REGULAR MEETING OF THE PERSONNEL BOARD
FEBRUARY 19, 2009
The regular meeting of the of the Personnel Board of the City of Lynwood was
held on Thursday, February 19, 2009 at 5:00 p.m. in the Council Chambers of
City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted
as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:10 p.m. by Chairperson Bradley. Roll call
was taken by Diane Strickfaden, Senior Human Resources Analyst.

Led by Commissioner Robinson.
APPROVAL OF MINUTES
The motion was made by Vice-Chairperson Battle and seconded by Commissioner
Robinson to approve the minutes of the Regular Meeting of January 15, 2009 with
two corrections. The corrections were to delete the word special under item four of
the agenda and page four, first paragraph delete the title "vice-chairperson" and
include chairperson. All in favor. Motion carried.

STUDIES AND REPORTS
Ms. Strickfaden provided the Board with an overview of the recruitment process for
the position of Deputy City Clerk. She also informed the Board that the position
was approved for recruitment by the City Manager as an exception to the selective
hiring freeze.
Commissioner Robinson asked if the position was considered a confidential
position. Mrs. Strickfaden responded that this particular position was not
considered a confidential position. Chairperson Bradley then inquired about having

computer skills. Mrs. Strickfaden responded that one of the requirements for the
position was to have computer skills.
The motion was made by Vice-Chairperson Battle and seconded by Commissioner
Robinson to approve the eligibility list for the position of Deputy City Clerk. All in
favor. Motion carried.
COMMISSIONER & STAFF ORALS
Mrs. Strickfaden informed the Board that during the month of January the Board
approved the eligibility list for the position of Planning Associate. The list consisted
of two candidates. The number one candidate was offer the position but failed the
pre-employment background process. As a result, the director has expressed an
interest in re-opening the position and merging the eligibility list for the position of
Planning Associate per Personnel Rule IX. All in favor. Motion carried.
Chairperson Bradley expressed her concerned about the City's tight budget and the
continuing of hiring. Mrs. Strickfaden responded that the City has a "Critical
Staffing Plan' and hiring depends on the department's critical needs in relation to
the selective hiring freeze.
She is also concerned about her perception of on-going computer glitches with the
new financial system especially with the Payroll Department. She stated that the
yoga instructor for the seniors program had not been paid since December. Ms.
Strickfaden responded that there are two different departments and methods of
payments. The Payroll Division is responsible for processing the payroll for the City
employees and vendors/contractors get processed thru the Accounts Payable
Division. Ms. Strickfaden offered to follow up with the Recreation Department as to
why it is taking so long for the contractor to get paid.
Commissioner Robinson once again expressed an interest in the pictures that are
taken during City events. Ms. Strickfaden responded that she is going to check
with the Marketing Division and will update the Board at the next meeting.
Vice-Chairperson Battle inquired about the Board's 1099's. She needs to file her
2008 income tax and has to report her commission pay as income to IRS. Every
year she goes thru the same issue. She is not sure if the Finance Department
misinterprets the rule. Ms. Strickfaden will follow-up with the Finance Department
and will inform the Board at the next meeting.
ITEMS TO BE AGENDIZED
Ms. Strickfaden informed the Board that the Mayor indicated that it is critical to
maintain the City and would like to fill three vacancies within the Neighborhood
Preservation Department. Therefore, Human Resources will initiate the recruitment
process for the position of Maintenance Worker. All in favor. Motion carried.

Commissioner Robinson made the motion to adjourn and Commissioner Lopez
seconded. All in favor. Motion carried. The meeting adjourned at 5:29 pm.
