Mayor Pro Tem Briggs called the regular meeting of the City Council to order at 7:30 p.m. 2. The invocation was given by the Reverend Dean Grelling, Pastor, Temple City Southern Baptist Church, 5221 El Monte Avenue. 3. The Pledge of Allegiance to the Flag was led by Mayor Pro Tem Briggs. 4 ROLL CALL: PRESENT: Councilmen - Briggs, Harker, Merritt, Tyrell ABSENT: Councilmen - Gilbertson ALSO PRESENT: City Manager Koski, City Attorney Martin Councilman Harker moved to excuse Mayor Gilbertson because of City business, seconded by Councilman Merritt and carried. 0 5. APPROVAL OF MINUTES: Councilman Tyrell moved to approve the minutes of the regular meeting of December 21, 1971, as written, seconded by Councilman Harker and unanimously carried. UNFINISHED BUSINESS: 6. ORDINANCE No. 71 -341: 2nd read. Re. Zone Change from R -3 to C -2, 6404 -6 -12 Rosemead Boulevard (Hinckley, Ragsdale and Lovell). City Attorney Martin presented Ordinance No. 71 -341 entitled AN ORDINANCE OF THE CITY OF TEMPLE CITY CORRECTING THE ZONING MAP OF THE CITY OF TEMPLE CITY BY REZONING CERTAIN PROPERTIES. A motion to waive further reading byCoundilman Harker was seconded by Councilman Tyrell and carried. Councilman Tyrell moved to adopt. The motion was seconded by Councilman Harker and carried by the following roll call vote: AYES: Councilmen - Briggs, Harker, Tyrell NOES: Councilman- Merritt ABSENT: Councilman - Gilbertson NEW BUSINESS: 7. APPEAL FROM PLANNING COMMISSION DECISION: ZV Case No. 71 -361, Re. Child Care at 4932 McClintock (Kenneth C. Coles, applicant). City Manager Koski advised that the Planning Commission, at their regular meeting held on December 15, 1971, denied Zone Variance request No. 71- 361PC, to expand an existing legal non - conforming use and allow for day care for ten children at 4932 McClintock Ave., and that applicant, Kenneth & Lau'ra J. Coles, had appealed the denial within the legal period of time. Councilman Tyrell moved to set for Public Hearing on Tuesday, January 18, 1972, seconded by Councilman Harker and carried. 8 RESOLUTION No. 72 -1163: Lower Azusa Road - Alessandro to El Monte Avenue - Request for State Allocation of FASUE Funds. City Manager Koski advised that a communication had been received from the County Road Department recommending resubmission of a request for Federal Aid Secondary Urban Extension Funds for improve- ment of Lower Azusa Road, Alessandro to El Monte Avenue, and presented Resolution No. 72 -1163 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, JOINING THE COUNTY,.,OF LOS ANGELES AND CITY OF EL MONTE IN REQUESTING A STATE ALLOCATION OF FEDERAL AID SECONDARY URBAN EXTENSION FUNDS FOR THE IMPROVEMENT OF LOWER AZUSA ROAD BE- TWEEN ALESSANDRO AVENUE AND EL MONTE AVENUE. Councilman Merritt moved to adopt, seconded by Councilman Harker and carried. Council Minutes, January 4, 1972 - Page 2 9. RESOLUTION. No. 72 -1164: Calling for General Municipal Election on April 11, 1972. City Manager Koski presented Resolution No. 72 -1164 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIF., CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, THE 11TH DAY OF APRIL, 1972, FOR THE ELECTION OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE PROVISIONS OF THE CHARTER OF THE CITY OF TEMPLE CITY. Councilman Tyrell moved to adopt, seconded by Councilman Harker and carried. 10. RESOLUTION No. 72-1165: Requesting Services from County Registrar of Voters for General Municipal Election on April 11, 1972. City Manager Koski presented Resolution No. 72 -1165 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO PERMIT THE REGISTRAR OF VOTERS OF SAID COUNTY TO RENDER SPECIFIED SERVICES TO THE CITY OF TEMPLE CITY RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON APRIL 11, 1972. Councilman Tyrell moved to adopt, seconded by Councilman Harker and carried. 11. RESOLUTION No. 72 -1166: WARRANTS & DEMANDS: Demand Nos. 5152 thru 5219, in the amount of $25,459.41. Councilman Tyrell moved to adopt Resolution No. 72 -1166 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $25,459.41, DEMAND NOS. 5152 THRU 5219, seconded by Councilman Merritt and carried. 12. COMMUNICATIONS: City Manager Koski presented a communication from Donald Kimber, attorney for Mrs. H. H. Cameron, requesting further study for solution to the noise problem alleged by Mrs. Cameron to be caused by electric power facilities located near her home at 9916 E. Garibaldi. Councilman Tyrell moved to receive and file, seconded by Councilman Merritt and carried. 13. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: Mrs. H. H. Cameron, 9916 E. Garibaldi, inquired as to whether the action taken relative to the communication from her attorney meant that her attorney would be contacted by the City Attorney. She was advised that receipt of the document was acknowledged, but that as far as the City is concerned, a problem does not exist, and that the correspondence was filed. 14. MATTERS FROM CITY OFFICIALS: City Manager Koski presented Resolution No. 72 -1167 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY COMMENDING THE 1971 RAM VARSITY FOOTBALL TEAM ON THE CIF CHAMPION - $H1P, 'advi s ing':that upon its adop i on the Resolution would ba ... presented by the Mayor this evening at a banquet in their honor. Councilman Tyrell moved to adopt, seconded by Councilman Harker and carried. 15. ADJOURNMENT: Councilman Tyrell moved to adjourn at 7:45 p.m. The motion was seconded by Councilman Merritt and carried.
