I4P 151 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DISSOLVING THE FAQADE IMPROVEMENT COMMITTEE AND ALLOCATING ITS POWERS AND DUTIES TO THE HISTORIC PRESERVATION COMMISSION. WHEREAS, the Fagade Improvement Committee is charged with making reports and recommendations to City Council regarding plans for building/fagade improvements; and WHEREAS, the Fagade Improvement Committee has been inactive since February 26, 2019; and WHEREAS, the Historic Preservation Commission will be able to effectively review facade improvement applications due to consistently scheduled monthly meetings; and WHEREAS, the Historic Preservation Commissioners, per Sec. 7-53, are required to be qualified and have the expertise necessary to review fagade improvement applications. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Fagade Improvement Committee of the City of Jefferson is hereby dissolved. Section 2. Chapter 7 (Board and Commissions) of the City Code is hereby amended by repealing Article XXI (Fagade Improvement Committee), Sec. 7-720 through Sec. 7-726, inclusive, in its entirety, and reserving such Article for future use. Section 3. Sec. 7-7 of the City Code is hereby amended by amending Subsection 7-7(C). to read as follows: C. Electronic Participation. Except as provided herein, any board or commission of the City is allowed to conduct voting by electronic means when a member of such board or commission who wishes to electronically vote provides written notice to the chair of such board or commission and the City Clerk at least 48 hours in advance of the meeting. Members that fail to provide such notice may participate and vote by electronic means if the designated meeting space can accommodate such electronic participation, but only members who have provided such written notice may be counted toward calculating a quorum by their electronic attendance. All electronic participation by members of any board or commission of the City shall conform to the requirements of the Sunshine Law, Editor's note: Deleted language shown thus. Section 4. Section 25-143 of the City Code is hereby amended by amending Paragraph 10 of Subsection 25-143(8), to read as follows: (10). Section 25-143 of the City Code is hereby amended by amending Paragraph 13 of Subsection 25-143(8), to read as follows: (13). Section 6. Section 25-144 of the City Code is hereby amended by amending Subparagraph f of Paragraph 25-144(8)(1), to read as follows: (f). Section 25-144 of the City Code is hereby amended by amending Paragraph 5 of Paragraph 25-145(D), to read as follows: (5). This Ordinance shall be in full force and effect from and after the date of its passage and approval.
