As you recall, an Informational Presentation on the proposed Parks
renovations/improvements at 552 Main Street and Casey Park was given at the February 28, 2012
Town Council Meeting (see attached agenda item & April 6, 2012 Miscellaneous Items
correspondences).
As you are aware, Ongoing/Upcoming Infrastructure Improvements (Parks) is one of the
budget issues cited on page 56 of the Fiscal Year 2014 Preliminary Budget Overview document (see
attachment).
As a follow up to the above mentioned Informational Presentation, additional dialogue with
Youth Baseball officials using Casey Park and the attached October 21" correspondence from Peter
Centola, Recreation Director, I respectfully request an Informational Presentation be placed on the
November 13, 2012 Town Council Agenda. The Informational Presentation will be on the proposed
Park renovations/improvements at Casey Park and will be given by Peter Centola, Recreation Director
and Glen Howard, CDM Smith.
For background purposes, I have enclosed a copy of Table 2 of the Fiscal Years 2013-2017
Capital Improvement Program.

Dear Mr. Driscoll:
This letter Is in response to your request for CDM Smith Inc. (CDM Smith)to summarize the
community process associated with Improvements to Casey Park and respond to issues that were
raised about the improvements at the town council presentation.
Community Process
CDM Smith presented at three community meetings for Improvements to Casey Park.
Community Meeting#1
At the first community meeting held on October 10,2010 we presented our site analysis plans of the
existing conditions and a concept plan for Casey Park.At Casey Park we identified a community need
for an additional Ice skating/ice hockey court which could be accommodated within the footprint of
the existing tennis courts.
Proposed primary Improvements for Casey Park included two renovated tennis courts and a new
multi-purpose Ice skating, ice hockey and street hockey court and a new lighting system.There were
no comments from the public.
Community Meeting#2
At the second community meeting we presented a refined concept plan including a small renovated
parking area off Aldrich Street,additional pathways, benches and flagpole,
The owner of the adjacent apartment complex noted that some residents park in the paved area
adjacent to the tennis courts.We reviewed the property limits with him and his overall impression of
the park improvements were positive.

Community Meeting#3
At this meeting we presented revisions to the Casey Park plans which included switching the ice
skating/ice hockey/street hockey location to the opposite side of the existing courts to avoid the
drainage culvert that runs beneath the site.There were no comments from the public.
Town Council Presentation
Several questions were raised at the town council presentation which was held on Tuesday February
28", 2012.
There was question was regarding the safety of the chain link fence above the dasher boards on the
ice skating/ice hockey/multi-purpose court.The specified product is a pre-fabricated system that
meets all industry standards for ice and street hockey. I spoke with the manufacturer after the
presentation.The alternative to chain link fence above the dasher boards is acrylic, polycarbonate or
tempered glass screens. In an outdoor public setting these alternatives tend to suffer greater damage
over time resulting in cracking and flaking which can present more problems in a setting where
maintenance is less frequent.The cost of these products Is also up to three times that of the chain link
fence,The screen is only required at the ends of the court however,from a safety perspective in an
outdoor public application full containment is a good option.
There was another question regarding overall safety and security of this facility.The court Itself has a
gate at one end that can be locked.The height of the fence around the facility is 6-feet or over and
will deter use when the court is locked. We could provide an additional 8-ft high fence extending from
the tennis court fence around the outside of the court facility to provide additional security.

Please accept this document as a request to approve the included task order proposal from
CDM Smith dated, October 1, 2012 as presented.
As discussed, it would be prudent and good governance to present the updated design plan for
Casey Park to the Town Council in the calendar year 2012, so as to move forward with the
project in hopes of a spring 2013 completion date.
As outlined in the proposal, the cost of task order is $22,500 and funds are allocated for the
Renovation of Casey Park— Baseball Area in this year's FY2013 Capital Improvement Program.
From my understanding, the fund /account number is 55565-580000 could be utilized.

Subject: Design amendment to Purchase Order#01105097 "On-Call Architectural
Design/Planning Services,Casey Playground Tennis Court,Hockey Court Lighting
Improvements Design, Bidding and Construction Services,Task Order".
Dear Mr.Centola:
As requested,CDM Smith Inc.(CDM Smith)respectfully submits this Task Order amendment to detail
the scope and budget to perform additional design, bidding and construction services for additional
renovations to Casey Park at Watertown Street In Watertown, Massachusetts as described below.
CDM Smith will incorporate the additional design elements into the current design drawings for Casey
Park.
We understand the additional scope of work to include;renovation of the existing baseball infield
appurtenances including replacing the existing backstop,replacing the existing player's benches with
new dugouts and installation of new pre-fabricated spectator bleachers, new batting tunnel and
drinking fountains and water service connection for the hockey court. The work will include any
earthwork,erosion control,and drainage modifications associated with these design elements.The
work does not include renovation of the infield or outfield of the baseball field.
In addition CDM Smith will conduct a spatial analysis of the baseball field site to accommodate a new
announcer's booth (supplied by others),concession trailer(supplied by others)and review options for
ADA access.We will also conduct a spatial analysis of the area adjacent to Aldrich Road for a potential
Restroom Building.This will only include an analysis of potential access and locations. Until an analysis
is complete we can't confirm that an accessible route is possible to the area behind the baseball field.
We will utilize the existing topographic survey completed under the previous task order and the
current design drawings as a basis for the design of these additional Improvements.

Task 1: Preliminary Design Services
Subtask 1.1: Materials Selection and preliminary design
CDM Smith will work with the Town in selecting the desired dugouts, batting tunnel, player's benches,
drinking fountains and spectator bleachers.We will review infield dimensional requirements and
prepare a preliminary layout plan for review and approval by the Town.
Subtask 1.2: Site Evaluation
CDM Smith will evaluate the site for potential restroom building,announcer booth and concession
trailer locations.We will also evaluate the options to meet the requirements of ADA.
Subtask 1.3: Color Rendered Concept Plan
CDM Smith will prepare a color rendered concept plan suitable for public presentation.
Subtask 1.4: Review Meeting with Town
CDM Smith will meet with the Town to review findings and present the preliminary layout plan.
Subtask 1.5: Public Meeting
CDM Smith will attend and present the concept plan at(1) public meeting.
Task 2: Final Design Services
Subtask 2.1: Preparation of Construction Drawings Package
CDM Smith will prepare a construction drawing package to include the following: (note plans will be
submitted at a minimum scale of 1"=20'-0" on a 24"06"sheet. It is anticipated that an additional
sheet will be required to cover the project area.)

CDM Smith will revise the estimate of opinion of probable construction costs to include the additional
design elements.
Subtask 2.4: Meeting to Present 95% Design
CDM Smith will present the 95%plans,specifications, and opinion of probable costs to the Town for
review, input and approval.
Subtask 2.5: Finalize Plans and Specifications
CDM Smith will perform the CA/QC program, project review,and finalize plans and technical
specifications,incorporating Town comments,and provide CDM Smith standard contract documents
for final construction document package.
Task 3: Bidding Phase Services (No additional fees anticipated)
Subtask 3.1 Construction Document Printing(fees covered under the previous task order)
CDM Smith will provide up to 20 sets of construction documents Including plans, specifications and
contract documents for the Casey Park Improvements.
Subtask 3.2 Bidding Assistance (fees covered under the previous task order)
CDM Smith will provide bidding assistance including:notifying potential bidders of project and
assisting the OWNER in preparing advertisements,but OWNER will be responsible for placing
advertisements Including costs of advertisements. OWNER will be responsible for distributing
construction documents. CDM Smith will assist OWNER in answering bidder questions and assisting
OWNER in preparation and issuing design related addendums,if required. No pre-bid meeting is
anticipated. CDM Smith will assist OWNER in evaluating Bids and awarding the contract.
Task 4: Construction Phase Services
Subtask 4.1 Additional Limited Construction Administration Assistance (On-Call)
As required on an as-needed/as requested basis,CDM Smith will assist the Town with additional
project construction administration.We anticipate the additional design elements will increase the
construction time period. We anticipate up to four(4)additional half-day visits to review construction
progress,The amended contract will therefore include (8)total half day visits.We will review
additional shop submittals,product warranties,as-built drawings and other close out documents
prepared by contractors.The project construction period will be determined based on bid timing and
weather conditions, but it is anticipated to be 90 days.The Task does assume the town will provide an

administrator to oversee project construction on a daily basis and coordinate work with contractor
and CDM Smith.
Task 5: Additional Optional Services
Subtask 5.1 Prefabricated Restroom Building
CDM Smith will work with the Town in selecting the desired prefabricated restroom building. We will
provide final design plans and specifications for the building,water service,sewer connection and
adjacent walkways.

CDM Smith is prepared to begin this work immediately upon authorization from the Town. CDM
Smith will complete the above services within 60 Calendar Days from the date of written
authorization to proceed. Compensation for CDM Smith's services under this Task Order will be on a
