REGULAR COUNCIL MEETING, JUNE 21, 2021
CALL TO ORDER
Mayor Carrie Tergin called the June 21, 2021 City Council meeting to order at 6:01 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
and Wiseman
Absent: Ward
ADOPTION OF THE AGENDA
A motion was made by Councilmember Lester and seconded by Councilmember
Wiseman to adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Mayor Tergin read a pandemic update provided by Kristi Campbell, Director of Cole
County Health Department.
• Cole County’s current vaccination rate is 39.9%. Positive cases and
hospitalizations remain low. Thirteen positive cases have been reported to the
Cole County Health Department for the past 7 days.
• People can still get vaccinated at the mall location on Thursdays. There are 14
locations in Cole County that offer COVID vaccinations.
• More vaccine information can be found at covidvaccine.mo.gov.
• The Community Health Center of Central Missouri will be offering vaccines at all
the mobile food pantry events in June. They will also be available:
➢ Wednesday, June 23 – 4:00 P.M. – 6:00 P.M. – St. Martin’s Catholic
Church in St. Martin’s
➢ Sunday, June 27 – 11:00 A.M. – 2:00 P.M. – Annunciation Catholic Church
in California
b. Mayor Tergin introduced Andrea Holloway, the new Executive Director for Council for
Drug Free Youth.
c. Former Councilmember, and Tri-Chair Ken Hussey introduced the Capital
Improvements Sales Tax H Committee, “Citizens for Prop 1”. Tri-Chair Natalie
Newville was also introduced and briefly spoke.

Councilmember Wiseman motioned to approve the recommended appointments to the
following boards and commissions. Councilmember Lester seconded the motion. The
motion passed unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
a. Representative Dave Griffith presented a Gold Star Families Memorial Monument
Update.
• The Naught family donated $75,000 toward the Bicentennial Bridge project with
the stipulation that a portion of the donation be used to honor veterans.
• The Gold Star Memorial Monument cost is $45,000. The monument is expected to
weigh 15,000 lbs. and will arrive on July 19th. An event is scheduled for the
unveiling where approximately 200 people will be in attendance.
• The monument committee has partnered with schools for fundraising activit ies so
the youth of the community is a part of the project.
• $100,000 has been raised to date. The committee continues to accept donations at
Legends Bank.
• Gold Star Memorial Monument t-shirts are being sold at Legends Bank and
Carrie’s Hallmark. Proceeds will go towards the monument.
b. Sonny Sanders, Director of Planning and Protective Services gave a CARES Act
Grant presentation.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council Committee announcements:
• Administration – There will be no July meeting.
• Finance – The next meeting is June 24, 7:30 A.M. in the Boone/Bancroft Room .
• Public Safety – The next meeting is Tuesday, June 29th at 7:30 A.M. at the Hyde
Park Training Room.
• Public Works & Planning - A meeting was held Thursday, June 10 at 7:30 A.M.,
and will meet again in July.
Mayor Tergin made the following announcements:

• Mayor Tergin and Councilmember Kemna attended the Juneteenth Celebration.
Councilmember Kemna presented a proclamation.
• July 4th activities are planned for Friday (parade and concert at the amphitheater),
Saturday (downtown vendors and events), and Sunday (vendors, events, and the
Red, White, & Boon fireworks show).
• The Bicentennial celebration is only 2 months away. More information can be
found at missouri2021.org, and on Facebook, Instagram, and Twitter.
• Local Firefighters Union 671 is hosting a golf tournament on July 23 rd to raise
money for Fire Academy scholarships.
• The annual Guns & Hoses hockey game is scheduled for August 28th.
Sponsorships and tickets are now available.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Former Councilmember Steve Nelson, Clay Street, spoke in favor of bill 2021-003 related
to a new parking garage.
Jack Deeken, 236 S. Bluff Street asked the City Council to consider the philosophy
behind a new downtown parking garage. If it’s to help with State of Missouri parking, then
he is for the garage. If it’s to support downtown retail, he feels there are not enough
retailers to warrant a need for an additional garage. He suggested diagonal parking
spaces on a few of the downtown streets.

c. Authorize Award of Bid 3125, Estimated at $249,068, to Cole County Industries and

d. Authorize $413,435 CARES Act Grant Acceptance from the Department of Housing &
Urban Development
Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to
approved the above items on the Consent Agenda. The motion passed unanimously.

would entertain a motion to go into Closed Session to discuss the following:

A motion was made by Councilmember Wiseman to go into Closed Session for the
above-stated reason, seconded by Councilmember Vogt, and approved by the following
roll-call vote at 7:40 P.M.:
