Approval of Minutes: October 11, 1985 The minutes were unanimously approved upon a motion by Mr. Dixson and second by Mr. Hunter. 3. Staff Report. a. Financial Report. 0 c The financial report was approved as submitted by Mr. Gwynn. Police Report. Mayor Koch requested a moment of silence in honor of former Police Chief William McQuade who recently passed away. The police report was approved as submitted by Chief Greer. Manager's Report. Mr. Gwynn read a letter from DOT regarding traffic signals at Golfview Road and Sea Road intersections with AlA. Planning and Zoning Board Report Discuss drainage re: McCeary Property Gulfstream Road Mrs. Joan LaPorte and her attorney, Mr. Moss, presented their views on a potential drainage being created as a result of the new home being constructed next to Mrs. LaPorte. Commission Meeting Nov.8, 1985 - Minutes page 2 Following considerable discussion, it was determined that a special Planning & Zoning Board meeting would be held for all parties involved so as to review and recommend action back to the Town Commission. e. Bond Issue Project Report Mr. Caputo and Mr. Stergas briefed the Commission on the construction status. Mr. Stergas stated that he needed a decision today on the color sample for the cypress in the Commission room. He also reported on the status of the roof tiles. Mr. Gwynn read a letter from Mr. Stergas regarding accusations that his firm had been receiving kick -backs on subcontracted purchases. The Commission asked that the minutes reflect that the Town's official position is that the Commission does not feel that the accusations are true. f. Town Attorney Report. There was no specific attorney report for this month. 4. A request by Leadership Cablevision for a rate increase. FIRST READING OF ORDINANCE 85 -4 The ordinance was approved on first reading. 5. Commissioner Comments /Recommendations. Mayor Koch discussed the Delray Flea Market and indicated that he would write a letter regarding parking along U.S. I. He also presented a status report on the South County Council of Governments. The Mayor also reported on the beach cleaning project. After considerable discussion, the Commission determined to advise the beach front property owners that beach cleaning is available, however, there will be no financial or contractual involvement on the part of the Town. The Commission also asked the contractor to submit a proposal cleaning debris from the public areas of the beach. 6. Public Comments /Requests. Mrs. Pat Wankin, President of the Gulf Stream School Auxillary stated that the school will be opening it's library to Town residents one night per week. 7. Adjournment.
