HomeMy Public PortalAbout1968-04-27 Meeting49 APRIL 27, 1968 The Council of Bal Harbour Village met Saturday, April 27, 1968 at 9:30 A. M. in the Village Hall. Present were: Messrs. Beatty, Printup and White Absent: Messrs. Hart and Top11n Also prosent were: W. H. 'Webb, Village Ranacur; Mary T. ;:etterer, Village Clerk; and Thomas Anderson, Village Attorney. On motion of Mr. Beatty, seconded by Mr. Printup, and unanimously voted the minutes of the previous meeting of March. 3f, 1968 were approved as submitted. f:1r. suggested that. the Public Hearing with regard to the App.letoc variance be held anti' 1.,,ter during the meeting in case anyone would appear. Mr. Andersen explained that due to coriectiens nsceeeary in the Resort Tax Ordinance passed at the last meeting the entire Prdinance had teen rewritten. On motion of Mr. Printup, seconded by Mr. Beatty, and unanimously voted Ordinance Nn. 132 ,was repealed, ro.. Printup them loved that the ne;0 Retort Tax Ordinance ORDINANCE NO. 135 be adopted. The motion was ecrnded by Mr. Beatty. Mr. Anderson thPn re_d Ordinance No. 13H. vote the Urdin::nce 1.as passed unanimously, fi'r. said he would like to open a Punk account for the Resort. Tax Funds end on mntion of Mr. Beatty, seernded by Mr. Printup and unanimously voted, the bank a,.:count was authorized. Mr. Webb thrn told the Council that all pr(Terty nwners within 575 feat of the Appleton ,.rcperty wire notified of this Hearing. Mr. Adpletcn ham written to say he cnuld not be present, but, mould be represented by his architect. The architect had inforaed Mr. Webb he could not be present and asked for a cor.tin- uonce. Tr. leilliam Whitman informed the Council that he was the neighbor who would be most affected by the proposed variance and that he had no objection, except that he would not like, to see any massed planting in the rear that would overshadow his hedge. It, was then moved by fir. Printup, seconded by Mr. Beatty, and unanimously voted that the Hearing would be continued to May 25th. RESOLUTION W . 165 c nfirming the Council's action at the march 3nth meeting approving of the One -Way Traffic Plan for rial Harbour, 5urfside and Miami Beach was passed on motion of Mr. Printup, seconded by Mr. Bratty and unanimously voted. Mr. ,:ebb said he had met with Mr. Perry of the Community National Rank and they will loan the Village 510p,n00 at E% interest. It was suggested that this he a ballnon type note with the bank paying nut the money as naeded. :Anderson said he had contacted Mr. FredRai.sden, attorney for the bank, regarding the agreement for the note, but had not received an answer. Mr. Webb also reported that Mr. U. T. Carlton of the Florida beard of Conservation, hod informed him that the State considers this an emergency and Loat the II Board will issue the permit without the land having been deeded to the State. mr. Webb said he would like to create an expense account and make a supplemental budget for the April 27, 1968 50 balance of the 1967-68 year for the Beach Erosion account. On motion of ffir. Printup, secomtEd by Mr. Beatty, and unanimously voted he was so authorized. in motion cf Mr. Beatty, seconded by Mr. Printup and unanimously voted the six months' audit was approved. The Village Manager said that with our shortage of outside help the trash bins set up at various locations in the Village were becoming an eyesore.. On motion of Pr. Printup, seconded by Mr. Beatty, and unanimously voted the Village Manager was authorized to set up a largo trash bin at the Water Tank where all clippings would be hauled from the gardeners working in the Village. There being no further business on motion of Mr. Beatty, seconded by FIT. Printup, the meeting was adjourned at 10:220 A. M. Attest: T/ r age Ller MAY 25, 1968 The Cuuncil of Ba1 Harbour Village met Saturday, May 25, 1968 at 9:3S A. N. in the Village Hall. Present were: Messrs. Beatty, Hart, Printup and Tapiin Absent: Mr. White Also present were W. H. 'Webb, Village Manager; Mary T. Wetterer, Village Clerk: and Thmmas H. Anderson, Village Attorney. In the absence of Mayor White the meeting was conducted by Assistant fbayor Printup. Mr. Andersnn explained to the Council that he had been in contact with the Attorney for the Community National Bank end there is some question of loaning the money against the Resort Tax collections without a guarantee that the taxes will be collected. The Village will have to find something to guarantee the loan. The Council proceeded to hear the request of rnr. Arthur Appleton tc allow a pcol screen enclosure to project into the rear ten foot setback. Mr. ,Jebb said there had been only one objection, that of the ward of the Dal Harbour Club, requesting that the Council maintain the present set b_ck requirements. After viewing the plan presented by Mr. A;,pletcn and his landscape architect, the Council on motion of Mr. Hart, seconded by Mr. Beatty, and unanimously voted, granted the variance.
