upcoming budgeting season.

Dear Ms. Lenk:
The School Committee's annual tour of buildings which took place on Thursday, September 2nd included
an inspection of the completed Capital Jrnprovement Projects prior to the opening of school on September 7", Any
Councilor who was not able to participate in the tour and Councilors who wish to see the additional projects that are
now completed may contact Jay Prancione at 617-926-7791 for a tau of the buildings,
if the Town Council would like a presentation at a Town Council meeting, we can provide a photo
presentation along with a status report of the remaining projects. If a presentation is needed we request that it be
given in October or later as members of the Buiildings and Grounds Subcommittee will not be available until then.
As always, any presentation by school personnel before the Town Council should have appropriate School
Committee members present.
Attached is the list of the projects and the estimated completion dates and money spent to on the projects.

District D Councilor information I requested on the status of the summer 2010 capital
projects and the expenditures to elate of the $525,000 appropriated
by the Council for these projects.
As you can well understand, given the size of the capital project
budget and potential impact on improving our schools, the Council,
and importantly, the residents of Watertown require a full
understanding of these projects. I am pleased that the
Superintendent, administrators, and School Committee members
will give a presentation of the capital projects at the Town Council
Meeting on October 1201. In addition to describing the projects, I
would ask that you include an update on the expenditures at that
time,
