HomeMy Public PortalAbout2021-07-061 REGULAR COUNCIL MEETING, JULY 6, 2021 CALL TO ORDER Mayor Carrie Tergin called the July 6, 2021 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley*, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward and Wiseman Absent: None *Councilmember Hensley participated via WebEx. ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Schreiber to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin read a pandemic update provided by Donna Seidel, RN, BSN Clinic Manager of the Cole County Health Department. • Cole County has seen an increase in COVID-19 cases stemming from close contact with other positive cases, travel, and mass events . Since March 1, 2021 the county has had 495 cases, with 56 breakthrough cases. Forty-one of the breakthrough cases have occurred since June 1. A breakthrough case is one that has tested positive even though they were vaccinated. • The mall location will still be available for vaccinations this Thursday, July 8 and next Thursday, July 15 from noon – 6:00 P.M., with the last appointment at 5:40 P.M. Walk-ins welcome until 4:00 P.M. • The Cole County Health Department will be offering vaccines in their walk-in clinic starting July 22, on Thursdays from 9:00 A.M. – 3:00 P.M. • More vaccine information can be found at covidvaccine.mo.gov. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Interim President of Lincoln University, Dr. John Mosely and the University’s Leadership Team were introduced to City Council. Dr. Mosely provided a university update. 2 REGULAR COUNCIL MEETING, JULY 6, 2021 ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council Committee announcements: • Public Works & Planning - A meeting is scheduled for Thursday, July 8 at 7:30 A.M. in the Boone-Bancroft Room of City Hall Mayor Tergin made the following announcements: • Mayor Tergin thanked the Salute to America Foundation Board, sponsors and volunteers for planning all the activities over the Fourth of July weekend . • The Bicentennial celebration is quickly approaching, kicking off on August 10th with Statehood Day activities. More information can be found at missouri2021.org, and on Facebook, Instagram, and Twitter. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. Minutes of City Council Meetings: June 21 Councilmember Lester motioned and Councilmember Ward seconded the motion to approve the above item on the Consent Agenda. The motion passed unanimously. RESOLUTIONS RS2021-7 sponsored by Councilmember Kemna A RESOLUTION AUTHORIZING THE CITY TO ACKNOWLEGE AND ACCEPT AN 5 REGULAR COUNCIL MEETING, JULY 6, 2021 ENGAGEMENT LETTER WITH CUNNINGHAM, VOGEL & ROST,P.C., FOR LEGAL SERVICES Ryan Moehlman, City Attorney, presented the resolution. Councilmember Kemna motioned to adopt RS2021-7. Councilmember Ward seconded the motion. Councilmember Fitzwater felt more information was needed before engaging in an agreement. Mr. Moehlman said he did not feel comfortable discussing agreement details in open session; however, if the City Council desires to do so, they can make a motion to discuss in open session. There was no such motion. The resolution failed by the following roll-call vote: Aye: Hensley, Kemna, Lester, Vogt, and Ward Nay: Fitzwater, Schreiber, Spencer, Spicer Abstain: Wiseman PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Councilmember Spencer asked for an update on the Bird scooters which is now conducting business in the City. He asked how complaints should be handled. City Attorney Ryan Moehlman indicated citizens should contact Bird directly. Bird contact information is on the scooters. The City is working with Bird to issue a press release educating citizens on how to enjoy the scooters, follow City Code, and who to contact if there are problems. APPROVAL OF 6/21/2021 CLOSED SESSION MINUTES Councilmember Ward motioned and Councilmember Vogt seconded the motion to approve the June 21, 2021 Closed Session Minutes. The motion passed by the following roll-call vote: Aye: Fitzwater, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, and Wiseman Nay: None Abstain: Hensley and Ward 6 REGULAR COUNCIL MEETING, JULY 6, 2021 CLOSED SESSION Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss t he following: 1) Personnel [Sec. 610.021(3)] A motion was made by Councilmember Wiseman to go into Closed Session for the above-stated reason, seconded by Councilmember Vogt, and approved by the following roll-call vote at 6:54 P.M.: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 7:42 P.M. with the following Councilmembers present: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Spicer, and approved unanimously at 7:42 P.M.
