HomeMy Public PortalAbout2021-06-071 REGULAR COUNCIL MEETING, JUNE 7, 2021 CALL TO ORDER Mayor Carrie Tergin called the June 7, 2021 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Schreiber to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Mayor Tergin read a pandemic update provided by Kristi Campbell, Director of Cole County Health Department. • Cole County’s current vaccination rate is 39%. Positive cases and hospitalizations remain low. • People can still get vaccinated at the mall location on Thursdays. There are 15 locations in Cole County that offer COVID vaccinations. • More vaccine information can be found at covidvaccine.mo.gov. • The Community Health Center of Central Missouri will be offering vaccines at all the mobile food pantry events in June. b. Finance and IT Director Margie Mueller recognized Shiela Pearre and Cara Sankey of the Finance Department for their efforts towards the City receiving the Annual Comprehensive Financial Report and Popular Finance Report awards. Mayor Tergin also presented Ms. Sankey with a City coin for her 10 years of service to the City as she will be leaving City employment for a new opportunity in mid-June. c. Ken Hussey will be at the next City Council meeting to introduce the Capital Improvements Sales Tax H Committee. PUBLIC HEARINGS a. Amending Chapter 29 of the City Code, Section 29-141 Rate Table I Related to Sewer Rates i. Associated Pending Bill 2020-075. 2 REGULAR COUNCIL MEETING, JUNE 7, 2021 A Staff presentation was made by Matt Morasch, Director of Public Works. City Wastewater Engineer Eric Seaman was available for questions. There being no one to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded. 2020-075 sponsored by Councilmember Fitzwater, entitled AN ORDINANCE AMENDING CHAPTER 29 (SEWERS AND SEWAGE DISPOSAL) OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY ADJUSTING SEWER RATES. There being no objection, bill 2020-075 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16139. Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR Councilmember Wiseman motioned to approve the recommended appointments to the following committee. Councilmember Schreiber seconded the motion. The motion passed unanimously. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF a. City Council Committee announcements: • Councilmember Schreiber announced the Public Safety meeting scheduled for Thursday, June 29th at 7:30 A.M. at Hyde Park. • Councilmember Fitzwater announced the Public Works & Planning meeting scheduled for Thursday, June 10th at 7:30 A.M. in the Boone/Bancroft Room. 3 REGULAR COUNCIL MEETING, JUNE 7, 2021 b. Sonny Sanders, Director of Planning & Protective Services, announced the Planning & Zoning Comprehensive Plan, “Activate Jefferson City 2040”, public hearing scheduled for June 10th at 5:15 P.M. in City Council Chambers. c. Mayor Tergin made the following announcements: • The East High Street Ribbon Cutting is June 8th to celebrate the completion of the joint City/County project. • The amphitheater’s second concert was held last Friday night. Little River Band was the featured act. Kids Fest was held last Saturday at the amphitheater. Mayor Tergin said she received many compliments on the new venue at both events. • The Capital Arts Sketch Day Reception is June 10th at 5:30 P.M. The event will be both in person (outdoors) and on-line. • The Sherriff’s barbeque is scheduled for Tuesday, June 9th. • The First Impact program for new drivers will be held at 6:00 P.M. in the Police Training Room on June 8th. d. Councilmember Kemna announced the Sunday, June 13th Porch Fest on Capitol Avenue from 1:00 P.M. – 4:00 P.M. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. Mayor Tergin announced to City Council that newly named Interim President Dr. John Moseley has been invited to an upcoming City Council meeting. He plans to attend the July 6th meeting with his leadership team. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Matt Green, owner of Bar Vino and Natalie Newville, Vice President of the Downtown Association spoke in favor of bill 2021-003 related to a new parking garage. Jack Deeken, 236 S. Bluff Street asked the City Council to consider the philosophy behind a new downtown parking garage. If it’s to help with State of Missouri parking, then he is for the garage. If it’s to support downtown retail, he feels there are not enough retailers to warrant a need for an additional garage. He suggested diagonal parking spaces on a few of the downtown streets. CONSENT AGENDA a. Minutes of City Council Meetings: May 17 and May 24 Work Session b. Authorize Permissive Use of E. High St. Right-of-Way Adjacent to Properties Addressed as 1204 and 1206 E. High St. c. Approval of Proposed 2021-2022 Budget Meeting Schedule 4 REGULAR COUNCIL MEETING, JUNE 7, 2021 Councilmember Spicer motioned and Councilmember Wiseman seconded the motion to approved the above items on the Consent Agenda. The motion passed unanimously.
