Other Business Informational presentation of the Jefferson City Comprehensive Plan Update. Activate Jefferson City 2040. Ms. Nanoski presented the Commission with the Comprehensive Plan update. This informational presentation and report prepares the Planning and Zoning Commission, acting as the steering committee for the comprehensive plan update, to host a formal public hearing and vote on adoption of Activate Jefferson City 2040. Mr. Record moved and Ms. Cotton seconded to have staff put the Comprehensive plan up for public hearing and up for formal adoption at the June meeting. The motion passed 6-0 with the following votes: Aye: Quigg, Deeken, Cotton, Record, Butler, and Gampher Nay: None Update on prior cases Mr. Barron stated that the Ivy Terrace and Americare are both up form approval at the next City Council meeting. Meeting Calendar Mr. Barron asked the Commission to move the date of the July meeting from July 8tr, to July 15th Ms. Cotton moved and Ms. Quigg seconded to move the July meeting date from July 8th to July 15tH The motion passed 6-0 with the following votes: Aye: Quigg, Deeken, Cotton, Record, Butler, and Gampher Nay: None Mr. Barron announced that Ms. Nanoski has accepted a new position in Kansas City. 8. RESOLUTION RSPZ 2021-01 A RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF JEFFERSON, MISSOURI ADOPTING ACTIVATE JEFFERSON CITY 2040, COMPREHENSIVE PLAN UPDATE WHEREAS, the City of Jefferson Planning and Zoning Commission, hereinafter referred to as the Commission, is responsible for the update and adoption of the Comprehensive Plan for guiding physical growth and development of Jefferson City; and WHEREAS, Activate Jefferson City 2040 is a policy document outlining how Jefferson City should be maintained, strengthened and developed. Activate Jefferson City 2040 highlights housing, economic development, transportation, environmental resiliency, land use, culture, and health issues and opportunities. The Future Land Use Map, a major component of the comprehensive plan, is the rational basis for zoning and other development codes. These components allow Activate Jefferson City 2040 to guide quality of life improvements in Jefferson City; and; WHEREAS, the Commission held a public hearing on the adoption of Activate Jefferson City 2040 on June 10, 2021, as required by law; NOW THEREFORE, BE IT RESOLVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF JEFFERSON, MISSOURI, THAT ACTIVATE JEFFERSON CITY 2040 IS THE UPDATED COMPREHENSIVE PLAN FOR THE CITY OF JEFFERSON. BE IT FURTHER RESOLVED THAT THE PLANNING AND ZONING COMMISSION RECOMMENDS THE CITY COUNCIL ENDORSE ACTIVATE JEFFERSON CITY 2040 AS THE UPDATED COMPREHENSIVE PLAN FOR THE CITY OF JEFFERSON. Request filed by City Staff for the consideration and adoption of Activate Jefferson City 2040, and update of the 1996 Jefferson City Comprehensive Plan. Activate Jefferson City 2040 outlines goals and recommendations to strengthen quality of life within Jefferson City and updates the Future Land Use Map. Background: The Department of Planning and Protective Services updated the Jefferson City Comprehensive Plan to highlight strategies that will enhance the community's quality of life. Activate Jefferson City 2040 updates the 1996 Comprehensive Plan, modernizing the long-range planning tool to be more appropriate for existing conditions. The Future Land Use Map, a significant component of the comprehensive plan and rational basis for zoning and other development codes, also needed to be updated. As a guiding document for Jefferson City's future, Activate Jefferson City 2040 identifies current conditions, anticipates issues the community might face, and sets goals for strengthening the built and natural environment. The plan was developed by city staff and included a significant amount of public involvement. Stakeholders were interviewed, community workshops and open houses conducted, ideas explored with mapping activities, and online resources utilized. Data Collection and Plan Analysis: The Department of Planning and Protective Services have performed extensive analyses and research in developing this plan. Peer cities were used to compare Jefferson City demographics to other similarly sized cities in the Midwest and other state capitals. In conjunction with the community's input, key strengths, weaknesses, challenges, and opportunities were identified. Vision Statement: Jefferson City promotes livability for all by cultivating healthy neighborhoods, vibrant commercial centers, and small-town amenities. Bolstering quality of life makes Jefferson City an attractive place for residential living, workforce development, and entertainment. Goals: Activate Jefferson City 2040 is organized into six planning themes, each theme highlighting topics key to quality of life. The themes are accompanied by a principle, an overarching statement that summarizes the importance of the planning themes. The goals associated with each theme help embody the desired future addressed in the vision statement and principles, they are as follows: Housing and Neighborhoods • Principle: An equitable housing environment benefits all of Jefferson City residents across different incomes and lifestyles. • Goal: Enhance Jefferson City's housing environment, catering to the diverse needs of its residents. • Goal: Promote neighborhood stabilization through the rehabilitation and maintenance of residential properties. • Goal: Encourage proactive neighborhood health throughout Jefferson City. Planning and Zoning Commission June 10, 2021 Case No. P21006 2 Economic Development • Principle: Productive economic activity is an elixir for improving quality of life. • Goal: Enhance Jefferson City's workforce opportunities. • Goal: Stimulate economic growth through the pursuit of local and regional projects. • Goal: Prioritize creative placemaking and unique investment opportunities in Jefferson City's city center. • Goal: Grow Jefferson City's economic market while understanding the complexities of commuter communities. Transportation • Principle: Efficient and safe transportation systems are vital to local and regional quality of life factors. • Goal: Strengthen Jefferson City as a vibrant regional hub through intermodal connections. • Goal: Promote an accessible and well-connected Jefferson City. • Goal: Provide Jefferson City residents and visitors with a transportation system that serves their needs. Environmental Resiliency • Principle: Environmental resiliency in Jefferson City, or the way individuals use and interact with the natural and human -made environment, is essential for protecting life and property. • Goal: Prepare and adapt Jefferson City for natural and human -made disasters. • Goal: Utilize infrastructure and facility improvements to support the existing population and meet new development needs. • Goal: Expand environmentally sustainable and energy efficient practices across Jefferson City. Land Use • Principle: Land use and zoning regulation improves quality of life by protecting the health, safety, and welfare of the community. • Goal: Enrich the city center environment. • Goal: Create robust commercial and employment centers. • Goal: Maintain and create responsible, practical, and resilient growth. Capital Culture and Healthy Living • Principle: Social and physical vibrancy is key to Jefferson City's quality of life. • Goal: Enhance Jefferson City's culture, focusing on diversity and quality of place. • Goal: Sustain a thriving and diverse parks and recreation system. o Parks, Recreation, Forestry Master Plan • Adopted by the Parks Commission in 2018. • Identifies principles, strategies, and techniques for improving parks operations, updating facilities, and providing amenities equitably throughout Jefferson City. • Vision Statement: "We envision an interconnected and accessible system of vibrant public spaces and natural areas that support a diversity of recreation opportunities and ensure a healthy, active and beautiful place to live, work and play." • Goal: Increase access to social well-being and physical health amenities. Planning and Zoning Commission June 10, 2021 Case No. P21006 3 Action Plan: Activate Jefferson City 2040 includes an action (implementation) plan, with recommended tasks divided into short-term, medium-term, long-term, and ongoing timelines. Coordination between the action plan and Future Land Use Map strengthens application of the plan. New categories featured in the Future Land Use Map, which will aid Jefferson City in achieving comprehensive plan goals, are defined as follows: • Suburban Mixed -Use: Local and regional districts with commercial uses blended with various high- density residential uses. Spaces with a diverse mix of uses and building types support equity and community development. • Center Mixed -Use: This designation promotes storefront commercial and neighborhood mixed - uses to encourage main street corridors/nodes, typical for city center neighborhoods. • Downtown: A vibrant mix of employment, civic, entertainment, and residential uses to support city center lifestyles. State capital properties are important to this category. • River Transition Overlay: Adjacent to the Missouri River, areas that need additional scrutiny in regards to development in and around the floodplain, flood prone areas, or environmentally sensitive features. Staff Recommendation: Staff recommends adoption of Activate Jefferson City 2040, updating the 1996 Jefferson City Comprehensive Plan. The plan is an effective long-range tool that identifies a vision for Jefferson City, guides built and natural environment improvements, and builds consensus about community strengths and opportunities within the community. The plan was also developed through a process appropriate for and includes elements critical to comprehensive plans. Form of Motion: Motion for approval of the resolution to adopt Activate Jefferson City 2040 as the updated comprehensive plan for the City of Jefferson. Jefferson City Planning &Zoning Commission June 10, 2021 Case No. P21007 2100 Block of Schotthill Woods Drive Final Subdivision Plat Schotthill Woods Subdivision Section Five PLANNING STAFF REPORT JEFFERSON CITY PLANNING AND ZONING COMMISSION June 10, 2021 Case No. P21007 — Schotthill Woods Subdivision Section Five, Final Subdivision Plat. Request filed by Schotthill Woods Corporation, property owner, for a Final Subdivision Plat of 7.01 acres consisting of 1 lot. The property is zoned PUD Planned Unit Development and is located on the north side of Schotthill Woods Drive 1400 feet east of Eastland Drive and is described as part of the Northwest Quarter and the Southwest Quarter of Section 21, Town ship 44 North, Range 11 West, and part of Lot 62 of Schotthill Woods Subdivision, Jefferson City, Cole County, Missouri (Central Missouri Professional Services, consultant). Description of Proposal This proposal is for the approval of a Final Subdivision Plat within the Schotthill Woods development along Schotthill Woods Drive. The final plat would create one lot with existing frontage on Schotthill Woods Drive. Final Plat The Final Subdivision Plat details the lot layout and easements of the proposed subdivision. Acreage: The total size of the subdivision is 7.01 acres. Number of Lots: One lot would be created. Lot Sizes: the lot would consist of 7.01 acres, comparable in size with adjacent lots to the west and south. Streets: No new streets will be created with the subdivision. The one proposed lot has frontage on Schotthill Woods Drive. Schotthill Woods Drive is shown within the Comprehensive Plan as eventually extending through the undeveloped property to the east and connecting to Schott Road. Sidewalks: Sidewalks exist along Schotthill Woods Drive up to the edge of the frontage of the proposed lot. Sidewalk installation is trigged with the plat, but would likely be installed with development of the lot. Utilities: Access to necessary utilities are either existing or accommodated with the proposed plat. A 10 foot general utility easement is shown adjacent to Schotthill Woods Drive. Street Lights: Street Lights exist along Schotthill Woods Drive but not on the frontage of this proposed subdivision. Platting of property triggers required streetlight installation, although street lights would likely be installed with development of the property. Fire Hydrants: An existing fire hydrant exists on the frontage of the property. Notable Lots: The lot shows a 50' building setback along the road (in excess of the typical 25 foot front setback requirement of the Jefferson City Zoning Code). The 50 foot private setback requirement exists on the other lots along Schotthill Woods Drive within this private development. Plat Name: The plat is named Schotthill Woods Subdivision Section Five. History: The Schotthill Woods development began in 1982 with the approval of a preliminary subdivision plat for the roughly 160 acre property extending from Eastland Drive to Schott Road. A number of plats and replats of the property have occurred since, with the most recent plat (Section 4) being approved by the P&Z Commission in 2003. Staff Recommendation The Final Subdivision Plat meets the requirements for subdivision plats as outlined within the Subdivision Code. 1. Final Plat - Existing Infrastructure Summary • Public infrastructure exists in the vicinity. • Storm water facilities exist in the vicinity. • Sanitary sewer facilities exist in the vicinity. • Schotthill Woods Drive is existing, serving proposed Lot 101 of this Subdivision, and lots previously platted and developed. • Sidewalk exists along Schotthill Woods Drive on both sides of the roadway. • Schotthill Woods Drive exists along the frontage of the proposed subdivision. Improvements Summary Roadway, Sanitary Sewer • The roadway and sanitary sewer are in place to serve the proposed subdivision. Storm Water/ Storm Water Quality/ Erosion & Sediment Control, Sidewalk, Fire Hydrants/ Street Lights/ Utilities • Sidewalk will be needed during site development along Schotthill Woods Drive frontage for this proposal. • Storm water/ storm water quality and erosion and sediment control will be necessary during future site development. • Utility easements are being dedicated with this plat. Utility services/ extensions may be necessary during future site development. • A fire hydrant exists along the frontage of the proposed subdivision. • Street lights will be needed during future site development, as no lighting exists along the frontage of this proposed subdivision. Review Status of Documents- • The final plat has been reviewed and is generally in good order. Minor technical review comments have been sent back to the consultant for consideration, and will need to be addressed prior to the final plat being considered by the City Council.
